HomeMy WebLinkAboutMin 06/22-23/92287 CITY COUNCIL MINUTES COUNCIL CHAMBERS 300 Seminary Avenue UKIAH, CALIFORNIA REGULAR ADJOURNED MEETING BUDGET HEARINGS June 22 - 23, 1992 June 22, 1992 The City Council convened in a regular adjourned meeting at 9:03 a.m. for review of the proposed 1992-93 Fiscal Year Budget for the City of Ukiah. Roll was taken and the following Councilmembers were present: McMichael, Shoemaker, and Mayor Schneiter. Absent: Councilmember Wattenburger. Staff present: City Clerk McKay, City Manager Rough, Acting Finance Director Thomas, Senior Accountant Brown, Public Works Director Goforth, City Engineer Beard, Electric Utility Director Barnes, and Assistant City Manager Horsley. The City Manager presented his Budget Message and State of the City Report and provided an update as to potential State of California financial impacts to local governments. Discussion ensued regarding contacting the State legislators and forwarding a strongly worded message to them. Discussion ensued regarding the possible future decline of investment revenues and the reasons. It was the general consensus of Council to meet with the city Treasurer and the City Manager to discuss investment strategy. Review of the General Fund Revenues and Expenditures, Enterprise Funds and full-time/part-time personnel distribution proceeded. Recess - 10:37 a.m. Reconvened - 10:50 a.m. Council reviewed the Council and City Clerk Department Budgets. Discussion ensued regarding insufficient election costs and the possibility of a special November election. It was the general consensus of Council to add $8,000 to the Election Fund and requested the City Clerk to bring forward a City Clerk departmental fee proposal for Council consideration. The Council proceeded to review the City Manager Department, and City Attorney budgets. Councilmember McMichael requested contract can be reviewed annually. the City Attorney Review of the proposed budget proceeded for Management/Personnel, Treasurer and Finance Departments. Risk Discussion ensued regarding the maximum business license cap, Business Improvement District Fee and proof of workman's compensation for appropriate business license issuance. The City Manager noted these matters will be brought to Council for their consideration at a later date.. Recess - 12:05 p.m. Reconvened - 12:45 p.m. The meeting reconvened in a joint session with the Ukiah Valley Sanitation District with Boardmembers Redding, Schneiter,and Chairman Butcher attending. The review of the city Sewer Service Fund proposed budget proceeded. 288 ~% was %he general consensus of the Ukiah Valley Sanitation Board to accept the City Sewer Service Fund with the approved corrections. The Ukiah Valley Sanitation District adjourned at 1:30 and Boardmember Redding and Chairman Butcher left the meeting. Council continued their review of the proposed 1992-93 Fiscal Year Budget for the accounts of Community Promotion and Community Development. Councilmember Shoemaker left the meeting at 1:33 p.m. Councilmember Shoemaker returned to the meeting at 1:35 p.m. Council continued their review of the proposed 1992-93 Fiscal Year Budget for the accounts of General Government Buildings and Miscellaneous General Government. ' Recess - 2:28 p.m. Reconvened - 2:47 p.m. Council continued their review of the proposed 1992-93 Fiscal Year budget for the accounts of Police, Narcotics Task Force, Fire Department, and Advanced Life Support Enterprise Fund. The meeting was adjourned at 4:20 p.m. and continued to 9:00 a.m., Tuesday, June 23, 1992, in the Council Chambers for continued 1992-93 Fiscal Year Budget review. JUNE 23, 1992 The meeting was called to order at 9:03 a.m., and the following Councilmembers were present: McMichael, Shoemaker, and Mayor Schneiter. Staff present: City Clerk McKay, City Manager Rough, Assistant City Manager Horsley, Purchasing and Warehouse Supervisor White, Finance Director Thomas, Senior Account Brown, and Museum Director Abel-Vidor. The City Manager distributed a new set of corrected proposed Budget pages 204 through 277. Council continued their review of the proposed 1992-93 Fiscal Year budget for the accounts of Warehouse/Purchasing, Community Services including Golf, Parks, Recreation, Aquatics, and Museum programs. Recess - 10:35 a.m. Reconvened - 10:40 a.m. Council continued their review of the proposed 1992-93 Fiscal Year Budget for the accounts of Engineering and Gas Tax Project Funds. Recess for lunch - 11:55 a.m. Reconvened - 1:03 p.m. Council continued their review of the proposed 1992-93 Fiscal Year Budget for the accounts of Public Works, Street Maintenance, Refuse/Debris Control, Corporation Yard, Miscellaneous Street Construction/Capital Enterprise Fund, City Sewer Fund, Water, Surface Water Sales, Garage, Solid Waste Disposal, and the City share of funding for the Mendocino Solid Waste Joint Powers Agency. Recess - 3:05 p.m. Reconvened - 3:13 p.m. Council continued their review of the proposed 1992-93 Fiscal Year Budget for the accounts of Airport, Electric, Parking District Fund, and Business Improvement District. M/S Shoemaker/McMichael to adopt Resolution No. 92-68, adopting the 1992-93 Fiscal Year Budget for the City of Ukiah, with the following corrections: increase the Elections account by $8,000, increase the unallocated reserve fund $100,000, City sewer service fund carry over of $100,000; which increases the allocation level by $208,000; and delete Redevelopment accounts 960-965; as follows: Reg. NOES: None. Absent: Councilmember Wattenburger. Recess to Redevelopment - 4:16 p.m. Reconvened - 4:25 p.m. Council thanked staff for their efforts in preparing this comprehensive proposed budget and indicated that it seems to become easier each year. ADJOURNMENT It was determined that there will not be a quorum present to conduct the regular Council meeting of July 1, 1992.
