HomeMy WebLinkAbout83-25 1 2 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 2~ 24 25 26 27 28 RESOLUTION NO. 83-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ESTABLISHING STANDARDS FOR MOBILE HOMES/ MANUFACT~D HOUSING A~KrD BUILDING HATERIALS FOR HAJOR STRUCTUR.ES ON RESIDENTIAL LOTS ~EREAS, SB1960 (Chapter 1142, Statutues of 1980) stipulates that a city shall not porhibit mobile homes on lots zoned for single family dwellings; and WHEREAS, the subject legislation does specify certification of mobile homes and foundation systems and allows the city to apply development and architectural standards to mobile homes which are also applied to conventional construction; and WHEREAS, it is the City of Ukiah's intention to allow mobile homes and manufactured housing on individual lots within the City while maintaining com- patibility with existing development and insuring integrity of neighborhood characteristics and personalities; and WHERF~S, the city previously adopted Resolution No. 82-2 specifying the standards for materials; and ~F~ERFAS, it is not the intent to regulate' materials utilized in patio covers. NOW, THEREFORE BE IT RESOLVED THAT: 1. Resolution No. 82-2 is repealed; and 2. Mobile homes certified under the National Hobile Home Construction and Safety Standards Act of 1974 (42 U.S.C. Section 5401, et. se.) are allowed on individual residential parcels within the City of Ukiah subject to the regulations enumerated here: a) Foundation System. The mobile home shall be attached to a permanent foundation system approved by the City of Ukiah Building Official and designed and constructed pursuant to Section 18551 of the State Health and Safety Code. b) Utilities: Ail utilities to the mobile home shall be installed, -1- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 pursuant to City of Ukiah standard practices and policies. c) Permits: All applicable building, site development, and en- croachment permits associated with development of residential property shall be secured prior to any onsite construction, prior to any other requirements applicable to conventional single family dwellings: d) Roofing material: The material of the roof of any building constructed on a residential parcel shall be wood, asphalt or composition shingles, tile or tar and gravel. e) Siding material: The material of the exterior siding of any building constructed on a residential parcel shall be wood, brick, rock, stucco or glass. f) Eaves: The minimum eave overhang for any building constructed on a residential lot shall lot shall be two feet. g) Materials not listed in (d) and (e) may be utilized if approved by the City of Ukiah Planning Commission after consideration of the material as an agenda item at a regularly scheduled meeting. h) Patio covers are not subject to this resolution.
