POLICY RESOLUTION NO. llB

RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF UKIAH ALLOWING BANNERS OVER PUBLIC RIGHT-OF-WAY
WHEREAS, the City Council has determined that street banners for
special events are an integral part of community pride and identity, and
are appropriate for announcements of activities; and
WHEREAS, the City Council wishes to allow certain banners above
public rights-of-way; and
WHEREAS, the City will provide engineering expertise in determining
appropriate securing devises and cable or rope for banner attachment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Ukiah that banners meeting the following criteria are allowed to be hung,
flown, or otherwise located within or above a public right-of-way:
1. Minimum height above the travelway (curb to curb) of the public
right-of-way shall be 18 feet.
2. The sponsor shall provide insurance coverage meeting City
standards for events within the public right-of-way and for the banner(s).
3. The banner may be located within the public right-of-way ten
days prior to and two days after the event, not to exceed 15 days total
duration.
4. The banner shall be limited to announcement of community
oriented special events, and shall not contain any political or business
advertising message. Banner size, fabrication, and suspension shall be
approved by the Public Works Department.
5. Banners, upon approval of the City, may be located across State
Street on City poles located approximately one-half block south of Perkins
Street, and at such other locations as may be approved by the Public Works
Department.

6. The City may charge a fee for placement of any banner put up by
the City crews.
7. Prior to placement of a banner within a public right-of-way, an
encroachment permit must be obtained from the Public Works Department.

following roll call vote:
