I wanted to take this opportunity to thank each of you for taking the time to complete an
application for the City of Ukiah City Council. I also wanted to let you know the sequence
of events for filling the vacant Council seat.
At this time, each of the four candidates have interviews scheduled at a Special
Adjourned Meeting the morning of January 15. At the Regular City Council meeting,
which begins at 6:30 that same evening, one of the first items of business will be the
nomination, appointment, swearing in, and immediate seating of the new Councilmember.
For that mason, I have enclosed herewith a complete City Council packet for not only the
Regular Adjourned Meeting of January 15, 1997, but also of a Regular Adjourned Meeting
(a Legal Workshop), which is scheduled for January 16, 1997 at 8:00 a.m. It is hoped
that the new Councilmember will be able to attend the workshop as well.

The four applications from Council candidates that were submitted by the deadline are
attached for your review. These are being sent to you today so you will have some
time to look them over before the Agenda packet comes to you on Friday. Aisc
enclosed are some questions you may chose to use, along with your own selected
questions, with each of the candidates.
Interviews have been scheduled in Conference Room #3 for Wednesday, January 15,
from 7:30 to 9:30 a.m., allowing 20 to 30 minutes per interview. We will have rolls,
coffee, and juice available for you that morning. If you have any questions, please

Based on direction received from the City Council at its December 4, 1996 meeting, staff advertised
to receive applications to fill the unexpired term of Councilmember Sheridan Malone. Four
applications were received by the closing date of January 2, 1997.
Council previously received copies of the City Council applications for review before the meeting.
The applications are part of the public record and are available for review at the Ukiah Civic Center,
300 Seminary Avenue.
If Council requires any additional information relative to this item I will be available to answer
questions.

Why did you apply to serve on the Ukiah City Council?
Concerns for changes occuring in the community and seeing an uprise in youth violence
and gang involvement in our youth.
What specific life experiences-personal, professional or through community involvement
do you believe prepares, as well as qualifies, you to serve on the Ukiah City Council?
Through my work and some of the boards I have served on I have been able to learn about
running an organization, budgets (planning, reviewing, cutting where needed, etc.),
program planning and development. I also went through two leadership training programs -
Leadership Mendocino and CIRCLE. Some of the information these programs covered
was information on city and county government, group process, approaches to social
change, and developing an organizing strategy. Leadership Mendocino also covered
information on Mendocino County. CIRCLE was a program where 15 people from across
the state were picked based on their leadership efforts in their community to increase their
knowledge and skills that would make them better leaders.
What unique talents, skills or perspectives do you believe you will bring as an individual to
the City Council?
I am bilingual English/Spanish. I think my ability to speak both languages would help open
doors for the city council as well as the Latino community. Eventhough past city council
have made every effort to communicate with Spanish speaking residents, language as well
as cultural barriers has made the exchange of ideas very difficult and at times impossible. I
think that by being involved in City Council I can help break some of these barriers. I am
also very interested in the youth of this community so I tend to get involved in activities or
participate in events where youth are likely to be at so that I can hear from them what their
needs are and what they are interested in.
The City Council is a policy board. What does that mean to you?
It means that the City Council is responsible for putting policies in place that would benefit
as well as protect city residents.
What are the most pressing economic problem(s) of the City? What specific things would
you do to solve them?
$ lack of. For City - not enough revenue coming in to support or cover program expenses.
For city residents - unemployment is a big problem. Possble solutions - bring in businesses
that would increase City revenue and create job opportunities for city residents, being
careful that when businesses are encouraged to come to this city some stipulations are made
oif possible on requiring that hiring of personnel be focused on hiring local residents vs.
transfering or hiring people from out of city or county. Also looking at collaborating with
businesses, colleges, and local organizations on setting up some kind of training program to
prepare or educate community people, so that when vusinesses do come to this city we have
a well qualified pool of people that these businesses can choose from to hire.
What are the most pressing social problem(s) faced by City residents? What specific things
would you do to solve them?
Violence - youth and spousal abuse. Increase in substance abuse by youth as well as adults.
I think that the Community Center that a group of local people are working on is a step in
the fight direction. Also setting up of programs or activities in collaboration with other

