HomeMy WebLinkAboutMin 12-08-92 joint374 CITY OF UKIAH CITY COUNCIL MINUTES Regular Adjourned Meeting JOINT MEETING WITH AIRPORT COMMISSION CIVIC CENTER COUNCIL CHAMBERS 300 Seminary Avenue December 8, 1992 The City Council convened in a regular adjourned meeting at 6:30 p.m., in the Civic Center Council Chambers, 300 Seminary Avenue. Roll was taken and the following Councilmembers were present: Malone, McMichael, J. Wattenburger, Shoemaker, and Mayor Schneiter. Airport Commission present: Commissioners Webb, Housman, Hunter, B. Wattenburger, McBride, and Chairman Farnbach. Staff present: City Clerk McKay, City Manager Rough, Airport Manager Bua, City Engineer Beard, Airport Assistant Richey, and Principal Planner Sawyer. 4. Audience Comments on Non-Agenda Items No one came forward. NEW BUSINESS 5a. Staff Reports Staff provided verbal reports on the current status of the Federal Aviation Administration Grant Approved Airport Projects, Planned program to Establish above Ground Fuel Bulk Storage Facility, Economic Development plans for the Airport, and the Status of Airport Master Plan Study Grant. General informal discussion proceeded regarding these subjects. It was the general consensus of the City Council and the Airport Commission to have staff look into the possibility of locating bulk fuel storage tanks recessing into the nearby bank with containment walls. Rudolph Light stated his contact with the F.A.A. last week informed him Federal Aviation Regulations Part 77 pertaining to encroachments, which has incurred with the new construction of the mini storage buildings southwest of the runway, would affect future federal grant funding for the Airport. He encouraged the County to develop the Airport Master Plan as soon as possible as there are building height violations occurring throughout the valley. The City Manager noted, however, that in recent conversations with the Federal Aviation Administration (FAA), they had indicated the City's FAA funding was not in jeopardy, and that the City could not be held responsible for projects approved by the County. It was the consensus of the Council and Airport Commission for staff to request the FAA to put these representations in writing. 5b. General Discussion Regarding Reloadinq of Large Tankers at Ukiah Airport; Airport Runway Extension to the South Pertaininq to Grants and Timinq; Closure of Lewis Lane; Annexations/Purchase of Additional "Reserve" Properties for Future Airport Development and Expansion; Hastings Road Closure; Business Park Build-Out Effect on Future Air Shows; Establishment of Airport Land Use Commission by City of Ukiah; and Funding Availability for Administration Buildin~ Repair/Replacement Discussion between Council, Airport Commissioners, and staff ensued. 375 It was the consensus of the Council and Airport Commission for Staff to pursue the feasibility of the State of California allowing four engine aircraft to use the Ukiah Municipal Airport. M/S Wattenburger/McMichael to move ahead with the expansion of the Airport runway to the south with appropriate clearzones, and directed staff to conduct research as to the feasibility. The motion carried by a majority voice vote of all AYE with no opposition. Commissioner Housman submitted his proposal to recapture the object free area to the north. Council expressed their appreciation for Mr. Housman's concern, but explained Hastings Road must remain open as per conditions involved in approving the recent site development for Wal-Mart. It was the consensus of Council for the Airport Commission Chairman to provide quarterly reports to the Council. Commissioner Wattenburger suggested that any excess dirt generated by the City should be dumped at the south end of the runway to start building it up for future expansion; requested staff look into a designated helipad, an overnight hangar, securing a possible new easement to the Beacon with the new road extension on Crestview, adding a new windsock to the north end, and noted that a tetrahedron should be built for night visibility.
