HomeMy WebLinkAboutMin 06-15-94 (2)88 CITY COUNCIL MINUTES COUNCIL CHAMBERS 300 Seminary Avenue UKIAH, CALIFORNIA REGULAR ADJOURNED MEETING Youth Service Ukiah Program June 15, 1994 The City Council convened in a regular adjourned meeting, of which the agenda was legally noticed and posted, at 3:10 p.m., in the Council Chambers of the Civic Center, 300 Seminary Avenue. Roll was taken and the following Councilmembers were present: Mastin, Malone, and Mayor Schneiter. Staff present: City Clerk McKay, City Manager Rough, Assistant City Manager Horsley, and Public Safety Director Keplinger. 2. Audience Comments on Non-Aqenda Items No one came forward. NEW BUSINESS 3a. Presentation of Proposed City of Ukiah "Youth Service Ukiah Proqram" Councilmember Shoemaker joined the meeting at 3:12 p.m. The City Manager introduced Catherine A. Rolzinski, Project Consultant who developed this this comprehensive proposal. Ms. Rolzinski provided Council with background regarding why Ukiah needs this program, the methods used in designing this program, how City Schools and Business groups were consulted and involved. Council viewed a video regarding youth groups serving communities. Carolyn King and Connie Nugent, convalescent care home representatives both spoke as to their enthusiasm for this program in which 7th and 8th grade students will be volunteers working with senior citizens. Jackie Size, a 7th grade Pomolita student, stated she was involved in this programs' design committee. She explained many students are excited about this leadership class and are anxious for it's start in the fall. Charley Myers, Ukiah Unified School District Superintendent, commended the City of Ukiah for initiating this positive collaborative program. Mike Laulita, Pomolita Jr. High Principal, stated this program will benefit students who are not sports or academically interested. He stated his students are excited about this leadership class which will also benefit the community. Kathy James, Ukiah Unified School Boardmember, commented the school district Board is responsible for 6000 children, and they are excited about sharing this program with the business community and the City of Ukiah. Jim Phelps, Greater Ukiah Chamber of Ukiah Director, reported just as the business community believes in investment, they all feel our children are a very important investment in our future. He expects this program will be met very optimistically by our business community, and commended this proposal. 89 Pete Carr, Masonite and Ukiah Community Center representative, stated this program will provide the resources for the many needs and problems of our community. Ron Cote, South Ukiah Rotary stated they contributed $2,000 for 1994/95 for this new program. have Carlos Jacinto, Ukiah Parks and Recreation Commissioner, indicated this program needs a befitting kickoff which will provide a good image and suggested am official kickoff party in front of the Civic Center. Armando Cerventes, Mendocino County Probation Department, stated the recruitment of youth at this particular age level will help to promote a positive focus on community and goof sense of self. He indicated this program will help keep kids out of his system. Vera Leach, Club Life Ukiah High School Teacher, reported on her program at the High School, and indicted this program for Junior High School students is to be commended. She indicated this will help build self esteem and provide direction for our future community leaders. Bill Jones, Ukiah Senior Center, stated he is excited about this program in which our Senior Citizens can be mentors to our youth, and compared it to the Oahu Merchants Youth Council established after World War II. He indicated this 1040's program helped dysfunctional families. Councilmember Malone stated a program such as this has been his dream for many years. Council queried staff as to which sites the students will be placed, possible connection to Youth Service America, participation assurance, and how absence will be handled. Mayor Schneiter stated he does not think pulling weeds would be appropriate. He indicated he desires the students to conduct fulfilling service and supports this proposal. The City Manager reported the cost to the City will not be very much, as outside funding will be sought. He indicated the total budget will be approximately $75,000 with the City general fund contribution of $48,000. Mayor Schneiter thanked everyone for their efforts in developing this valuable program.
