CITY COUNCIL CANDIDATE APPLICATIONS
The applications for the vacant City Council seat which were submitted by the deadline are
attached for your review. Each applicant was given an interview time based on when they
returned the application to the City Clerk. The interviews will be held in the City Council
Chambers as the Planning Commission only had one item and they agreed to meet in
another room. Aisc enclosed are some questions you may choose to use along with your
own selected questions.
Dinner will be ready at 5:00 p.m. in the City Council Conference Room at the back of the
Chambers. Interviews will begin at 5:15 p.m., allowing 20 - 25 minutes per interview.
Upon completion of the interviews, we have placed on the agenda the appointment process
to fill one vacancy on the City Council. After a successful nomination occurs, the next order
of business will be for the City Clerk to swear in the new Councilmember. Aisc attached, is a
resolution making the appointment to fill the unexpired Council term of Kristy Kelly.
Nomination Process
The nomination process is at the Council's discretion. In the past, the Mayor has begun the
nomination process, and if that nominee is not selected, the choice for nomination would
then pass on to the next senior Councilmember. This process continues until a candidate
receives a majority of the votes.

The City is a member of the MSWMA JPA which is currently working on a joint
transfer station for all of the County's solid waste. Please describe the issues of solid
waste for this County and tell us your views on a consolidated transfer station.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
MAKING APPOINTMENT TO FILL THE UNEXPIRED COUNCIL
TERM OF KRISTY KELLY
WHEREAS, Councilmember Kristy Kelly was elected to a four year term as City
Councilmember on November 5, 1996; and
WHEREAS, Kristy Kelly submitted her resignation effective April 12, 1999, creating a
Council vacancy whose term expires in November 2000; and
WHEREAS, on May 12, 1999 the City Council interviewed the candidates who applied
for this vacancy.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Ukiah does
hereby appoint to fill the unexpired term of Councilmember Kristy Kelly,
which expires in November 2000.

EXHIBIT A
AGREEMENT BETVVEEN THE CITY OF UKIAH AND
MENDOCINO COUNTY FOR ELECTION SERVICES
WHEREAS, the an Election has been set for November 2, 1999, and the City Council of
the City of Ukiah desires that the County Clerk shall conduct the election of November 2, 1999
for filling one City Council seat as submitted to the Board of Supervisors with request for
consolidation at least 88 days before the election.
NOW, THEREFORE, the City of Ukiah and County of Mendocino agree as follows:
1. The County Clerk shall provide the following services in connection with conducting the
November 2, 1999 Municipal Election, on the City's behalf:
a. Establish precinct boundaries to coincide with Statewide Election;
b. Designate polling places and appoint election officers;
c. Notify election officers of their appointment and instruct inspectors concerning their
duties;
d. Appoint and pay election officers;
e. Arrange for the availability of polling places, all supplies necessary for casting ballots,
and setting up voting booths;
f. Publish lists of precincts, election officers, polling places and hours polls will be open;
g. Verify signatures appearing on candidates nomination papers;
h. Provide sample ballots to each voter;
I. Receive absent voter applications, accept absent voter ballot returns, retain custody of
absent voter ballot, and count absent voter ballots; and
j. Provide Certificate of county Clerk as to result of the Canvass, for approval by the City
Council.
The City Clerk of the City of Ukiah shall be responsible for:
a. All functions of the City Clerk relative to arguments concerning City measures as set
forth in Elections Code [}9200, et seq., including filing and accepting notices required;
b. Publication of the Notice of Election;
c. Publication of Candidates as required by law;
d. Distribution and receipt of nomination papers;
e. Receipt of Candidate's Statement; and
f. Receipt of campaign statements and disclosure statements as required by law.
3. In consideration of the services rendered by the county Clerk and described herein, the city
of Ukiah agrees to pay the actual direct costs reasonably attributed to the City's Special
Municipal Election, and a ten percent (10%) charge for association overhead based upon
a detailed invoice prepared by the County Clerk and presented to the City for payment.
4. Payment for services due under this agreement shall be made after billing is submitted by
the County of Mendocino.

has a policy of citing, rather than arresting, first time misdemeanor offenders.

