HomeMy WebLinkAboutMin 07-02-97aMINUTES OF THE UKIAH CITY COUNCIL Joint Meeting with the Ukiah Valley Sanitation District -July 2, 1997 135 The Ukiah City Council met in a joint meeting with the Ukiah Valley Sanitation District, the notice of which had been legally noticed and posted, on July 2, 1997, at 6:04 p.m., in the Civic Center Council Chambers, 300 Seminary Avenue, Ukiah, California. Roll was taken and the following Councilmembers and Sanitation District Directors were present: Councilmember and Director Chavez, Councilmembers Kelly, Mastin, and Mayor Malone, and Director Shoemaker and Chairman Delbar. Councilmember Ashiku joined the meeting at 6:18 p.m. Staff present included Sanitation District Executive Director Barnes, Finance Director Elton, City Manager Horsley, City Attorney Rapport, Sanitation District Recording Secretary Leone, and City Clerk Henderson. 2. RIGHT TO APPEAL DECISION Mayor Malone reviewed the appeal process. 3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS No one came forward. 1 NEW BUSINESS Consideration and Adoption of 1997-98 City/District Sewer Service Fund Budget Executive Director Barnes noted this budget is 9.1 percent less than last yeads budget. The system is continually being improved and the Sewer Treatment Plant gradually upgraded. The major equipment purchase scheduled for this fiscal year will be a new sewer cleaning truck to replace the present truck which is a well-worn 1985 model. Discussion took place on the purchasing procedure for the new truck and the eventual ownership of the truck. City procedures are followed for the bid process. The truck will be used in the District as well as the City. City Attorney Rapport noted the acquisition of equipment, and ownership rights thereto, are not specifically mentioned in the agreement under which the City and the Sanitation District operate the sewer system. This concern should be addressed at a later date. Councilmembers and District Directors had questions of staff regarding whether the right-of-way fees, were legitimate fees for the District to pay the City. Councilmembers and Directors needed clarification of this matter prior to approving this portion of the joint budget. NOES: None. ABSTAIN: None. ABSENT: None. MIS KellylMastin to approve the Fiscal Year 1997-98 Joint City of Ukiah and Ukiah Valley Sanitation District budget, except for the portion dealing with right-of-way fees, carried by the following roll call vote of the Council: AYES: Councilmembers Chavez, Ashiku, Kelly, Mastin, and Mayor Malone.
