RESOLUTION OF THE CITY COL.NCIL OF T~ CITY
OF UKIAH ADOPTING GENERAL PLAN AMENDMFJfF
1982-C
I~{EREAS, the Planning Commission conducted public hearings on
October 13 and 27, 1982 at which time the Land Use Changes, Noise,Element,
and Figure 3, Tables I, II, and 'III, comprising the General Plan
Amendment 1982-C, were considered and recommended for approval to the
City Council, and
WHEREAS, the City Council has held a public hearing on November 17,
1982 and found the Land Use Changes to be consistent with. the goals,
policies and objectives of the General Plan, and
~RFAS, the Noise Element was reviewed and determination made
of the appropriate standards for utilization with the City's Noise
Ordinance, and
~[EREAS, on December 1, 1982 a Negative Declaration of Environmental
Impact for the proposed land use changes in General Plan Amendment
1982-C was found adequate and complete.
NOW T}~REFORE BE IT RESOLVED that the City Council of the City
of Ukiah adopts General Plan Amendment 1982-C: a) making the following
changes to the General Plan Land Use Map:
Drive-In Theater Property: changed from Medium High Density Residential_
to High Density Residential;
Waugh and Gobbi: changed from Industrial to Con~nercial;
Orchard Avenue West: retained as },4edium Low Density Residential;
North Oak, Henry to Gibson Street: retained as Office-Commercial;
b) Page 64 of the Noise Element is modified to read as shown on
Exhibit A attached; c) Figure 3, Tables I, II, and III are modified as

The Parnum Paving Company is an asphalt batch plant operating during the

Residences are located near enough to the plant such that noises from the
plant dominates the noise environment, but no homes are within the 60 Ldn

The Ford Gravel Company is a concreate batch plant operation, located on
Talmage Highway near the Russian River. The major noise sources are
Redimix trucks and the screens and associated shakers used to size
aggregate. The trucks are by far the noisiest pieces of equipment on site,
generating up to 86 dBA at a distance of 50 feet. As this is a daytime
operation, the Ldn at the location would be about 50 dB, and the 60 Ldn
would be located within 200 feet of the plant.
NOISE STANDARDS
Standards for exterior noise limits are proposed as a guide to land use
planning by many agencies including the U.S. Environomental Protection
Agency (EPA). The rationale for the standards is that private residential
uses are more sensitive than public, commercial and industrial uses and
therefore more stringent noise standards are justified to protect homes.

* "Rural Suburban" figures are to be utilized in the implementation of the
City of Ukiah's Noise Ordinance. Where a noise problem exists between two
different zones for adjacent properties, the more stringent standards will
apply.

The projected population for the Ukiah planning area, if the area is developed at its proposed
densities, will be up to 50,000 as indicated in Table I. The planning area presently has a
population of approximately 23,000.