groups where ability to pay is not an issue, would help to increase participation from youth
as well as adults. I believe that by waiving fees or providing scholarships to our low
income residents we would have a higher number willing to participate in activities or
programs that would be beneficial for them.
What methods would promote in reducing City spending (examples include, but are not
limited to, reducing the budgets of each department by the same percent, targeting specific
programs or departments, etc.).
I believe the best way to approach reduction of city spending is by working with
department staff. They are the ones that know where cuts can be made, what specific
programs aren't working and can be cut, and what programs need to be kept.
Discuss the term "team approach" as you think it applies to City governements and to how
you would funciton as a member of the City Council.
"Team Approach" to me means that everyone works together as a team on an issue. All
team members are equal partners and their input and participation is valued not taken for
granted. In city government I see the team being made up of City Council members, staff,
and community members. Decisions are reached by consensus of the group.
Describe how you would approach/research a question you might has as a Councilmember.
For example, "Is there a more cost effective way for the City to provide power to rate
payers?" Who would you consult? What tasks would you delegate? How would you keep
the public informed of your efforts?
I would want to discuss this with City Manager first and ask their input as to who on staff I
should discuss this further for assistance in doing research and reaching some kind of
decision on an effective plan of action. When discussing this issue with staff I would
request their input and recommendations, request their assistance in researching matter
further if needed (research to include comparisson with other cities that are comparable
with Ukiah if needed). I would then let those concerned on specific issue know what was
going on or request staff person to meet with specific group to discuss findings. If there
was a big interest or many groups or individuals interested in issue where meeting with
them individually is not feasable I would request that item be put on Council agenda.
A citizen calls you to complain that a clerk at City Hall was rude to her. How would you
handle this?
I would get all the information from caller including their name, address, and phone. Then
follow line of command (City Manager?) present information on complaint and ask for
suggestions on how to deal with complaint. I would also like to hear clerk's side of story.
Upon having received some kind of resolution I would then contact caller and let them
know what had been done.

A citizen calls you to complain that City Hall is full of self-serving bureaucrats and says he
does not trust any of them. How would you handle this?
Request caller to be more specific. Let them know I would look into matter and get back to
them.

In a budget session, the Finance Department has just made a report on allocations of
administrative costs. What process would you use to decide if you need more information
about the figures?
Would want to compare with lats year's numbers. If huge discrepancies occur, would
request more information or justification for specific amounts.

Because of the county jail booking fees, the Ukiah Police Department currently has a policy
of citing, rather than arresting, first time misdemeanor offenders. Discuss your thought on
this policy.
Would more information on specific misdemeanors. Have some concerns that because they
are only getting a citation offender might be likely to commit crime again.

I believe City needs to continue doing this.

I think the city and city council need to work together as a tema to encourage and
promote business. As a team they decide who is the best qualified individual to do the
specific activities or steps that need to occur to make this possible

and cons and make recommendations to the city council.
14. Willingness to be a team player. Open to new ideas or approaches. When person is not
willing to listen to new ideas and became over concerned about turf issues. I would want to
discuss concern with other council members to see if they also have same concerns. Then I
would seek their advice on how to proceed to address this issue. While chair of Nuestra
Casa I helped supervise staff.
15. Council members are representative of city population and represent the community needs
as voiced by city residents.

