POLICY RESOLUTION NO. 11
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF UKIAH ALLOWING BANNERS AND OTHER SIMILAR
DISPLAY ITEMS WITHIN OR OVER PUBLIC RIGHT-OF-WAY
WHEREAS, the City Council has determined that street banners for
special events are an integral part of community pride and identity, and
are appropriate for announcements of activities, and
WHEREAS, the City Council encourages the use of banners above public
rights-of-way, and
WHEREAS, the City will provide engineering expertise and construction
to install appropriate securing devises into existing structures and
maintain a cable for banner attachment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Ukiah that banners or other similar displays meeting the following
criteria are allowed to be hung, flown or otherwise located within or
above a public right-of-way:
1. Minimum height above the travelway (curb to curb) of the public
right-of-way shall be 18 feet.
2. The sponsor shall provide insurance coverage meeting City
standards for events within the public right-of-way.
3. The banner or other device may be located within the public
right-of-way ten days prior to and two days after the event, not to exceed
40 days total duration.
4. The banner or other device shall be limited to announcement of
community oriented special events and shall contain no political or
business advertising message. An exception may be made for a business
name if it is in the announcement of that company's convention to be
held in Ukiah.

5. Banners or other devices, following approval of property
owners and actual securing devices in place, may be located across
State Street between: McNabs' structure and the Courthouse, Rexall and
the Palace Place structure, and the Kinney structure and the State
Hotel building; and across School Street between: the Courthouse and
the Crawford Building, the Savings Bank and Palace Hotel, and the
Habitat structure and the Courthouse Annex.
6. Prior to placement of a banner or other device within a
public right-of-way an encroachment permit must be approved by the
Public Works Department.

roll call vote:
