POLICY RESOLUTION NO. 23
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF UKIAH REGARDING USE OF COMMUNITY
DEVELOPMENT BLOCK GRANT REVENUE FUNDS
WHEREAS, the City of Ukiah is a participant in the Community
Development Block Grant Program; and
WHEREAS, the Program addresses both housing and economic development;
and
WHEREAS, paybacks of loans or other Program income generated through
this Program become usable revenue to the City of Ukiah; and
WHEREAS, Program criteria allow the use of these funds to meet
Program goals benefiting low and moderate income persons for either
housing or economic development activities; and
WHEREAS, both activities are high priority objectives within the City
of Ukiah; and
WHEREAS, the desire is to use these funds for direct benefit of
residents, property owners, employers, and businesses within the City; and
WHEREAS, a policy regarding the expenditure of these funds is
necessary to insure consistent and appropriate utilization;
WHEREAS, priority shall be given to loans over grants to preserve the
fund to the maximum extent feasible.
NOW, THEREFORE, THE CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. The expenditure of monies in Fund 335, Community
Development Commission, shall be restricted to housing and economic
development projects which meet the guidelines of "CDBG-eligible
activities" for either housing or economic development.
Section 2. These monies may be used only in direct application to a
loan or grant program administered by the City of Ukiah or a program for

which the administration has been specifically approved by the City of
Ukiah.
Section 3. These funds may not be expended for grant application
preparation or administration activities, except as local match to a
proposed grant unless the match is actual dollar participation in a loan
or grant.
Section 4. Any expenditure of monies from this fund shall receive
prior approval by the City Council. No individual expenditure may exceed
10% of the current balance of the fund unless either: 1) it is part of an
established, comprehensive housing or economic development program
authorized by the City Council for use of these funds, or 2) the City
Council states an emergency exists and it is imperative that monies from
this fund be utilized to meet the urgent needs of the City of Ukiah.
PASSED AND ADOPTED this 5th day of September, 1990, by the following
roll call vote:
AYES: Councilmembers Wattenburger, Shoemaker, Schneiter, and
Mayor Henderson.
NOES: None.
ABSENT: Councilmember McMichael.