1. I am applying to serve on the Ukiah City Council because I want to continue to serve the
community. This appointment would give me the opportunity to bring my commitment and
involvement to a higher level. My main goal is to help contribute positively to the City where I
was born and raised.
2a. The specific experiences that I believe have prepared me to serve on the City Council
include the following:
· Member of the Ukiah Planning Commission
· Past Board Member of the Ukiah Main Street Program
· Board Member of the Ford Street Project
· Board Member of Mendocino County ReLeaf- Shade Brigade
· Member of the City's Bicycle Advisory Committee
· Master's Degree in Political Science with an emphasis on Urban and Regional Planning
· Co-owner of a small business in the city
· Parents own and operate a business in the community
Most of my life and professional experiences since college have focused on government, policy,
land use planning and community work.
b. The unique talents, skills and perspectives I believe I can bring as an individual to the City is
my sharp focus and commitment to GETTING THINGS DONE. Also, I believe I am easy to
work with and listen to the opinions of others. I am constantly trying to learn more from others,
and am tenacious in solving problems for the good of the community.
3. It means that the Board sets policy for the City. It means that the Board has an extremely
high responsibility to do what is best for the community in the long term.
4a. The most pressing economic problems of the city are good paying jobs, adequate training for
jobs, and the health of the businesses in the downtown core of Ukiah. Specific things I would
do to solve them is to encourage the City to work with the Chamber of Commerce, Main Street,
the business community MPIC, the West Company, Madeline Holtkamp, and others to work
collaboratively to make existing businesses more competitive and successful, implement a
program of recruiting for some outside businesses, and ensure that the community takes
advantage of all training possibilities for re-training and training potential workers.
b. The most pressing social problems facing City residents are drug and alcohol abuse (a recent
survey shows that 50% of those in the County feel negatively affected by drugs and/or alcohol),
mental health issues, a breakdown of the family unit, domestic violence, and youth problems.
What I would do to help solve these problems is to be a voice on the Council that makes sure that
these issues are taken into consideration when decisions are made.
5. The methods I would promote in reducing City spending would be common sense ones. I
would have to be familiar with the budgets in order to give specific examples. The City should
ensure that all personnel are being used to their highest potential. I support collaboration with
community groups to perform tasks that the City may not be able to afford, I support a grant
writer who would be able to identify and apply for State and Federal funding that is available.
6. A "team approach" in City government is essential for a cohesive group of elected
representatives. When working within a group there needs to be some acknowledgement of
others' opinions and views even when one does not agree with other members. It is important
that representatives be civil to one another and respect each others' opinions. I would do my best
to listen not only to other council members but more importantly, to the community and then
decide what I thought was best for the entire community.
7. I would approach a research question I might have as a council member by speaking to other
council members to gather any information they may have and speak to the Department head of
the particular office responsible for that issue area. I would gather as much information as
possible including consulting with community members who may have a particular expertise on
the subject. If I thought action should be taken I would take the information back to the Council
for discussion and then would propose a particular action if necessary.
8. If I received a citizen complaint about a "rude" city employee, I would listen to the citizen,
write down their complaint, and would further the information to the City Manager.
b. If a citizen called to complain about City Hall in a negative way, I would keep my cool, listen
to the citizen, and try to diffuse the negativity of the situation.
9. Must provide: police protection, fire/ambulance, land use planning, planning for growth,
business development, parks, street maintenance, coordinating with County, State advocacy.

10. If I needed more information from the Finance Department I would either speak to the
Department Head for more information or the City Manager's office.
11. I think the County Jail booking fees are a tremendous financial strain on small cities. I
would do all I could to advocate at the State level for a change in this policy. I would be
interested in knowing the types of misdemeanor offenses and determine if any were considered
to be a threat to the community. If so, I would look into where to get the money to ensure that
these people are taken off of the street.
12. I think that working with our local non-profit community organizations is very important. I
think the City should work collaboratively with these agencies and determine where City
services could be diminished or increased. It depends on the services, and the organization. In
general I support community experts doing what they are best at and leaving the City to do what
it is best it. Working together is the key to determine the right balance for the City.
13. The City Council's role in promoting business should be to work with the Chamber of
Commerce and other groups to form a working plan and then determine what tasks is appropriate
for the Council.
c. I would want the City to address this opportunity carefully. It depends on where the business
wanted to locate, (if they were to locate in an existing commercially-zoned space there would be
no decision to make) if zoning changes would be required, the impacts the retailer would have on
existing businesses, the wages they would pay their employees, and what kind of commitment
the business would have to the community.
I would want to be involved as a decision maker if the City had plans to offer inducements for
the business to locate in Ukiah. I would want as much information as possible in order to case a
responsible vote.
14. I would evaluate the effectiveness of the City Manager and department heads by how
effective they are in their jobs, whether or not they are meeting the goals of the City, and how
they handle problems. I would also want the written guidelines by which the City evaluates
those employees.
15. Representative government would mean to me as a City Council Member that I would
represent the community in all that I would do in my official capacity and would need to listen
and be responsive to the community's needs and wishes. I would be a voice for the citizens.
16. The Council committees I would be most interested in serving include those associated with
parks and land use. (I do not have a list of these committees presently.) The special skills I
would bring to these committee assignments are those I have fostered serving on the Planning
Commission and the community work I have been involved in over the past 2 ½ years in Ukiah.