The City has established a number of working relationships with our local community-
based, non-profit organizations in such areas as purchasing, economic development, low
to moderate income housing, grant writing, etc. How far do you feel the City should
expand programs and services through our community non-profit organizations, while
reducing or minimizing its cost impact on the City?
RESPONSES
%1. I have applied to serve on the Ukiah City Council because
I believe I have the time, interest, knowledge and experience
which qualifies me for the appointment to Council.
%2. I have an extensive record of community involvement, a
strong interest in public affairs and a sound track-record as
a self-employed businesswoman.
In 1976 I began working on the restoration of a historic-
ally significant home in Ukiah. From there I developed an in-
terest in Ukiah history, which lead to attendance at Planning
Commission and Council meetings. In 1984. my first offical dity
appointment was to chair the committee w~surv~yed the potential
historical structures in Ukiah. As I intimately learned the
history of this area I began to really appreciate the role indiv-
iduals play in shaping the development of their community. My
love of Ukiah has caused me to step forward and be involved in
many local issues and programs. This has resulted in numerous
appointments to public and private boards and committees and
many opportuni£ies to volunteer my services. I believe that the
continual demand for me to serve is in part due to my tenacity
in completing assignments, my thoroughness of preparation and
my attention to details. My hard-work ethics have served me
well in my business investments and my community service.
%2a. Alth6ugh, I don't claim them as unique, some of my skills
and talents are that I'm resourceful, self-motivated, and very
energetic. I.enjoy working with staff at City Hall and like
participating~the local government process. I understand, after
12 years, what local government is and does. Above all I believe
there is always a solution for every situation.
%3. The fact that Council is a policy board means that they set
a policy or chart a course of action and ask the City Manager to
implement the policy. Generally the Council is not involved in
the daily operations of City Hallf that is left to the Manager
and the. respective department heads. The Council to a certain
degree functions as a Board of Directors, infact they were orig-
inally called City Trustees.
%4a & 5. The most pressing economic problem of the City is the
budget deficit. The solution is either to increase revenues or
to decrease expenditures. Given the current economic and politic-
al climate of California hoping for increase revenue sources is
not promising. Infact, there may be decreases in funds earmarked
for local jurisdictions, and the passage of Prop. 218 futher
restricts the ability of local government to raise revenues.
I believe that Council at this point will have to review
the budget on a quarterly basis. Basic assumptions about the
need for certain programs should be questioned. Personnel cost
are the largest part of the budget but one of the most painful
areas to deal with; but cost-saving can done by eliminating out
of area training, golden-s~a~x~ retirement programs and asking
the employees what can be done to reduce cost. Individual de-
partments are going to have to further reduce cost by conserving
supplies, better maintenance of eauiDment, less new equipment and
more "in-house" document preparation. Cost analyses should be
prepared to insure that fees for services accurately reflect ,~
the cost of those services. The days of business as usual are
finished or should be for Ukiah. These are leaner days which
reauire more efficiency and more creative ways to save money.
I personally dislike sDendinq money and I'm especially
frugal when it is others money. I will question spending tax-
payers money anytime I think it's avoidable or not necessary.
~4b. I believe the most pressing social problem we face is
the continual erosion of public safety and property values in
our low income neighborhoods. Part of this problem is that peo-
ple don't feel they are empowered to effect change in their
neighborhoods. The most effective procees is the formation of
neighborhood associations which I will continue to help deve-
lope and work with. They are very effective~-~ealing with crime,
traffic and beautificationsprograms. On the personal level I
will continue to maintain my own properties in top condition
which is reflective~my responsibilities to this community.
~6. The "team approach" as applied to City government should
mean that Council, staff and commissioners all work together
to achieve the common goal of ~efficient, fair, friendly gov-
ernment. As a public official I'm very aware that I'm only 20%
of the equation. Ideally it would be nice always to have con-
sensus of opinion and vote;but realistically what occurs with
good leadership is compromise and a workable solution.
% 7. In approaching and researching a question such as cost
effective power delivery I would take the following approach:
1. I would urge Council to state that this is ~high priority
issue and~answer will be supplied to power users. 2. I would
ask that staff develop strategies for immediate cost savings;
and provide a long range plan which also considers the cost
effects of deregulation and possible sell of our electrical
business. 3. I would urge that we hold a workshop that involves
experts from N.C.P.A., P.G.&E. and others who familiar with
these issues. This would be an open public forum and the public
would be encouraged to give positive input. 5. I would ask
the news media to cover this process and report the results
to the public and also send out with the monthly utility bills
the results of this process.
Other issues of a less serious priority or not as pol-
itically sensitive could be handled in a different manner,
such as face to face discussions with staff and asking in-
formed individuals their opinion and doing my own research.
~8. If a citizen complained about the behavior of a clerk
I would suggest they contact the City Manager or a department
head. If the caller is uncomfortable doing this or insist I
take care of the problem, I would report the~incident with
details to the City Manager. If the complaint was about the
City Clerk then I would discuss it with the Mayor for guidance.
~8b. If a citizen complained about a self-serving bureaucrat
I would ask them to be specific about their complaint. Pro-
blems often arise when citizens don't understand the process
of city government. In many cases the person is "blowing off
steam" and needs to vent. People concerned about City Hall
should be encouraged to join commissions or committees so they
can learn first-hand how government works. Continual complaints
about one person or department might necessitate a review by
Council or the City Manager.

