MINUTES OF THE REGULAR MEETING OF THE
CITY OF UKIAH - MAY 17, 1995
The City Council convened in a regular meeting, which was legally
noticed and posted, at 6:30 p.m., in the Council Chambers of the
Civic Center, 300 Seminary Avenue, Ukiah, California. Roll was
taken with the following Councilmembers present: Mastin, Malone,
Wattenburger, Shoemaker and Mayor Schneiter. Staff present: City
Clerk McKay, City Manager Rough, City Attorney Rapport, Planning
Director Sawyer, Senior Planner Stump, Associate Planner Lohse,
Assistant to the City Manager Harris, Executive Assistant Yoast,
and Public Utility Director Barnes.
Z. Invocation/Pledge of Allegiance
The Assistant to the City Manager delivered the Invocation and
Mayor Schneiter led the Pledge of Allegiance.
3. Proclamation for Russian River Run Day of June 4, 1995
Mayor Schneiter read and presented the Proclamation to Dr. Coursey,
who outlined this years events.
Councilmember Mastin left the meeting at 6:35 p.m.
4. Approval/Correction of Minutes of Regular Meeting of May 3,
1995
Mayor Schneiter noted one incorrect spelling of his name, again.
M/S Wattenburger/Malone to approve the minutes of the regular
meeting of May 3, 1995, with the amendment of the spelling
correction. The motion was carried by the following roll call vote:
AYES: Malone, Wattenburger, Shoemaker and Mayor Schneiter . NOES:
None. Absent: Councilmember Mastin.
Councilmember Mastin returned to the meeting at 6:36 p.m.
5. RIGHT TO APPEAL DECISION
Mayor Schneiter reviewed Section 1094.6 of the California Code of
Civil procedures regarding the appeal process.
CONSENT CALENDAR
M/S Malone/Mastin to approve the Consent Calendar as follows:
6a. Approved the Report of April Disbursements.
6b. Denied the claim received from Carolyn F. Pummill, and
referred it to the City's Insurance Carrier, R.E.M.I.F.
6c. Authorized the Mayor as commissioner to Northern California
Power Agency to execute instruction for payment of Sonoma County
property taxes for 1994 and 1995 in the amount of $97,442.
6d. Authorized the City Manager to execute agreements for changes
in scope of work for consultant Services of Rau and Associates in
the amount of $5,905.40 for the North State Street/Low Gap
Road/Brush Street Intersection and Signal Improvement Project.
6e. Set Date for Public Hearing date of June 7, 1995 to consider
updating South Orchard Avenue and East Gobbi Street Traffic Signal
Capital Improvement Fee.
6f. Authorized the City Clerk to advertise commission terms
expiring June 30, 1995 and forward applications to Council for
consideration at regular meeting of June 21, 1995.
6g. Approved expenditure of funds not to exceed $8,000 for borrow
investigation, and authorized the City Manager to execute an
amendment to the Master agreement with EBA Wastetechnologies.
6h. Authorized the City Manager to execute agreement to collect
California Highway Patrol (CHP) Parking Tickets.

7. AUDIENCE COMMENTS ON NON-AGENDA ITEMS

NEW BUSINESS
9a. Set Date for GMSC/Planning Commission Appreciation Dinner
It was the consensus of Council to set the date of July 13, 1995
for the Growth Management Steering Committee and Planning
Commission appreciation dinner.

Reconvened - 6:47 p.m.
PUBLIC HEARING
Sa. Continued Public Hearing review of the Ukiah Valley General
Plan Update and Environmental Impact Report (EIR) as Filed by the
City of Ukiah Planning Department, Review June 10th which will
Guide the Growth and Development of the Ukiah Valley for the next
20 Years, Which Specifically Consists of 14 Elements
Mayor Schneiter reopened the Public Hearing at 6:52 p.m.
Council proceeded to review the zoning maps and pages 12, 13 and 14
of the Land Use element, queried staff regarding zoning
designations. It was the consensus of Council to redesignate
Vichy Springs as RRX to include also the corner of Redemeyer Road
and Vichy Springs Road.
Mr. Jack Cox expressed his view that he did not know that land use
and reduced densities were being changed at this time.
Mr. Toll advised Council that Mr. Cox did sit as an alternate on
the committee which discussed and determined these decisions in
this plan.
Council proceeded with their review of the Land Use Element with
discussion concerning zoning designations pertaining to resource
lands, range lands, and remote residential.
Mr. Gary Akerstrom questioned procedures for general plan
amendments by resolution which change zoning.
Mr. Toll stated that Planned Development is a zone, and the general
plan is adopted by resolution which is state law. He reported that
the master plan for the Airport Industrial park is in conformance
and does not need a Master Plan designation.
Council proceeded to review the land use element pertaining to the
residential land use element, density bonus, new LDR designation
pertaining to medium low density, MDR, and HDR zoning
designations.

Reconvened - 8:15 p.m.
Council review and discussion proceeded regarding economic
development land uses, commercial designation, general plan
implementation procedures, urban development limit area, with
Council concurrence to leave the wording of "Industrial" as
designated. Council proceeded to review portions of the general
plan pertaining to zoning designations of North State Commercial
Industrial Complex, Rural Community, Recreation and Public land
uses, and Open space.
Council determined they wished to adjourn at this time and
discussion regarding a future date and time to finish Council
review of the general plan. It was the consensus of Council to meet
at 8:00 a.m. on June 10, 1995, Saturday.