In a budget session, the Finance Department has just made a report on allocations
of administrative costs. What process would you use to decide if you need more
information about the figures?
Because of the County Jail booking fees, the Ukiah Police Department currently
has a policy of citing, rather than arresting, first time misdemeanor offenders.
Discuss your thoughts on this policy.
The City has established a number of working relationships with our local
community-based, non-profit organizations in such areas as purchasing, economic
development, Iow to moderate income housing, grant writing, etc. How far do you

1. For some time I have been concerned about a few issues facing the City and felt that I
may be able to take an active part in the resolutions to these concerns.
2.a~ I have outlined most of my life experiences in the resume that accompanies this
application. I believe that all of my personal and professional activities have prepared me
to serve on the City Council.
b. I have served on many boards where I have had to be willing to both take a
leadership role and be willing to compromise on issues. My ability to review all
facets of an issue and listen to opposing positions on issues is, I believe, a unique
talent that I possess.
3. A policy Board is a body that reviews all aspects of an issue or situation and
determines the policy for dealing with or remediating the issue. This policy is
intended to provide the staff with the direction they are to pursue relative to the issue
or situation.
4a. I believe that the most pressing economic problem of the City is to generate enough
revenues to carry out the functions of the city. The solution is found in the development
of businesses that generate more sales tax for the city but not increasing the percentage of
sales tax charged.
This question is to complex to be more specific on without more knowledge of all the
current issues facing the city.
b. I believe the most pressing social problems faced by city residents are homelessness,
youth gangs and services to the elderly and the mentally ill.
These are very complex and involved problems which will take a wide variety of
community groups to work on. I see the role of City Council members as on of
participating as a catalyst and involving the city in the development of services and
solutions to deal with them in a positive manner.
5.The reduction of city spending would require an evaluation of all the activities of all the
various departments and prioritization of those activities and looking at eliminating low
priority activities if in fact reductions are necessary.
6. I think that the term "team approach" applied to the city council implies that all council
members would work together and compromise where necessary in order to achieve a
goal that is best suited for all the citizens of the city.

I believe that it is appropriate for a council member to ask the City Manager to
indicate whom the most appropriate staff member to ask a question of relative to a
question that I might have. I would then expect to be able to go directly to that
person and present my question. If there were research to be performed I would
assume that if the staff person were a department head that they might delegate the
research activity to someone in the department. As to informing the public of my
efforts I believe that there is an appropriate time on the council agenda to report
activities if the item being questioned is not an agenda a item. It is possible that I
may feel the need to report some activities to the press.
8a. I would hear the citizen out, getting as many particulars as I could. I would tell the
citizen that I would pass the information on to the City Manager and the appropriate
department head with recommendations that a more positive manner be used in the
future.
b. I would make an effort to see what the specific complaint is about and then deal with
in the same as described in a.

I believe that the city should be involved, to some degree, in all the activities listed. I
have listed the priorities as I see them on the application form.
10. Compare, if the figures are available, last year's budget figures and the current year's
budget figures to the actual expenditures for the same periods. If there seemed to be
little correlation with the figures, I would ask for a break down of the administration
costs.
11. With out further information regarding the types of misdeamors being cited I fmd it
hard to discuss. My thoughts at this time are that if the booking fees are excessive,
then the citation process might be the best approach.
12. I don't know all the particular's regarding the relationships with the community
based non-profits but since I am the administrator of a non-profit, I feel that the cities
involvement should be limited to consultation and the distribution of an Community
Development funds that do not come from the general fund.
13a. The City Council's role in promoting business is to set policy for the city staff
involvement and to participate when appropriate in the promotion plan that is developed
as appropriate.
b.
The City's role should be to develop an overall plan to outline the staff involvement
and to identify any funds available for this type of activity. Within the limits of this
plan, the staff, and Council members, should develop a relationship with any other
group that is involved in promoting business in the Ukiah are.
The City should evaluate the needs of the retailer and the process involved, and make
the process a positive, user friendly process, providing assistance as needed. As a
Councilmember I would be interested in assisting the retailer to establish contacts
with other business members of the community in an attempt to facilitate the process.
I.e.: Greater Ukiah Chamber of Commerce, banking institutions, real estate agencies,
etc.

To answer this question appropriately would take a whole paper. There should be an
established procedure and a committee process. I would want to follow an
established process rather than create a new one. My past work experience has
included the supervision of several staff people as department heads who have a staff
of people under them that provide the direct service. This has included developing
job descriptions, evaluating performance as well as recruitment and hiring.
Leadership qualities are very important and include the ability to mediate and pursue
compromises. There are a variety of"red flags" that need to be watched for, one
significant one is staff moral.
IfI had concerns I would first express them to other members of the Council
including the Mayor, then to the City Manager. I would not involved the public
unless there was an extreme case of mismanagement or inappropriate behavior and a
community solution needed to be developed.
15. In a representative government a City Council member is supposed to represent at
least a portion (hopefully 20%) of the population of the city in the operation of the
city and the issues coming before the City Council.
16. At the present time I am not aware of all the committees of the City Council,
therefore I am not prepared to identify those that I might be the most interest in. The
skills that I believe that I would bring to any committee are: communication skills
including the ability to listen to all sides of an issue: the ability to compromise but to
select the compromise that would benefit the most citizens of the community.

I am compelled to offer my apologies regarding my efforts to respond to this
questionaire. Last Thursday, a very dear and close friend passed away, leaving
behind his wife and two young children. This has been a very difficult week for my
wife and i as we were compelled to devote most of our time and all of our emotional
energy to helping the famiiy through their ordeal.
Suffice it to say that it has been most difficult to give the time, energy, and
enthusiasm to this application that I would normally expect from myself. It is not
my best work: but given the time constraints, it will have to do. Please don't
construe this as a lack of interest or commitment on my part nor as a request for
any special consideration. '

1. ! think my reasons for seeking a seat on the City Council and my
experience are evident in the attached material.
2a. Refer to response #1.
2b. I am a problem solver, a compulsive thinker, good listener, and I am
challenged by tough questions. I enjoy a diversity of opinion and strive
toward building consensus and cooperation I do my homework and come
prepared. '
3. Day to day operations of City government and delivery of services are the
responsibility of the City Manager and their staff. The role of the Council is to
create legislative and budgetary policy and goals which provide clear direction for
city staff, commissions, and committees.
4a. How can we make the most of our local resources and retain a sound
resource-based, producer economy? I would discourage the export of raw
materials in favor of developing activities which process and manufacture
those raw materials into marketable products.
4b Substance abuse, poverty, and social dysfunction. An individual faced
wi~h any of these problems must make their own choice to change and grow.
Society can only provide the resources and support to assist in that
process.
5. I think "across the board" budget cuts are a political cop-out. When
reduced revenues require cutbacks in discretionary spending, we have to
bite the bullet and make the tough decisions which will be the least
impactful to the short and long term needs of the City. We also need to let
the public know the true cost of the services they receive.
6. I think my tenure on the Planning Commission best exemplifies my attitude
and understanding of teamwork. I come prepared and ready to participate
and I expect the same from my fellow commissioners, the staff, and the
attending members of the public. The assumption is we don't go home until
we reach a decision. This process requires us to listen, understand, and
accomodate each other's ideas, desires, and concerns. The focus is always
on building a consensus.