~10. In a budget session I would decide whether I needed more
information based on if I understood what I had been presented
and how it related to me being able to make a decision or cast
a vote.
~11. Given the high cost of booking fees this is the only
fiscally responsible action we can undertake. However, I am
concerned the message this sends to the victims who may think
the police don't care. The police should explain that the
crime will be processed with the courts.
~12. Provided that the local non-profit organization can pro-
vide cost effective delivery of appropriate services it is good
public policy for the City to encourage such efforts. The C.D~*C.
has completed many housing projects which has helped the City
meet legally mandated requirements of the General Plan's Housing
Element. The P.A.L. has help provide positive direction to our

youth and has taken a strong role in graffiti removal. The
Community Center, Senior Center, Project Sanctuary and many
others have provided a wide range of services to many people
with minimal cost to the City. These types of programs re-
present a win-win situation for all of us.
~13a. The Council's role in promoting business should be one
of encouragement. Council should promote and proclaim the
benefits of shopping and investing locally. We should make it
clear that we welcome businesses which are compatible to our
community's values. Small businesses are the primary engine
for job creations and I believe our area is a desirable one
in which businesses will want to locate. The small town atmos-
phere, sense of community, clean air and low crime rate are
factors which could attract small businesses. As the regional
economy improves we should be able to attract our share of
new businesses.
#13b. The City's role should be one of providing clear and
accurate information and appropriate referrals. No one should
feel they are getting the "run around" or "jumping thru hoops".
I feel our Planning Department does an excellent job in working
with businesses that wish to locate in Ukiah.
I do not believe it is appropriate for the City to act
as a developer in competition with~private sector, and have
spoken-out about past Redevelopment Agency actions which did
this.
~13c. If a retailer wanted to open a business in Ukiah I would
want staff to work, he applicant to find a suitable location
with proper zoning and work closely with them through the
necessary project reviews and permitting processes.
As a Councilmember I would not normally be involved
unless the project came before us for appeal, infact till the
project completed the legal planning process I could not be
involved with it.
As a member of the Redevelopment Agency I would have
strong reservation about financial incentives f~a retain bus-
iness which would be competing with other local retailers.
~14. Evaluation of the City Manager and department heads is
done in closed session. I would consider how effective the
Manager had carried out Council policy and how they had con-
ducted themselves in the community and with their staff.

The City Manager and staff frequently serve on other committees
and agencies, representing Ukiah City Government. Their conduct
and speech should be without reproach.
Qualities that I would consider important from staff would
be loyalty, hardwork, honesty, integrity and discretion. Any
personnel problems should be in closed session and not involVe~
the public except as announcements for promotion or dismissal
of managerial staff. However, it may very well be that the public
is the one who draws attention to a problem or demands action
and it is Councils responsibility to look into these matters.
I have not supervised managerial staff but haveW~hree op-
portunities to supervise staffs of 4-6 persons. I am experienced
in payroll, human resources, scheduling and report writing.
~15. The meaning of representative government is that it is
my responsibility to represent the interest of every segment of
the community. In a small town like Ukiah people who often are at
opposite ends of philosophical and political issues frequently
are good friends. Persons are selected to serve their community
based as much on their character and their approach to problem
solving as they are on their philosophical persuasions. It is
the duty of every Councilmember to fully consider the views of
all interested parties, to keep an open mind and to make decisions
that they believe are best for the community as a whole.
I believe the level of interest in the last elections dem-
onstrates that the community wants a more active, involved,open,
and responsive Council. One that shows strong leadership and
clear direction.
~16. I have a two page list of all city boards, commissions and
Council assignments. I will work on any of them except the
following; LAFCO, JPA-Solid Waste, Investment Oversight. and
Parks and Rec. Commission
Mystrongest areas of expertise are ~ttural- ~esour~e-
issues, redevelopment, railroad, downtown masterplan, parking
district, landuse, airport,Main Street Program and housing.

