POLICY RESOLUTION NO. 1
RESOLUTION OF TIlE CITY COUNCIL OF THE CITY
OF UKIAH ESTABLISHING THE AGENDA ORDER FOR
COUNCIL MEETINGS IN ACCORDANCE WITH THE
REQUIREMENTS OF RESOLUTION NO. 76-45
WHEREAS, Resolution No. 76-45 requires the Council to adopt a
resolution establishing the order of Agenda, and
WHEREAS, the City Council desires to amend the Order of Agenda,
NOW, THEREFORE, BE IT RESOLVED that the following order of agenda

BE IT FURTHER RESOLVED that the Mayor and/or the City Manager may
direct the City Clerk to select items which appear to be of particular
public interest and to place these under the heading Special Order of

Business. Each item so selected shall be assigned a time of hearing
and the Council shall hear these items at the time so specified.
BE IT FURTHER RESOLVED that Resolution No. 79-69 (Establishing
Order of Agenda) is hereby repealed.

POLICY RESOLUTION - HOMETOWN FESTIVAL PARADE AND INVITATIONAL
BAND REVIEW
At their May 16, 1984 meeting the City Council unanimously acted to
provide police protection for the Ukiah Invitational Band Review and
Hometown Festival Parade at no charge. They further directed that a
policy resolution regarding this matter be prepared.
The Council specifically stated police protection, but did not address
the other item of possible City involvement which is barricades. Though
the City has barricades available (unless being utilized at current
construction sites or maintenance projects or for other direction-
al/safety purposes), their use and distribution by staff are in competi-
tion with individual enterprises in the business of providing such
devices. The question arises as to whether the City forces and equip-
ment should be used, thus, eliminating opportunities for private sector
participation. A position on this matter by the City Council is neces-
sary to determine which City services are to be furnished for the
subject events.
Two resolutions are attached for Council's consideration. Resolution A
includes both Police and Public Works Departments activities for all
traffic and crowd control services, with available barricades. Resolu-
tion B provides only police services.
RECOMMENDATION
Recommend that the Council adopt appropriate Policy Resolution providing
at no charge specific services for the Hometown Festival Parade and
Invitational Band Review.