8b. Citizens must have their say and we must listen.
9. Public Safety, infrastructure, and land use regulation are primary
responsibilities of local government. The other Items listed could be
prioritized very differently at various times and are more often than not
subject to specific funding sources, citizen support and involvement, and
other factors which would influence what really gets accomplished, more
than our notion of priorities.
10. If any given allocation does not appear to reflect the appropriate amount of
time necessary to oversee the function, I would want an explanation.
11. As long as some discretion is allowed for situations where the public
safety may be compromised, I have no problem.
12. As long as these programs can demonstrate the need and can show
defineable tangible results, I would be inclined to support them.
13. Businesses are owned and operated by people. I want businesses and people
who are interested in living here and being part of the community. I
think the most important thing we can do is to make and keep Ukiah a
great place to live.
I3c. I would want to know if these jobs are going to be filled by unemployed
locals, people relocating from other areas, or filled by people from
other local retailers who would experience reductions in sales. What
kind of wages and benefits can we expect? Are these increased sales
taxes going to offset additional public service needs and other impacts
to infrastructure, etc? Will we be filling an empty building or adding
commercial space? Will the project require any changes in land use
designation or zoning? The right answers could get my support.
14. Performance, adherence to budget goals, employee morale, and public
feec~back. Any deficiencies in these areas could be construed as
"red flags". I would expect professionalism, character, honesty, good
people skills, a team attitude, and an openness and abiltiy to relate
to the public. Any concerns I might have I would take up with the City
Manager, another Councilmember, or the Council as a whole, depending on
the situation. I assume it would be necessary to do this in a closed
session in many, if not most, situations.
15. As a City Councilmember, ! would strive to represent the interests of
the whole community as best I can.
16. I have a strong interest, experience, and knowledge in transportation,
infrastructure, and land use issues. I am also interested in
police-community relations, siting and developing recreation facilities
for kids, downtown beautification, and improved pedestrian and bicycle
facilities. I would also like to move forward on reaching agreements
with the County and special districts on revenue-sharing agreements and
perhaps explore some of the more logical annexation possibilities.

I am a 25 year resident of this valley, married with 2
grown children, and operate a small woodworking business. I
believe strongly in the peace, preservation, and integrity of
our neighborhoods. I see Ukiah as a collection of residential
and commercial neighborhoods which blend together to form our
community. The health and well-being of the community is
reflected and dependant on the health and well-being of all
our neighborhoods.
I have tried to keep this belief foremost in my contri-
butions to the cOmmunity as a decision maker and problem
solver; first in my own neighborhood and for the last 3½
years on the Ukiah City Planning Commission. I have been
deeply involved in a number of projects including the Ukiah
Valley General Plan, the Railroad Depot Steering Committee,

the Living Communities Conferences, and the first Ukiah Citizens'
Police Academy. I am familiar with how city government
functions having attended a majority of the City Council meetings
over the past 5 years, and have missed only one Planning

I BELIEVE THE CITY OF UKIAH IS ON THE VERGE OF A WHOLE NEW ERA IN
LAND-USE PLANNING BEGINNING WITH THE ADOPTION OF A NEW GENERAL PLAN
WHICH WILL PROVIDE A COMMON DIRECTION FOR MANAGING THE GROWTH AND FORM
OF OUR COMMUNITY. A CRUCIAL.STEP IN THIS PROCESS LIES IN THE CREATION
OF IMPLEMENTATION MEASURES WHICH WILL PROVIDE SPECIFIC GUIDELINES FOR
THE DEVELOPMENT AND PRESERVATION OF OUR COMMUNITY. I WOULD LIKE TO TAKE
AN ACTIVE PART IN THAT PROCESS. THE IDEA OF WORKING TOGETHER WITH A
DIVERSE GROUP OF PEOPLE AND IDEAS TO MEET A RICH ASSORTMENT OF NEEDS AND ·