Response to City Council Appointment questionnaire.

1. I am applying for a position on the City Council as I believe that there are a number of issues
affecting the financial stability of the city, both now and in the future, that I am concerned about
and believe that my past experiences qualify me to have input in selecting solutions to these
issues. As a resident of the city ! feel that I need to do my share to make sure that I can afford to
continue to live in the city in a comfortable fashion.
2a. My past experience includes service on a number of local community groups as well as state
wide groups. These groups include: The Greater Ukiah Chamber of Commerce(two term Past
President), Ukiah Kiwanis Club (Past President of Board of Directors), Redwood Coast
Developmental Service Corporation Board of Directors (past vendor representative member,
chair of Personnel Committee), California Rehabilitation Association (Past President of Board,
current member, various committees), Conference of Executives of California Association for the
Retarded(past member), The Downtown Master Plan Committee, Mendocino Private Industry
Council(current member).
2b. The ability to study & review budgets, fiscal operating statements, program reports and
analyses, identify problem areas and seek solutions by reviewing all options available and selecting
the most effective solutions based on the desired outcomes. I believe that I can maintain an
objective, neutral position and look at all sides of an issue in order to make an informed solution
choice.
3. A policy Board is a group or entity that sets the policy for the pursuit of specific objectives and
outcomes of the group or organization for which the body is constituted. The responsibility for
determining how to carry out the necessary activities to attain those objectives and outcomes is
the responsibility of the paid staff, not the policy board. The policy board then has the
responsibility to monitor the activity of the staff to ensure that the activity is appropriate to
achieve the desired outcomes.
4a. Without further input from city staff I would have to state that in my opinion the most
pressing economic problem is to maintain a balanced budget. Within that concern there are issues
that will have significant impact over future years. These include the de-regulation of electric
rates and what that means relative to the future operation of the electric generating plant at Lake
Mendocino and the bond debt obligation which accompanies its operation; the closure of the city
landfill and the establishment of a transfer station in the Ukiah valley; the continued provision of
the current level of safety services (police and fire); and the maintenance of city streets and
lighting. I'm sure this list is not all inclusive as I will need further orientation of the status of the
various functions of the city.
As to what specific things I would do about them, I do not believe that I know all the options
available to the city about any one of them so would need further educating before I could
propose a specific course of action.
4b. I believe the most pressing social problem facing City residents is the many problems that will
arise in the future as a result of the recently passed Federal Welfare Reform legislation. At this
time I am not able to state specifics but would anticipate that we will have many more people
without any source of income as their welfare is cut or reduced resulting in less tax revenue for
the city and more homeless people.
As to what specific things I would do to solve them I do not know because I don't know what the
full impact might be nor what the impact might be on the City's finances. I believe that we need to
watch this situation closely.
5. At the present time I would need more information as to the effect of the recent reductions
implemented by the City Manager and where those reduction leave the city relative to a balanced
budget. I do believe that an attempt to implement a zero-based budget process in all departments
should be implemented with a close eye given to the elimination of non-essential activities. This
process might include targeting specific programs and departments for specific reductions.
6.As I see it the "team approach" within City governments means that everyone should pursue the
concept of seeking an outcome to an issue or problem that will benefit the majority of the City's
residents and the City itself and the services it provides to the residents. I believe that in order for
the City Council to function under the "team approach" all members of the council must be
committed to this concept and be willing to find acceptable compromises when there are
differences between members position.
7. If, as a Councilmember, I needed to research a question about any issue I would begin by
asking the appropriate City Staff' member to provide me with all of the information they have
available. Is would also seek consultation from a former Council member, if available, who might
have had some experience with the issue. I could possibly seek counsel from another City or
through the League of Cities about the issue.
In terms of what tasks I would delegate I would have to seek counsel from the City Manager to
see if there is an appropriate person to delegate the concern to and then ask the City Manager to
make the delegation since I would not have specific authority to control paid staff members.
As to informing the public of my efforts I'm sure that the local governmental reporter for the
Journal would pick up on issues of research, especially if they were discussed in an open Council
meeting. However there may be times when it is appropriate to do a press release indicating
progress in the matter. I would also be available for individuals to call me and make appropriate
inquires.
8a. I would ask for all the specifics relative to the incident. I would then apologize to the person
and tell them that I would look into the incident with the intent that it not happen again. I would
then pass the information along to the City Manager with the expectation that the City Manager
would deal with the situation and report back to me any action taken.
8b. I would listen the best I could and then ask the person if there was a specific incident that
concerned them and look for some way to help them develop trust by maybe inviting them to
come to City Hall and meet some of the people and talk about their concerns directly to them.
9. The following line diagram indicates my opinion relative to the activities the City is legitimately

