NOW THEREFORE, BE IT RESOLVED that the proposed agreement between the City of Ukiah and the signatory members and the members of the Redwood Empire Chapter of ICBO, a copy of which is attached as Exhibit A and is hereby approved. BE IT FUR~ RESOLVED that the City Manager of the City of Ukiah is hereby authorized and directed to execute said agreement on behalf of the City of Ukiah. Most disasters are the result of floods, fires, tornadoes, hurricanes, earthquakes and less prevalent tsunamis and volcanic eruptions. Disasters can be widespread or of relatively limited scope. But they all have one thing in common--they are desruptive to normal 'life. The secondary effects of disasters are the dangers they leave in their wake in the form of damaged and unsafe structures. Such damages must be assessed by qualified personnel to evaluate conditions and to initiate proper actions for the disposition of threats to life and safety. Very few inhabited areas in the world are completely free of' the threat of a disaster of some sort. The public, as a whole, is seldom equipped or ready to cope with an emergency and instead tends to leave reactions to emergencies for pdblic agencies to handle. In cases of fires, conflagrations, insurrection, riot or other civil disorders, the fire, police, and often the army or national guard, are brought into play as the first lines of defense. Secondarily, the Red Cross and medical teams arrive to ease the suffering. These agencies all have well-designed plans and, often, several types. But what about severely damaged buildings and struc- tures which have been adversely affected by high winds, earthquakes, flood or fires? Who should take the initiative for their disposition, and when? The answer obviously is the building department. DEFINITIONS 1. Building Department Disaster Coordinator. The person designated by the Building Department in any of the various jurisdictions to be responsible for record-keeping, duty rosters, and disaster response. 2. Building Department Disaster Inspector. A volunteer who will assist a building department in cases of declared emergencies when the workload exceeds the capabilities of Building Department personnel. Normally, these volunteers are other military officials, building inspectors, plancheckers, architects, engineers, general contractors or county assessors. 3. Declared Emergency. The action that a government (city, county, or state) must take before invoking mutual aid agreements or assistance from the next higher echelon of government. 4. Disaster. The occurrence, or imminent threat, of widespread or severe damage or loss of property, or life resulting from any cause. 5. Emergency Services. The action taken to mitigate or alleviate the results of any calamitous event or war emergency. 6. Disaster Assistance Center. A center established by state of federal author- ity which serves as a one-stop information center, normally established after the emergency or disaster is over. 7. Director 'of Emergency Services. The local official in charge of all operations during an emergency. Usually a City Manager or County Chief Administrative Officer (CAO). When any jurisdiction outside of the County is affected, the CAO becomes the "coordinator." 8. Emergency Operations Center (EOC). A facility for the centralized direction and control of the emergency organization and the general public, at a local, county, state or federal level. International Conference of Building Officials - Redwood Empire Chapter. An organization composed of a local chapter whose members are employed by various levels of government as building officials. Government employment is a pre- requisite to voting membership. The signatory jurisdictions within said chapter are towns, cities and counties of Lake, Mendocino, Sonoma and Marin. 10. Office of Disaster Preparedness (ODP). The day-to-day staff for the county emergency service organization. 11o Unified County Emergency Services Organization. The voluntary council of local governments created for the purposes of preparing mutual plans for the preservation and safety of life and property and making provision for the execution of those plans in the event of a local emergency, state of emergency or state of war emergency, and to provide for mutual assistance in the event of such emergencies. To provide for the inspection and posting of all structures in any area beset with any type of disaster which might have resulted in structural damage and created an unsafe and hazardous structural condition. B. To provide a viable organization with a sufficient number of skilled personnel through mutual aid or augmentation from the private sector to conduct building inspection in a disaster, area with the least possible delay. C. To designate those structures for shoring or demolition which are found to be in such an unsafe condition as to create an immediate threat to a safe environment. D. To provide for such reports and records of building inspection and posting operations as may be required by the various levels of govern- ment. -6- ' III. ORGANIZATION A. Pr imary 1. American Institiute of Architects IV. FUNCTIONS A.' Office of Disaster Preparedness 1. Pre -Emergency a. Prepare and update as necessary the Uniform Building Inspection Disaster Contingency Plan, receiving input to said Plan from the San Diego Area Chapter of ICBO. Plan and organize the disaster area building inspection program, receiving input from the Redwood Empire Chapter of ICBO. c. Register as Civil Defense Volunteers, maintain current information on, and issue appropriate identification to those architects, engineers and general contractors certified by ICBO and designated Disaster Inspector. (Appendix A) e. Maintain a list of local building department disaster coordinators and alternates. 2. During Emergency a. Coordinate the building inspectors mutual aid program. -7- b. Notify the following in order (until the appropriate number of volunteer Disaster Building Inspectors are available): (1) Local signatory Building Department Director coordinators o (2) Individual private certified architects, engineers, contractors and other qualified people. B. International Conference of Building Officials - Redwood Empire Chapter 1. Participate in the preparation and any necessary updates of the Uniform Building Inspection Disaster Contingency Plan. Provide technical guidance on legislative requirements necessary to obtain government funding or reimbursement. 3. Disseminate information concerning new legislation affecting the operations conducted under this plan. 4. Assist local jurisdictions in recruiting qualified personnel as Disaster Inspectors. 5. Certify to OES those architects, engineers, and general contractors qualified to be designated as Disaster Inspectors; and withdraw certification as warranted. Local Building Departments 1. Determine in area o'f jurisdiction natural and man-made hazards which in a disaster situation could impact on building inspection operations. Designate Building Department Disaster Coordinator and alternate. 