DURING THE PAST YEAR, I HAVE BEEN DEEPLY INVOLVED IN A NUMBER OF
PLANNING AND LAND-USE ISSUES AFFECTING THE NEIGHBORHOOD IN WHICH I LIVE.
THROUGH THE EVOLUTION OF THAT PROCESS I HAVE COME TO THE REALIZATION
THAT MOST OF THOSE ISSUES (AND CERTAINLY THE WAYS IN WHICH THEY ARE
RESOLVED) TRANSCEND MY NEIGHBORHOOD CONCERNS AND APPLY TO THE COMMUNITY
AT LARGE.
I HAVE LEARNED ALOT ABOUT LAND-USE PLANNING BEGINNING WITH A "'CRASH
COARSE" IN TRAFFIC ENGINEERING STUDIES AND MANAGEMENT TECHNIQUES. I
FOUND THAT THERE ARE MANY CHANGES DEVELOPING IN THIS FIELD. I HAVE'
FOSTERED A GOOD WORKING RELATIONSHIP WITH THE PUBLIC WORKS, PLANNING,
AND PUBLIC SAFETY STAFF AND AM EXCITED TO SEE A BROADENING PERSPECTIVE
OF TRAFFIC ENGINEERING AND ITS RELATIONSHIP TO COMMUNITY EVOLVE. AN
EXAMPLE OF THIS INVOLVEMENT IS MYAUTHORSHIP OF AN AMENDMENT TO THE
PROPOSED NEW GENERAL PLAN WHICH WOULD PROVIDE FOR A PROGRAM OF CITIZEN
INITIATED TRAFFIC MANAGEMENT PLANNING AND IMPLEMENTATION IN. SENSITIVE
RESIDENTIAL AREAS. AS YOU KNOW, A PILOT PROGRAM IS ALREADY UNDERWAY IN
THE WAGENSELLER'S ADDITION NEIGHBORHOOD. ONE IMPORTANT LESSON FOR ME IN
ALL THIS WAS THAT TRAFFIC ENGINEERING CANNOT BE DONE IN A VACUUM. OUR
STREETS ARE A BIG PART OF THE PUBLIC SPACE AND MUST BE DESIGNED AND
USED TO REFLECT MANY NEEDS OF THE COMMUNITY IN ADDITION TO MOVING
TRAFFIC. TO PROVIDE A PROPER CONTEXT FOR THIS WORK, IT WAS NECESSARY
FOR ME TO LEARN MORE ABOUT COMMUNITY DESIGN, LAND-USE PLANNING, SOCIAL
DEMOGRAPHICS, ENVIORNMENTAL CONCERNS, ARCHITECTURE, HISTORICAL
PRESERVATION, AND PUBLIC TRANSPORTATION ISSUES. I FEEL THAT I HAVE
GAINED A SENSE OF WHAT IT TAKES TO PRESERVE THE SMALL-TOWN CHARACTER OF
UKIAH AS WE CONTINUE TO GROW INTO THE MODERN WORLD.
I HAVE HAD THE OPPORTUNITY TO DISCUSS MANY OF THESE ISSUES AND IDEAS
WITH CITY STAFF AND SOME OF THE COMMISSIONERS. I AM ALSO FAMILIAR WITH
THE AIR QUALITY MANAGEMENT DISTRICT'S CONCERNS OVER LAND-USE ISSUES AND
SOME OF THE SOLUTIONS THEY ARE WORKING ON. I HAVE ATTENDED MEETINGS OF
THE GROWTH MANAGEMENT STEERING COMMITTEE, THE DEMOLITION REVIEW
COMMITTEE, THE DESIGN REVIEW COMMITTEE , THE TRAFFIC & ENGINEERING
COMMISSION, NUMEROUS CITY COUNCIL MEETINGS, AND A MAJORITY OF THE

SOONER WE CAN CLARIFY THE STANDARDS BY WHICH QUALITY DEVELOPMENT CAN
OCCUR, THE AREAS IN WHICH IT WILL BE APPROPRIATE AND BEN1~FICIAL, AND THE
TYPES OF DEVELOPMENT WE WOULD INCOURAGE; THE MORE LIKELY WE ARE TO SEE A

COMMUNITY. WE MUST BE ABLE TO LOOK AT EVERY NEW PROJECT FOR ITS
POTENTIAL CONTRIBUTION TO THE CHARACTER AND ECONOMIC STABILITY OF OUR
COMMUNITY. I GUESS THE MOST IMPORTANT ISSUE WE FACE IS HOW WE WILL
EDUCATE OURSELVES AND OUR COMMUNITY TO THE MOST PROMISING IDEAS
AVAILABLE IN COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT WHICH WOULD
ALLOW US TO RETAIN OUR SMALL-TOWN CHARACTER AND STILL PURSUE ECONOMIC
INTERESTS.

AS A PLANNING COMMISSIONER, I WOULD FIRST WANT TO CONTINUE MY OWN
EDUCATION IN LAND-USE ISSUES. THE GENERAL PLAN PROCESS PROVIDES A
UNIQUE OPPORTUNITY FOR THIS. I WOULD LIKE TO SEE THE CITY FOSTER A
PROACTIVE EDUCATIONAL ENVIRONMENT FOR PLANNERS, DEVELOPERS, ARCHITECTS,
ENGINEERS, CIVIC GROUPS, NEIGHBORHOOD ORGANIZATIONS, AND CITIZENS AT
LARGE TO FIND THE INFORMATION OR RESOURCES THEY NEED TO DETERMINE IF
THEIR IDEAS OR PLANS HAVE A PLACE IN THE. COMMUNITY. MUCH OF THIS COULD
BE ACCOMPLISHED BY SHARING INFORMATION THAT ALREADY EXISTS THROUGH
WORKSHOPS OR SEMINARS. I BELIEVE WE-HAVE A RESPONSIBILITY TO INFORM THE
COMMUNITY OF THE ISSUES WE WILL BE ADDRESSING AND THE SIGNIFICANCE IT
HOLDS FOR THEIR FOTURE.