Some of these activities are more appropriately assigned to the Redevelopment Agency and use
Redevelopment Funds for their pursuit.
10. I would ask specific questions of the staff member making the report about the process of
determining the administrative costs and if not satisfied would ask for a report giving more detail
to the allocation process and justifications.
11. In order to develop any meaningful thoughts on this issue I would have to have more
information about the whole citing process and what the judgement parameters the officers may
utilize in their decision making.
12. I do not have enough information at this time to speak knowledgeably about this process.
13.a&b. I believe that the City should work with existing groups such as the Chamber of
Commerce, Main Street Association, Downtown Merchants and the Overall Economic
Development Committee of the County in promoting business. This might involve the City
Council members as there may be policy issues that must be addressed in that relationship, but
City staff must be involved in order to provide the necess~ working relationships developed as a
result of the involvement. The ongoing involvement in promoting business should encompass
both the support and enhancement of existing business and the development of new business'
which might provide more jobs and increase the tax base for the city.
13c. In this situation I believe that all the various city departments that would be involved in the
development of the business should provide positive assistance and take the approach of ~Iow
can we make it work7~ in order to insure the opening of the store if it presents an appropriate mix
of business for the city and the location proposed.
As to my involvement as a City Councilmember, if it was indicated that my involvement would be
beneficial at any time I would make myself available. At this time what type of involvement is
unknown to me except maybe participating in a ribbon cutting ceremony. Of course there might
be involvement at Council level relative to permits and applications.

14. In the type of organizations that I am familiar with the Board of Directors has one employee,
the Director or manager of the organization that is hired to carry out the policies developed by the
Board. That employee has the responsibility of supervising and directing all other paid staff of the
organization, either directly or by delegation through department heads and supervisors. I may be
wrong but my interpretation of how the City Council should function is the same as I have just
described. Therefore the City Manager's effectiveness should be judged by the quality of the
functions in two directions. The first direction is to the Council and all of its members, and the
second direction is to the Department Heads reporting to the City Manager.
The qualities that I feel are most important are the communication skills, both written and orally,
each person possessed because I believe that it is very important for them to inform the
Councilmembers completely as to the issues before them and the options available for those policy
decisions. I also believe their ability to be thorough and complete in presemation all sides of an
issue is very important. ~Red flags" would be anytime that I felt that the staff was not presenting
all of the information or presented a biased slant on an issue. If I believed that there was need I
would meet with the City Manager and discuss my concerns with the expectation that if it
involved department heads that the City manager would deal with the concerns presented. If this
failed then there may be concerns about the City Managers management of staff that the emire
Council should look into. As to involving the public, if it is a personnel issue I don't believe that
they public needs to be directly involved.

15. To me representative government means that the City Council Members are elected or
appointed to the Council to represent the interest of all the citizens residing within the city limits.
This sometimes means that each individual City Couneilmenber must seek compromises which
will benefit the majority of the residents knowing that it is impossible to satisfy everyone on every
issue.
16. At this time I am not fully informed as to all of the Council Committees requiting involvement
so do not fell that I can make an informed selection at this time. My skills however include many
years of participation in committees and boards locally and at the state level and believe that I
have functioned in a very positive manner in these relationships.

I have lived in Ukiah for fourteen years. I iritend to continue living here. I want the
City to become a place we are very proud to invite people for visits.
2. a. Please see my resume which is attached.

Like all citizens, who are eligible for service on the City Council (who also happen to be
literate), I am able to read, question, and listen. Like many citizens, I am then able to
analyze, imagine, formulate and compromise. I may bring unique perspectives to the
Council.

As a policy board, the Council acts primarily as legislative body Which also Provides
general or specific direction to staff, a staff well paid to manage City affairs.

