City Council/Staff Goal Setting Session

8:00 a.m.
The City Council convened at 8:10 a.m., in a regular adjourned
meeting, of which the agenda was legally noticed and posted. Roll
was taken and the following Councilmembers were present: Malone,
Wattenburger, Shoemaker, and Mayor Schneiter. Councilmember Mastin
was absent at roll call. Staff present at roll call: City Clerk
McKay, City Manager Horsley, Assistant to the City Manager Harris,
Assistant Redevelopment Director DeKnoblough, Ukiah Valley
Conference Center Manager Jenny, Police Sergeant McBride, Police
Captain Williams, Public Utility Director Barnes, Water/Sewer
Operations Superintendent Borecky, Customer Service Supervisor
Archibald, Finance Director Elton, MIS Coordinator Klingbeil,
Public Safety Director Keplinger, City Engineer/Public Works
Director Kennedy, Planning Director Sawyer, Senior Planner Stump,
Public Works Administrator Goodrick, Pubic Works Superintendent
Looney, and Purchase/Warehouse Assistant.
Councilmember Mastin arrived at 8:12 a.m.
The City Manager outlined the proposed objectives and goals which
are draft at this point in time, as the actual costs have not been
quantified.
Mayor Schneiter commented with current fiscal constraints a bare
bones approach will be needed this upcoming year, and noted the
City needs to address just what is necessary.
Jim Wattenburger expressed his appreciation of past year's efforts
by staff and especially for the last year of difficult transition.
He commended staff for rallying and as always, remaining sensitive
to the citizenry.
Council began the discussion with Finance Department staff
concerning proposed objectives for Fiscal Year 1996/97.
Councilmember Shoemaker indicated computer access for Council
should be a priority and staff should address the security matter
for public access also.
Council began the discussion with Planning, Public Safety
respective staffs concerning proposed objectives for Fiscal Year
1996/97.
Recess - 9:54 a.m.
Reconvened - 10:05 a.m.
Council began the discussion with Engineering, Public Works,
Community Services, Public Utilities, Ukiah Valley Conference
Center, Airport and City Clerk department respective staff members
concerning proposed objectives for Fiscal Year 1996/97.
There being no further business, the meeting was adjourned at 12:15
p.m. to tonight at 6:00 p.m., in the Council Chambers of the Civic
Center, 300 Seminary Avenue, for a joint Council/Planning
Commission meeting for review of General Plan implementation
strategies. . ·
