HomeMy WebLinkAboutPR - 20 solid waste sitePOLICY RESOLUTION NO. 20 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ESTABLISHING RECYCLING POLICIES FOR THE OPERATION OF THE MUNICIPAL SOLID WASTE DISPOSAL SITE WHEREAS: 1. Continued disposal at the present rate of solid waste at the city owned solid waste disposal site will exhaust the capacity of the landfill within ten years; 2. State law now mandates the City to divert 25% of its waste stream from disposal in the landfill by January 1995 and 50% of its waste stream by January 2000; 3. Recycling materials that would otherwise be buried at the landfill is one means of diverting waste from disposal at the landfill and extending its useful life, thus reducing storage, collection, transportation and disposal costs for the City and its residents; 4. The City Council has instituted a voluntary curbside recycling program and wants to increase the amount of recycling among all those who use the City's landfill by emphasizing coopertion and education before resorting to more stringent measures such as the adoption of mandatory recycling ordinances. Through the adoption of policies encouraging recycling the City Council hopes to gain experience in pursuing its waste diversion and reduction goals. .5. Accordingly, it is the policy of the City Council of the City of Ukiah to recycle to the maximum practical extent materials otherwise subject to disposal in the Ukiah landfill. It is the further policy of the City Council to evaluate the success of its programs before adopting additional measures to reduce the volume of waste entering the City's landfill. THEREFORE, BE IT RESOLVED as follows: 1. The City Manager or his delegate shall determine on a regular and periodic basis which materials otherwise subject to disposal at the municipal landfill can be economically recycled rather than buried at the landfill, taking into consideration such factors as the markets for recyclable materials, and the ex- penses associated with burying the materials at the landfill as compared to the expenses associated with disposing of the materials through recycling, Initially, recyclable materials in- clude glass, aluminum, newspaper, cardboard, plastic beverage containers, compostibles and other metals. 2. As a matter of operational policy for the landfill, the City will not accept from members of the general public for burial at the landfill materials which the City Manager or his delegate has determined to be recyclable. Rather, the City will provide locations available to the general public, where they can deposit recyclable materials for recycling. To the maximum extent practical, given the general operating conditions at the landfill, the City shall endeavor to provide those locations at the landfill itself. 3. Licensed solid waste collection companies currently dis- posing of collected garbage at the landfill may continue to dump mixed container loads of collected garbage at the landfill. However, the City Manager is directed to meet with these com- panies to encourage them to offer curbside and other recycling programs which are at least as comprehensive as the City's curbside recycling program and which divert recyclable materials from burial at the landfill to the maximum extent feasible. The City Manager is directed to report the results of these efforts to the City Council by the first regular City Council meeting in August. 4. The City Manager or his delegate shall provide adequate signs at the landfill to notify the general public which materials must be recycled rather than buried at the landfill, and directing the general public to the appropriate recycling locations. The City shall also endeavor to publicize to the maxi- mum extent practical which materials must be recycled and where they can be recycled. The City Manager shall instruct all city employees responsible for operating the landfill not to accept for burial materials designated as recycable. 5. The City Manager shall provide the City Council (not necessarily as agendaed items at regular meetings) regular reports on the results of the policy set forth in this resolu- tion. These reports should include the volume of material buried at the landfill, the percentage change in volumes, the volume of material recycled, any operational problems experienced in im- plementing this policy in the absence of an ordinance, and any costs associated with implementing this policy.