Between thirty and forty percent of Ukiah citizens have trouble making ends meet each
month. Of those who are not retired, most work at or near minimum wage. We must
implement the very best land use planning to create an environment which is attractive to
clean, high wage industry while we look for incentives to encourage established
businesses here to pay wages that allow employees to put down roots and save for long
term purchases. It is these employees who want to be involved citizens of Ukiah.

I assume our most pressing social problem, as in most communities throughout the
United States, is the mediocrity of our public schools. Secondly, and clearly related to the
first, is violence against women.
Although education is not directly a jurisdiction of this City Council, we all are aware
that poor schooling is one cause of crime, (from graffiti and vandalism to extreme
violence). We might begin by asking for non-voting or observer status on the Unified
School Board A brief education report on Council agendas to be made by a representative
of local public and private institutions would additionally demonstrate our concern.
In the struggle against battering and rape, the City could become a lead agency, uniting
Count), and local non-profits in a program to put our best local dramatic talent, as well as
northern California sports and music "role models" regularly on public access television
and public service spots on the local cable channels. Our young citizens need such simple
messages as: "It's not cool!" and "When she says 'NO' or 'STOP' she means it!" "Girls!
Avoid giggling and smiling when you want a boy to stop a certain behavior; be clear!"

This question deafly demonstrates an ideological bias against government in general,
and, in particular, against locfl government service to the public. To be less biased, the
question would ask what we, as a City, should do when faced with a revenue shortfall.
Before addressing that more neutral question, it must be clear to ever), sitting member of
the C,,'Uncil that there are no significant Ukiah problems which can be resolved without
new revenue. Most goals of our new, idealistic General Plan, for example, demand
si~ificant revenue that does not now exist.
We should eliminate the $70,000 investment in the Narcotics Task Force. We must also
objectively analyze the benefits versus the costs of the existing Redevelopment Agency.
We could ask for (anonymous?) staff input in an effort to discover if any departments
include featherbedded positions. Street sweeping is also questionable.
In financial crisis, uniform reductions for each department can be problematical.
Such a process rarely weeds out "the fat," (if such exists); instead, service to the public is
often cut.

Those elected or selected to serve in every level of government represent constituencies as
well as world views and their own consciences. Some office holders believe the role is that
of a delegate who represents only and always the view of the majority of their constituents.
Others choose to lead their constituents as statespersons; such leaders assume that, when
they regularly vote their consciences, the majority will either appreciate that or not. If not,
that statesperson (maybe rascal) realizes she or he will be thrown out in the next election.
Our city council, like all others, takes votes to make decisions. Often there is a
unanimous team vote. Controversy, however, will, at times, divide the Council, yielding
minorities of one or two. In these cases, a member of the minority, who argues a point
vigorously, is not only serving a constituency and a personal conscience but also the
community at large. We know from local as well as international history that majorities
are capable of making mistakes, (sometimes grave ones). When in the minority, this team
player will, after championing the position held dearly, accept the ruling of the majority,
allowing the Council to' move on to new issues. Such a team player will reserve the fight to
raise the cherished issue at later forums, including scheduled elections. When in the
majority, the team player has a commitment to govern while protecting the rights of the
minority. This is the process of representative democracy. A person on the community's
team will strongly support this democratic concept.
Whom would I consult? Like you, I would consult staff as well as friends who care
about the issue. We might also seek out disinterested "experts" and look for costly repons
commissioned by the City, which now may be gathering dust. Delegation of tasks to staff
is a decision for the majority of the Council.
Regarding the difficult question of electric rates, the Council must be made regularly
aware of efficiency achievements in other public power cities as well as in the private
market. This research, I hope, is ongoing and delegated to staff. Meanwhile, we must
do everything in our power to end the use of public utility charges to fund general City
services; this (franchise fee) tax is a very regressive one for it hits hardest those least able
to pay.
I would ask the City Manager for help with this one.
Such a complaint would, more than likely, come from a person who has been victimized
by hysteria wM.'ch is fed when the media and politicians tell us the only praiseworthy
direction is to reduce government (i.e. evil). Such anti-government hysteria led to the
bombing of the Federal Building in Oklahoma City. I would likely invite this libertarian to
chat in person with me as well as with a real, live bureaucrat from City Hall.
I worry about the diction in the phrasing of this question. A City Council generally
does not "provide" business development; it does not provide "promoting," "issues,"
or "social concerns." And who on the wide political spectrum would stand against
providing "environmental quality?" (Imagine: "Ukiah should never provide environmental
quality.") I am also curious how "land use planning" is different than "planning for
growth."
Despite problems of syntax, this question will allow you to measure the world view
of applicants; responses about fiscal priorities allow you to make an ideological judgment.
And since you have rejected the option of arbitrarily selecting the third place finisher*, this
seems afar better measure for your selection than one based on management style, job
skills and personal compatibility.
The City should not fund the Narcotics Task Force. In a state of financial crisis, we
should, as well, defund City government promotion of tourism, business development,
civic spirit, cultural expression (?), and neighborhood watch. We must also question, as I
have noted earlier, the benefits derived from the existing Redevelopment Agency.