3. Review local ordinances to assure they support the disaster building inspection operation and where necessary, initiate appropriate changes. 4. Review local emergency plans to assure they are responsive to the overall Building Department disaster operations. 5. Program for and procure through ICBO-Redwood Empire Chapter standard inspection forms, signs, equipment.and other material required in disaster building inspection operations. Do Local Building Department Disaster Coordinator (Name and Title) 1. Prepare, and maintain currency of this plan. 2. Alert and advise those Disaster Inspectors needed to assist in the disaster building inspection operation. -8- Be e me ® 0 Coordinate the local disaster response and inspection operation (Annex C). Maintain local duty rosters of approved disaster inspectors and asign tasks to building inspection response personnel. (Appendix D) Insure that the standards of the building code are enforced. Notify local Emergency Operating Center of building conditions and those requiring immediate shoring or demolition. Maintain necessary records add-prepar~ required reports. V. CONCEPT OF OPERATIONS A. Implementation le This plan shall be implemented on order of the Director/Coordinator, of the Emergency Services Organization upon the request of the local jurisdiction(s), or as indicated by the situation. Implementation of local plans shall be in accordance with the pro- visions contained in those plans. Bo Notification to building inspection personnel may be by telephone recall, radio/TV announcements, or as indicated by the situation. o Unless otherwise notified, building inspection personnel initially will report to their respective offices. B. Mutual Aid lo Mutual aid will be provided in accordance with the California Master Mutual Aid Agreement, California Emergency Plan, County Operational Areas and this contingency plan. The requesting jurisdiction must declare a local emergency prior to requesting mutual aid. Bo Mutual aid will not be requested until all local resources have h~oeen committed. o Mutual aid requests will be directed to the County O'perational Area coordinator. o Mutual aid requests need not be honored by any jurisdiction when local resources would be depleted ~nreasonablM. C. fDtsaster Inspector Augmentation Assistance beyond that which mutual aid is capable of providing will be from the personnel pool of Disaster Inspectors. -9- D. 2e Requests for Disaster Inspector augmentation will be made to o~s stating any special qualifications desired, when and where to report, special tools, equipment or other materials needed and pro- jected duration of stay. Damage Assessment le The initial effort shall be directed to a determination of the extent of the affected area and a general I',nowledge of the magnitude of structural damage sustained in the area. e The affected area will be divided into inspection areas. Damage Assessment Teams will be assigned to conduct inspection and posting operations in specific areas to assure a complete and rapid assess- ment. ® me Damage Assessment Teams may drive or walk through their assigned areas when more clearly defining the boundaries of the disaster area and providing initial information on structural damage. Damage assessment information from steps #2 and #3 above will be used by the Building Dissaster Coordinator to make an estimate of the basic extent of and dollar value of damage. This information will be provided to the local EOC. e A structure by structure inspection then shall be made by Damage Assessment Teams with each team being asigned ~bout 20 b~ildin§s per eight hour shift, as the situation merits. Ge Building inspection information shall be recorded on a Buildino Inspection Report (Annex F) and transmitted to the Building DiSaster. Coordinator. Buildings which require immediate shoring or demolition shall be reported without delay to the Building Disaster Coordinator. The Building Disaster Coordinator shall take immediate appropriate action to strengthen or demolish the' building. It should be noted that to operate under the provisions of the Uniform Code for the abatement of Dangerous Buildings, it is necessary that an emergency be officially declared unless the jurisdiCtion has already adopted said code. Be Notices to indicate the habitability of a building shall be posted in a conspicuous location at all identifiable entrances so that signs are visible from street or driveway. (Annex G) Inquiries concerning federal assistance to disaster victims shall be referred to the appropriate Disaster Assistance Center. -10- VI. MATERIALS, EQUIP~.IENT, AND CLOTHING A. Following are selected extracts from an Opinion (CB 77/91 IL) rendered by the California State OFfice oF the Attorney General on December 7, 1977, relative to the use of volunteer engineers, particularly Structural Engineers, fur post- disaster damage assessment. Extracts include the four questions posed by the Calif. ornia Office of Emergency Services, which were primarily concerned with damage assessment following ~ajor earthquakes, and the conclusions relative to each question provided by the Attorney General. Copies of the complete opinion are on file at the State Office of Emergency Services, its Regional Offices, and with the Structural Engineers Association of California. 1. QUESTION' ® May structural engineers who are registered as Disaster Service Workers be utilized to assess the extent of damages incurred by buildings in areas struck by earthquakes? ANSWER' Struct'ural Engineers who are registered as Disaster Service Workers may be utilized to perform post-earthquake damaqe assessments following the procla- mation of a State of Emergency or Local Emergency. ,~ . QUESTION' Would the appointment of such engineers as Deputy Building Inspectors, with- out pay, affect their eligibility for State Disaster Worker's compensation benef its? ANSWER' The appointment, without pay, of Structural Engineers who are registered Disaster Service Workers, as Deputy Building Inspectors by local govern- mental entities would not affect the enqine~'s entitlement to state Disaster Service Worker's compensation benefits, which would remain the exclusive remedy for physical injuries suffered by them while performing disaster related activities. QUESTION' Would such engineers be required to be "fully conversant" with local build- ing and safety codes? ANSWER- · Volunteer engineer/disaster workers would not be required to be fully con- versant with local building and safety codes. APPENDIX A A-1 e QUESTION- If a local engineer, Building Inspector, or volunteer engineer certifies a structure is safe for occupancy and when occupied it collapses and indi- viduals are injured, would the local entity, the state, or the certifying engineer be liable? ANSWER' No liability would attach to a public entity, its employees, or a Disaster Service Worker under the circumstances presented.
