HomeMy WebLinkAboutMin 05-17-95 5:00p.m.248 CITY OF UKIAH and UKIAH VALLEY SANITATION DISTRICT City Council and Ukiah Valley Sanitation District Board Minutes Regular Adjourned Meeting CIVIC CENTER COUNCIL CHAMBERS 300 Seminary Avenue Ukiah, CA 95482 May 17, 1995 5:00 p.m. The regular adjourned joint meeting, which was legally noticed and posted, was called to order at 5:03 p.m., with the following present at roll call. Ukiah City Councilmembers Mastin, Wattenburger, Shoemaker and Mayor Schneiter. Absent: Councilmember Malone. Ukiah Valley Sanitation District Boardmembers: Pinches, Schneiter and Chairman McMichael. Staff present: City Clerk McKay, City Manager Rough, City Attorney Rapport, Public Utilities Director Barnes, and Finance Director Elton. Mayor Schneiter reviewed Section 1094.6 of the California Codes of Civil procedures regarding the appeal process. AUDIENCE COMMENTS ON NON-AGENDA ITEMS No one came forward to speak. PUBLIC HEARING - 5:00 p.m. 4a. Review and Discuss Proposed Rate Schedule Increase for Sewer Service and to Take Possible Action to Implement the Required Rate Adjustment Public Utility Director Barnes reported on the relationship between the Sanitation District and the City of Ukiah, the past history regarding this required phased rate increase for the 8 million dollar Wastewater treatment plant upgrade and improvements. Ukiah Valley Sanitation District Chairman McMichael outlined the cost of the project, the State mandate for treatment of our Wastewater, the low interest State loan which requires a loan repayment schedule based on rates and revenue projections. Board member Pinches queried staff regarding new houses and connection fees. Mayor Schneiter stated that our loan repayment commitment to the State for the future, is fixed figure regardless of rates charged. Board member Pinches indicated the proposed rate of $16 per month is reasonable compared to the costs of septic tank costs and maintenance. City Council and the Ukiah Valley Sanitation District Board queried staff regarding low flow toilets enhancements for existing homes. Councilmember Shoemaker left the meeting at this time. Public Hearing Opened at 5:18 p.m. No one came forward. Public Hearing Closed at 5:19 p.m. Discussion ensued with staff regarding the consequences of a lower rate increase at this time. Chairman McMichael reviewed a staff report regarding a summary of sewer charges of other jurisdiction's rates and explained that our rates are low due to a very well managed system. Reg. Adj. Mtg. May 17, 1995 Page 1 City Council -- M/S Wattenburger/ Mastin to adopt both Resolution No. 95-46 establishing a sewer service charge and Resolution No. 95-47 adjusting charges and fees and procedures for treatment of septage at Ukiah Wastewater Treatment Plant. The motion was carried by the following roll call vote: AYES: Councilmembers Mastin, Wattenburger and Mayor Schneiter. Noes: None. Absent: Councilmembers Malone and Shoemaker. Ukiah Valley Sanitation District Board M/S Pinches/McMichael to waive the first reading of proposed Ordinance of the Ukiah Valley Sanitation District amending Sections 8.2 and 8.4 of Ordinance No. 12 pertaining to sewer service charges and to introduce this Ordinance at this time. The motion was carried by the following roll call vote: AYES: Boardmembers Pinches, Schneiter and Chairman and McMichael. NOES: None. Absent: None. Chairman McMichael announced that effective June 1, 1995. this rate increase will be 5 .
