AGENDA SUMMARY REPORT
SUBJECT: CANDIDATE INTERVIEWS FOR PLANNING COMMISSION VACANCY
SUMMARY: Two vacancies currently exist on the Planning Commission, including the
unexpired term of Phillip Ashiku, and the unexpired term of John McCowen. Dr.
Ashiku's term expires on June 30, 1998, and the new appointee will be eligible for two
additional terms, through June 30, 2004. Mr. McCowen's term expires on June 30,
1997, and the new appointee will also be eligible for two additional terms, through June
30, 2003. Dr. Ashiku's seat has been vacant for two months, whereas Mr. McCowen's
vacancy was created by his very recent resignation, which appears on the "Consent
Calendar" for tonight's regularly scheduled meeting. Accordingly, the Council has the

RECOMMENDED ACTION: Conduct Planning Commission candidate interviews in
order to appoint one or two candidate(s) at the January 15, 1997, regular meeting.

opportunity to fill one or both of the vacant seats at the January 15, 1997, regular
meeting, depending on the number and availability of qualified candidates.
In order to facilitate the subject interviews, the applications submitted by the January 8,
1997, deadline, including four which were carried over from the active candidate pool,
are attached to this report. To date, the five candidates consist of Derek Fridley, Mike
Correll, Michael Brown, Paul Eveleth, and Christopher Fetzer. Messrs. Fridley, Correll,
Brown, and Eveleth applied in the past, and remain in the active candidate pool, and
Mr. Fetzer applied during the most recent recruitment exercise.
Please note, however, that due to the limited candidate response as of January 8th, the
deadline has been extended by the City Manager to Monday, January 13, 1997.
Hence, additional application(s) may be forthcoming, and additional candidate(s) may
be available for consideration at the interview, as well as the appointment. Staff will
forward to the Council any additional candidate applications received by the evening of
January 13, 1997.

7) I am applying to serve as planning commission member because I care about the future of
the City of Ukiah, and feel that I have a proper combination of education and experience to
become a useful and effective member of the planning commission.
8) The planning commission is responsible for city planning decisions; it works with staff
members who provide recommendations and data for the basis of informed planning
decisions.
9) The City Council appoints the planning commission members and oversees planning staff
members, who work as a liaison for the City Council and Planning commission.
10) I have a BA degree from Sonoma State University in Management Studies with a minor
in Environmental Studies and Planning. I have a ID law degree from Empire Law School
and am a member of the California State Bar (inactive). I am a Certified General California
Real Estate Appraiser (AG0019270). I am a graduate of Ukiah High School and have had a
long standing interest in the community.
11) The most important land use issue in our community is that of maintaining the quality
of environment with the limited resources available to the municipality. These include air
quality measures that recognize the Ukiah Valleys susceptibility to inversion layers, water
quality measures that recognize the riparian environments and flood plain issues, and
balancing competing interests of environmental and business groups.
12) As a member of the Planning Commission, I would be sensitive to staff
recommendations regarding environmental concerns, and support the commissions efforts to
balance the interests of landowners with the quality of the local environment.
13)The city should encourage growth which meets the societal needs of its diverse
inhabitants; but only with attention to the provision of proper infrastructure components. If
the infrastructure needs cannot be satisfied, the growth should be postponed. In addition,
alternatives to traditional infrastructure items like bike pathways should be planned for.
14) The city needs to discourage growth that will significantly impact the quality of
environment. This is particularly important for Ukiah as opposed to a city like Santa Rosa
due to the size and shape of the Ukiah Valley. Air quality issues are more important here
because inversion layers tend to trap contaminants in the valley and not disburse them as
readily as the Santa Rosa plains do. Runoff concerns can be crucial to hillside projects in
this area. Many other land use issues are affected by the physical and environmental
characteristics unique to the Ukiah area.

As City Councilman for the City ofLomita I found the experience very rewarding.
I am excited at the possibility of serving this community on the Planning
Commission and look forward to the oppo~unity of once more becoming an
involved citizen.
The role of Planning Commission is to assist the City Council in areas of city
planning. The Planning Commission acts upon community requests, performs
delegated tasks of the City Council and apply community diligence.
Community interest and service is paramount.
I have served as Commissioner and City Councilman and therefore have direct
experience with City Government. As a community businessman I have a vested
interest in the well-being of this community. Most importantly I feel an obligation
to be more than a receiver of societies efforts.
We must plan for the future without destroying the past.
The City Council defines direction, the Planning Commission follows that
direction.

7. I have lived in the Ukiah Valley all of my life and would like
to ensure that a high quality of life is preserved so our children
can enjoy the same quality of life that I have had the
opportunity to enjoy.
8. I believe the role of the planning commission to ensure that
sustainable businesses are approved for the community. I also
strive to keep a healthy community intact so that our children
have a safe place to raise their own family.
9. I feel that the Planning Commission and the City Council
should work closely together to ensure that the decisions made
by the two are in the best interests of the citizens of Ukiah.
The same goes for the Commission and Staff.
10. I bring to the committee a true passion of how the quality
of life in the Ukiah Valley needs to be preserved. I have lived in
this valley all of my life and plan to live here for the rest of it.
11. I would have to say that the most important land use issue
facing our community is the use of the airport industrial park
and what businesses should go in and how to ensure that the
businesses that do go in offer quality jobs for the citizens of
Ukiah.
12. I would try to ensure that in the future that additional
industrial park land is used for industrial purposes and not
large commercial retail.
13. The City and County need to work together and promote
tourism which is an untapped resource that could generate
many high quality jobs.
14. We need to discourage large commercial retail that offer
jobs that don't pay workers the wages needed to buy a home and
raise a family. Many large retail employers hire only part-time
employees and pay Iow wages with no benefits.
15. This is a question that I feel that I cannot answer until I
have more thoroughly reviewed the planning review process.
16. I envision a community that encourages and attracts
businesses that will offer jobs to the citizens of Ukiah that
will allow them to purchase a home. A community that is a
healthy environment to raise children and preserve the beauty
and feel of a small town.

7. I'm applying for the Ukiah Planning Commission because I
want to be an integral part of the decision making process
of my community.
8. The role and responsibility of the Planning Commission is
one of thorough investigative and proper decision making
based upon current laws and codes.
9. The relationship, or role, of the Planning Commission to
City Council is one o{ advisory only. The relation between
staff and commission is for staff to provide useful
information so that the right and proper decisions can be
made.
10. I served on the Planning Commission of the City of Galt,
California from April 1992 to June 1994. During that term,
I sat on the committee that outlined the city's Parks
Master Plan. I also was on the committee that oversaw
the development of the Lincoln Way Project. This was a
major redevelopment project on the city's main street.
I also attended the California League of Cities Planners
Institute in 1993 and 1994.
11. I believe that the most important land use issue right now
for this city is it's Sphere of Influence. My biggest
concern is the county ignoring or not including the city in
it's development projects that would affect the city.
12. By collecting enough information possible to enable members
of the city council to make a sound decision based upon
the facts.

would be the type that would be long term with good paying
jobs and be sensitive to the environment.

12. By collecting enough information possible to enable members
of the city council to make a sound decision based upon
the facts.
13. The type of growth that would be beneficial to this city
would be the type that would be long term with good paying
jobs and be sensitive to the environment.