I AM A PROPONENT OF MIXED USE DEVELOPMENT AND OUALITY PROJECTS. I AM
LESS CONCERNED WITH THE SPECIFIC NATURE OF A PROJECT THAN ITS POTENTIAL
TO PROVIDE A DIVERSITY OF SERVICES, PRODUCTS, JOB OPPORTUNITIES,
HOUSING, OR CULTURAL/RECREATIONAL OPPORTUNITIES TO A GIVEN AREA. I WANT
TO SEE DESIGNS WHICH MINIMIZE THE NEED TO IMPACT OUR INFRASTRUCTURE AND
ENVIORNMENT RATHER THAN BUY OUTS OF THOSE RESPONSIBILITIES THROUGH
IMPACT FEES. I PREFER TO SEE INCENTIVES TO DEVELOP VACANT OR
UNDERUTILIZED AREAS WITHIN THE URBAN CORE THAT ARE COMPETITIVE WITH
PROPOSALS TO DEVELOP CHEAPER LAND ON THE OUTSKIRTS OF THE URBAN AREA
WHERE THE TRUE COSTS CAN BE DEFERED INTO THE FUTURE. I WANT TO SEE
WALKABLE NEIGHBORHOODS IN CLOSE PROXIMITY OR EVEN MIXED INTO WALKABLE
COMMERCIAL CENTERS. I WANT TO SEE DENSITIES WHICH WILL SUPPORT TRANSIT
AND TRANSIT WHICH WILL BE ATTRACTIVE. I WANT TO ENCOURAGE PROPERTY
OWNERS AND DEVELOPERS TO POOL THEIR RESOURCES AND DEVELOP PLANS WHICH
CAN PROVIDE A MORE COMPREHENSIVE VIEW OF AN AREA'S FUTURE. THESE ARE
SOME OF THE CRITERIA UPON WHICH I WOULD EVALUATE ANY TYPE OF PROPOSAL.
QUESTION # 15.
I DO NOT SEE THE PLANNING REVIEW PROCESS AS BEING A PROBLEM SO MUCH AS
THE ATTITUDES OF THE PARTICIPANTS. I THINK'MANYPEOPLE EXPECT THE STAFF
AND COMMISSION TO CREATE DIFFICULTIES FOR THEM. THIS HAS IN FACT
HAPPENED MORE THAN IT SHOULD. THINGS APPEAR TO BE IMPROVING WITH THE
NEW STAFF REQUIRING MORE INFORMATION UP FRONT FROM APPLICANTS, MAKING
.THE CITY'S EXPECTATIONS CLEARER, AND PROVIDING MUCH HIGHER QUALITY STAFF
REPORTS FOR THE COMMISSION TO REVIEW. QUALITY INFORMATION MAKES THE
REVIEW PROCESS MUCH LESS DIFFICULT FOR EVERYONE AND WILL OVER TIME
IMPROVE THE PUBLIC PERCEPTION OF THE PLANNING COMMISSION.

MUCH OF WHAT l~;I ENVISION AS "IDEAL" IS EITHER ALREADY HERE, OR ON
THE WAY. THERE IS CERTAINLY ROOM FOR IMPROVEMENT AND PROBLEMS TO BE

5.07 Neighborhood Traffic Management
5.07.01 Summary of major findings
A t the core of any community's health and well-being is its residential neighborhoods. Ukiah has
a vested interest in preserving the small town character and integrity of its neighborhoods.
As traffic volumes continue to increase in response to area-wide development, improvements
to major arterial and collector streets have not kept pace causing increasing volumes of traffic to diffuse
into residential areas.
A residential street's function includes not only its place in the transportation system but its role as
part of a community's living environment. Many of Ukiah's neighborhoods are at risk of losing their
intimacy and identity to excessive traffic impacts. It is imperative that the community act to preserve its
residential streets for all their intended functions. Different streets have different functions and need to be
designed accordingly. In this respect, blanket standards are inappropriate.
There is a need for flexibility in the design or modification of a street to meet the needs of its
residents while serving its fair share of the circulation and public safety needs of the community. In some
cases, traffic management may be considered a preferable means of enhancing Ukiah's character while
ensuring that transportation needs are met.

