HomeMy WebLinkAbout83-06RESOLUTION NO. 83-6 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH AUTHORIZING RETROACTIVE ADJUSTMENT OF SALARY OR BENEFITS WHEREAS, representatives df the City Council are proceeding to meet and confer with the Operating Engineers Local Union No. 3, Public Employees Division, on be- half of the employees of the City of Ukiah, and to obtain relevant data and legal advice relating to the administrative and legal questions involved relating to said negotiations, and WHEREAS, all the City Employees, both represented and non-represented are in a like situation, NOW, THEREFORE, Be It Resolved by the City Council of the City of Ukiah that, after due consideration, said City Council hereby finds, determines and declares: 1. Due to the unsettled status of both the State and Federal budgets, the revenue amounts for the City are unclear. 2. As required by law, representatives of the City Council are meeting and conferring in good faith regarding wages, hours and other terms and conditions of employment with representatives of employees, and the holding of such meetings and conferences may postpone agreement on the issues to a time subsequent to July 1, 1982. 3. The resolution of the issues and the reaching of decisions essential~to the preparation and adoption of amendments and revisions cannot be achieved fore July 1, 1982. 4. It is the intention and purpose of the City Council that, notwithstand- ing the fact that such decisions relating to the preparation and adoption of amendments and revisions to the salary and compensation resolutions, and the preparation and adoption thereof, cannot be completed until after July 1, 1982, that for the above-noted employees, all matters relating to employment conditions and employer-employee relations, including, but not limited to, wages, hours and other terms and conditions of employment which might be adopted by the City Council may be effective as of July 1, 1982, or any subsequent date designated by the City Council provided that, in the event a Memorandum of Understanding, pursuant to Government Code 3505 is approved by the City Council and-said Memorandum of Under- standing incorporates an effective date. or dates later than. July 1, 1982, the effec- tive day-for such matters will be as set forth in the Memorandum of Understanding.