approved for development of the new General Plan. We must deny further superfluous
technological investment which, like the new phone system, could prove inefficient as well
as alienating.
The City must fund all other categories noted for the chart (with the exception of the
nebulous issue of "poverty" which cannot be resolved by one City) in addition to high
quality, regular library service for Ukiah. Ukiah deserves the best service from its
government, even if this commitment means we have to campaign courageously and
vigorously as a team to convince the local citizenry (and the Legislature) to approve a new
source of revenue related to citizens' ability to pay.
If the Finance Department, the City Manager and the department head are "in agreement"
in their presentation to the Council, I assume their act is sufficiently together and their
numbers are logical. However, if I were unable to comprehend their allocation logic, I
would ask for additional time to discuss the issue with staff and individual Council
members. On the other hand, if I were the sole member of the Council who remained
unconvinced, the request for more time would be at the discretion of the majority.
Wow. I am, for once, devoid of thought.
I obviously have been negligent in my reading of the City budget. I was not aware
of these arrangements as such represent financial commitment of City tax revenue.
In a time of financial crisis, 1 do not see the City expanding staff involvement in this
area (unless such allotment of staff time were, miraculously, to reduce over all City
costs).
Very little. Except as our advance planning, land use and infrastruCture decisions help
create an environment that is attractive to tourists as well as to high wage, clean industry, l
do not believe business promotion is a role for the elected government or its staff. (Is that
effort not better performed by the private Chamber of Commerce?)
I would be very friendly and helpful to the interested retailer if his plan was to pay
decent wages and to offer employees health and pension plan. However, I would not
compromise City staff by making promises that contradict the zoning ordinance, the text,
map, or intent of the General Plan. Council members must avoid subverting or
circumventing the normal planning process.
Staff morale is one key indicator. General staff advice about City leadership is often
forthcoming. Reactions from the citizenry to City operations are telling as well. Frequent,
unexpected budget problems and revenue shortfalls signal serious problems. When more
than one member of the Council is concerned, it may be time for a personnel session.

I've noted my non special skills previously. I am particularly interested in public transit,
(M.T.A. as well as our passenger rail agency). Service on LAFCO would also be an
interesting challenge as would liaison work with the Coumy. However, I am willing to do
my share regardless of the assignment.
You could have it both ways. You could appoint a citizen who was the next highest vote
getter and who is strongly committed to good land use planning: Phil Baldwin, who took
third place out of four in 1986, and who was then "robbed" when the fourth place finisher
was appointed to fill the Council vacancy. Be courageous!

As a City Councilmember, you will be involved in the selection and appointment of
individuals to serve on our City Commissions, Advisory Boards and Task Forces. What
specific attributes will you be looking for in those individuals you support for
appointment to these advisory bodies? In your opinion, should Commissioners mirror
Council views?

The City is a member of the MSWMA JPA which is currently working on a joint
transfer station for all of the County's solid waste. Please describe the issues of solid
waste for this County and tell us your views on a consolidated transfer station.
What are your views regarding the City offering economic incentives to encourage more
businesses into the downtown, business start-ups, expansion of existing businesses and
the attraction of new businesses to the Ukiah Valley? What kind of businesses would you
like to see the City attract through such incentive programs?
