HomeMy WebLinkAboutMin 04-21-93424 MINUTES OF THE CITY COUNCIL OF THE CITY OF UKIAH - April 21, 1993 The City Council convened in a regular meeting, of which the agenda was legally noticed and posted, at 6:31 p.m., in the Council Chambers of the Civic Center, 300 Seminary Avenue. Roll was taken and the following Councilmembers were present: Mastin, Malone, Wattenburger, Shoemaker and Mayor Schneiter. Staff present: City Manager/Deputy City Clerk Rough, City Attorney Rapport, Executive Assistant Yoast, Electric Utility Director Barnes, Community Development Director Harris, City Engineer Beard, and Public Works Director Goforth. INVOCATION/PLEDGE OF ALLRGIANCE The Invocation was delivered by Community Development Director Harris and Councilmember Malone led the Pledge of Allegiance. 5. Riqht to Appeal Mayor Schneiter reviewed Section 1094.6 of the California Code of Civil Procedures regarding the appeal process. 6. CONSENT CALENDAR M/S Mastin/Malone to approve the Consent Calendar as follows: 6a. Approved the Payroll Warrants from March 28, 1993 to April 10, 1993, #47788 to #47957, in the amount of $134,026,20; and the General Warrants, dated April 21, 1993, #59945 to #60165, in the amount of $359,153.27; 6b. Awarded a portion of the bid for various electrical cable for 8,000 ft. of 500MCM cable to D.Z. Cook Company in the amount of $8,322.66, and awarded the portion of the bid for 15,000 ft. of No. 2 15KV to MANCO in the total amount of $13,96.12, all including tax and freight; and rejected all bids for the 3,300 ft. of 1,000 MCM 15KV cable; 6c. Adopted Resolution No. 93-65, authorizing the Mayor to execute the Energy Exchange Agreement between the City of Ukiah and the Plumas-Sierra Rural Electric Cooperative; 6d. Adopted Ordinance No. 937, amending Division 1, Chapter 7, Article 1 of the Ukiah City Code to authorize the payment of budgeted expenditures without prior City Council approval. 6e. Received the status report on mixed load policy at the Ukiah landfill. 6f. Adopted Resolution No. 93-66, authorizing the Mayor to appoint alternate commissioners to represent the City of Ukiah at Transmission Agency of Northern California meetings; 6g. ApproVed the purchase of a 1993 mid-size sedan in the amount of $11,472.88, from Senator Ford, through the State of California, Department of General Services Annual Vehicle Purchase Program. The motion was carried by the following roll call vote: AYES: Councilmembers Mastin, Malone, Wattenburger, Shoemaker, and Mayor Schneiter. NOES: None. 7. Audience Comments on Non-Aqenda Items No one came forward. 425 PETITIONS AND COMMUNICATIONS 8a. Presentation of "Community Can Campaign" Judy Lechowick, Director of Clinical Services, Redwood Coast Regional Center, informed Council of Ukiah's national recognition by Georgetown University to represent California as a "community that can", based on the innovative methods in which our community is providing medical care for special needs children. She gave a brief history how Ukiah was selected for this program. A health care consultant will be recruited, a needs assessment will be prepared with an administrative structure established to encourage practitioners to locate in Ukiah. Discussion ensued followed concerning the difficulty the community has with attracting and maintaining primary, as well as specialty care, physicians, as well as other medical needs of the community and various ways to address those needs. David Turner, Executive Director of the Mendocino/Lake County Medical Society, provided economic information regarding the Ukiah Valley health care system. He noted that through this program the community could provide some type of support to the physician to come to Ukiah, and then to stay in Ukiah. This will in turn provide more money for the local economy by virtue of the physician hiring employees and also retaining the revenues that would have been lost if the patient had to seek care out of the community. He noted that a possible solution being looked at is a network of physicians that all use one central administrative center, which would normally require enormous overhead for a single physician. Bill Waring, retired physician, advised that he practices medicine in Ukiah for 24 years. He explained that people become doctors because they want to take care of people, however in recent years physicians have less time to spend with patients and must spend more time on administrative matters. There must be a reform to the traditional medical practice to enable the modern physician to succeed in their practice. Mayor Schneiter commented that we all want a healthy community and this program looks promising. He thanked Ms. Lechowick, Mr. Turner, and Mr. Waring for their informative presentation. Discussion ensued regarding details and specifics of this program. NEW BUSINESS 9a. Authorize Mayor to Execute Mendocino Council of Governments (MCOG) Joint Powers Agreement Amendment The City Manager reported the MCOG has requested their member jurisdictions to approve an amendment to the existing MCOG joint powers agreement. He explained how the amendment alters the existing 1978 agreement, and that it does not address the emergency services Joint Powers Agreement. Discussion ensued regarding the six areas of alteration, and the current make-up of the Board. Councilmember Malone expressed his concern for possible expansion to include other local agencies to promote enhanced communication between the agencies. After discussion, It was noted that this would be an item for discussion at a later time. Reg. Mtg. The motion was carried by the following roll call vote: AYES: Councilmembers Mastin, Malone, Wattenburger, Shoemaker and Mayor Schneiter. NOES: None. CITY COUNCIL REPORTS Councilmember Mastin None. Councilmember Malone Noted the Sun House Guild Spring home tour is Sunday May 16, 1993, the Chamber of Commerce's "Ukiah is No. 1" photo is set for 10:00 a.m. Friday April 23, 1993. Councilmember Wattenburger Noted his pleasure at seeing the new set of lights being installed on the second field of the Softball complex. Councilmember Shoemaker Reminded Council of the May 8, 1993 Ukiah Volunteer Firefighters Annual Appreciation Dinner, the Redwood Empire Division Business meeting and dinner on May 8 in Ft. Bragg, reported on the Mendocino Solid Waste Authority JPA meeting he attended, and noted Paul Cayler, Solid Waste Manager, was released from his contract to go to work for the County. Mayor Schneiter Reminded Council that tomorrow is Earth Day, noted there was no Sanitation District meeting, and noted he will be attending a Coordinating Committee meeting with the Calaveras County Water District tomorrow and Friday. CITY MANAGER/DEPARTMENT HEAD REPORTS Reminded Council of the dedication celebration of the newly remodeled Community Clubhouse on April 29, 1993, 5:30 to 7:00 p.m., reported a group has formed which is planning month long performing arts events for the month of August 1994, noted he will be attending a Overall Economic Steering Committee meeting on April 23, reminded Council of the May 13, 1993, 7:00 a.m., Solid Waste workshop for Councilmembers, noted the Ukiah Valley Task Force meeting at 7:00 p.m. on May 13, 1993, explained a new Business School Academy program at Ukiah High School, and provided Council a verbal update regarding discussions concerning the back eight holes of the Golf Course.
