HomeMy WebLinkAboutPR - 19 sphere of influ 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 POLICY RESOLUTION NO. 19 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH REGARDING PREZONING OF AGRICULTURAL AREAS WITHIN THE SPHERE OF INFLUENCE WHEREAS, the Local Agency Formation Commission of Mendocino County has adopted the Sphere of Influence for the City of Ukiah which extends from Highway 20 on the north, to Boonville Road on the south and from ridge to ridge, east to west, and WHEREAS, properties with active agricultural operations are located within the City's Sphere of Influence, and WHEREAS, the City of Ukiah desires to ensure proper Planning and Zoning within the Sphere of Influence through General Plan and Prezoning, and WHEREAS, the Mendocino County Farm Bureau has stated that urban services are not currently required for agriculture production properties and it does not believe such areas need to be prezoned, and WHEREAS, the City of Ukiah is committed to the preservation of agriculture within its Sphere of Influence and respects the position of the Mendocino County Farm Bureau. NOW, THEREFORE, IT IS HEREBY RESOLVED that: 1) agriculturally zoned properties south of Gobbi Street within the Sphere of Influence as crosshatched on Exhibit "A" shall not be prezoned by the City of Ukiah, and 2) the City concurs with the position of the Farm Bureau that if such agriculturally zoned parcels cease viable agriculture operations, non-agricultural development shall not take place until such time as the property is annexed to the City of Ukiah, and 3) the City agrees to initiate proceedings for implementation of buffer zones, as currently exist in the County, to protect agricultural operations contiguous to proposed development, and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 4) the City agrees to initiate proceedings for implementation of a "Right to Farm" Ordinance to protect the farming practices in and adjacent to the City.