5.08 Future street and circulation patterns
5.08.01 Summary of major findings
The existing growth patterns in the Ukiah Valley have followed the main roads and created a pattem
in which relatively dense development (commercial uses) are accessible by only one road or one
main road with an inconvenient alternative access. To accommodate the future growth of the
Valley and improve circulation patterns, a series of new roads or road extensions will need to be
constructed over the life of the General Plan. The five-year Circulation and Transportation Element update
process discussed under Goal CT-4 in Section V.E. 1 will be used to assign development priority for new
roads. Priority will be based on traffic studies, changes in levels of service, and pattern of development.
Based on an analysis of current traffic patterns, the City's most critical needs are for an additional
north-south arterial road and at least one major east-west arterial road. North-south traffic within the City
travels primarily on State Street. Within the older residential areas, an additional north-south route exists

QUESTIONS FOR APP~TiON

1. I'm applying to serve on the Ukiah City Council because,
like you, I am concerned about Ukiah's future. I believe
that I can help shape that future in many positive ways.
2 a. I am fifty-seven years old, a graduate of Glendale
College and Wilshire School of Electrology. Over the past
thirty-seven years, I have worked at various jobs:
vocational nurse, secretary, full charge bookkeeper,
electrologist and homemaker. I have lived and worked in
Ukiah since 1972. I am married, and the proud mother of two
grown children.
2 b. I will bring fresh ideals and new energy to the
council.
3. The City Council is a policy board. This means that it is
a representative body that sets the general principles by
which the city government is guided in its management of
public affairs for the public good.
4 a. The City must economically tighten its belt in order to
adequately support all of its vital activities. Its most
pressing problem is the need for the strong support of city
services. The City must provide decent wages for its service
people.
4 b. One of the most pressing social problems we face in
Ukiah is the lack of civic nurturing of our children. I feel
we need to have more activities for involving the younger
people of our community in civic affairs. We must do more to
provide for their recreational and educational needs in this
area.
5. I would promote a volunteer work force of high school and
college students, retired citizens, service groups, and
other interested citizens who would be willing to work pro
bono to make Ukiah an outstanding example of people working
together to promote a better way of life. Such a program
would be one of the most effective ways to reduce City
spending across-the-board.
6. I think that the term "team approach" as it applies to
city government means that each member of the city
government sees himself or herself as a team player, one who
subordinates personal aspirations and works in a coordinated
effort with other members of a group, or team in striving
for a common goal.
7. I would approach/research a question that I might have as
a City Council Member by looking at what other city
governments have done to solve the same problem. Once I have
an overview of the various solutions that have been tested
by actual use, I would then try to see if Ukiah would
benefit by applying the same. If so, I would subsequently
submit the proposed solution to the problem to the council
for discussion and/or vote of approval.
8 a. I would get all the information about the incident from
the citizen. I would tell him that I will personally report
the complaint to the supervisor of the clerk at City Hall,
and that I will get back to the him just as soon as I have
had the chance to make sure that the supervisor has
discussed the incident with the clerk, and that the clerk
has not left any doubt as to whether or not he took the
criticism of his behavior in a constructive way.
8 b. I would thank him for his call for commend him for his
concern for better government. I would suggest to him that
the remedy for just about every problem we face under our
form of government is the exercise of the people to vote in
order to control that government. I would remind him that
voting is a right, a privilege, and a duty, and that it is
the way we decide issues, choose our leaders, and maintain
our representative democracy.

10. I would first look over past budgets that have been
approved to see if the Finance Department was still in the
ball park. If I find a great discrepancy I would approach
the Finance Department to explain why the difference, I feel
this should be included in their report.
11. I feel that this is a good policy for a first time
offender. By not booking on the first offense, it might
bring on a better relationship with the police department
and the public. Of course, the only other way would be to
lower the fee at the jail and all offenders could be booked.
12. I feel the city should establish a certain dollar
amount and not spend any more then that amount set aside for
the organizations.
13 a. The City Council should go out of its way to be
supportive in promoting business. It should establish and
maintain a vigorous proactive approach in this regard.
13 b. The City, led by a strong civic spirit, should follow
in the path of the City Council, as described above. The
City Council, however, will have to lead the way.
13 c. I would want the city to approach this as I stated in

and department heads by their works. The bottom line is
whether or not they are able to competently get on with the

Council member, I would be a representative of the people,
and I would have the responsibility of exercising the power
of the people to the best of my ability.
16. I think that I would do very well on the Planning
Committee since my family has always been involved with
building. I also would like to be on the Parks and
Recreation Committee and the Airport Committee.
