Introduction
The City of Ukiah Regional Airport is the largest airport between Santa Rosa and Eureka and also
the largest in Mendocino County, with approximately 90 based aircraft and 30,000 annual aircraft
operations. There are about 50 people employed at the airport that are directly connected with
aviation. The Airways and Facilities branch of the F.A.A. operates a maintenance facility to maintain
navigation aids in Mendocino, Lake and Sonoma counties. There are six fixed based operators
located on the field that offer a complete line of services including, aircraft sales and service,
maintenance, flight instruction, air taxi, and rentals.
Other users of the airport include major lumber companies, utility and courier services, wineries,
manufacturing firms, local and state government operations, media and air freight businesses. A full
line of emergency services is provided on the airport including: California Department of Forestry fire
fighting aircraft, helicopter and fixed wing air ambulance services. The Mendocino County Sheriff' s
Air Squadron and Civil Air Patrol also use the airport during search and rescue operations. The
United States military uses the airport for emergency and refueling operations as well as Drug
Enforcement Agency, and county sheriff's office drug enforcement activities.
Airport staff' provides tours to school groups throughout the year, and the airport has hosted
numerous air shows and flyins along with other community events. The Santa Rosa Airporter,
Mendocino Transit Authority, and Greyhound all provide passenger service from the airport premises,
making the Ukiah Regional Airport a ground transportation center as well as an aviation facility.

General aviation airports provide economic benefits to a community. A typical general aviation
airport with 100 based aircraft and no commercial service (airlines), saves time and reduces the travel
costs of those who use that airport over the next best transportation alternative. In dollar terms that
transportation benefit alone is estimated by the F.A.A. to be more than $1 million annually.3
Public-use airports allow the business community in the region and the state to participate in local,
national, and intemational markets. Public and private funds invested in the airports annually produce
economic returns which far exceed the amounts spent to operate and maintain those facilities.~ In
addition, each dollar spent on construction at an airport generates an additional $2 in economic
activity.~
For every airport job, 2 to 3 new jobs are created in a visitor-related economy. In addition, airport
facilities attract new business and industry to the area as well as increasing tourism. Many companies
make a modern, all weather airport a priority requirement when seeking a site to locate their
business,s
Airports help to provide economic stability and growth, and add to the tax base that pays for schools,
roads, hospitals, etc. In California alone, general aviation airports contribute over $5.5 billion dollars
annually to the states economy, and employ almost 60,000 people 2, 4 The following pages give a
quick estimate of the economic impact that the Ukiah Regional Airport contributes to the community,
and shows that airports are not just for pilots, but benefit everyone. Even people who don't fly.

The economic impact of an airport is a measure of the benefits it provides TO THE
COMMUNITY. These benefits include the jobs, wages, and expenditures that take place at the
airport. They also include the effects of these expenditures in moving from hand to hand through the
community, enhancing economic activity far from the airport itself?
Economic benefits also include expenditures made by those transient passengers who use the
airport but spend their money at other locations. Savings in time and money that the existence of the
airport permits, represent another economic benefit that resides within the community.

etc. The value of direct impact is the sum of all payroll, capital expenditures, operating and
maintenance cost, taxes and fees incurred by every provider of services.
Indirect Impact
Indirect impact is associated with the users of airport services. These include both corporate
and public users, government agencies, and aviation and non-aviation businesses. The value of this
impact is the sum of the fees and charges paid, time and cost savings, and expense related to food
lodging, ground transportation and similar outlays.
Induced Impact
Induced impact is often called the "multiplier effect". It gets this name because a dollar once
spent, does not disappear but continues to move through the local economy until it is eventually
exported from the community.

LESLIE SHOEMAKER DUE TO LATE FILING
The claim from Thomas Brigham on hehalf of Richard M. and Leslie G. Shoemaker was
received by the City of Ukiah on December 7, 1999 and alleges damages related to breach of May
1996 contract regarding property at 825 North State Street.
Pursuant to City policy, it is recommended the City Council reject the claim as it was not
filed within the time required by Government Code Section 911.2.
RECOMMENDED ACTION:

To the City Council of the City of Ukiah and City Manager, Candace Horsley:
You are hereby notified that Richard M. Shoemaker and Leslie G. Shoemaker, whose
address is 825 N. State Street, Ukiah, CA 95482, claim damages from the City of Ukiah in an
amount in excess of $10,000.
This claim is based upon the City's breach of that certain Agreement for Acquisition of
Easement and Compensation for Severance Damages executed in May of 1996 between
Claimants and the City. Under that agreement, the City was obligated to complete certain
improvements as further compensation to claimants for the grant of an easement and severance
damages. The City has not constructed those improvements within a reasonable time, which has
nm within the past year, and now asserts that it has no obligation to construct them.
As a result of the City's breach, claimants have lost the use and value of the
improvements the City agreed to construct and the market value of claimants' property has been
adversely affected.
Jurisdiction over this claim woudl rest in Superior Court (General).

COMMISSION
On November 22, 1999, a notice was distributed to the Ukiah Daily Journal and other media in the
area, which announced an opening for a Ukiah resident on the Ukiah Airport Commission. This
vacancy occurred due to the resignation of Douglas Crane, who's term expires on June 30, 2001.
As of the December 27, 1999 deadline, a total of three applications were received. Attached for your
consideration are copies of applications for appointment to the Ukiah Airport Commission from
George Gibbs, James D. Mulheren, and Suzanne R. Pletcher.
Councilmember Baldwin is designated to make the first nomination to fill the vacancy on this
Commission.
RECOMMENDED ACTION: Adopt Resolution making appointment to the Airport Commission, to fill
the unexpired term of Doug Crane which expires on June 30, 2001.

APPLICATION FOR AIRPORT COMMISSION APPOINTMENT QUESTIONS
7. I am applying to serve on the Ukiah Airport Commission to positively shape the future of the
Ukiah Airport, an action I feel important as a resident of Ukiah and as a pilot.
8. I understand that the Airport Commission meets monthly to bring up and form opinions on
airport-related matters, and to assist the City Council with forming policy.
9. I believe that my skills as a project manager, my experience as an airport tenant, my expertise
in manufacturing and construction, my education in economics at UC Davis, and my perspective
as a pilot will be beneficial to discussions of airport issues, and will provide a strong base for
forming opinions regarding the future of the airport.
10. With many small airports under attack from land developers, the single most important
airport-related issue is keeping the airport open. I feel this can be accomplished by making sure
that the benefits of having a working airport are known to our fellow residents so that the airport
is supported by the public. Even if residents aren't primary users of the airport, they should
understand the benefits from the services of Cai-Star medivacs, FedEx shipments, increased
access to our community via the airport as a hub which promotes employment and reduces
highway congestion, CDF fire protection, etc. If our residents understand the numerous benefits
of the airport, developers will be much less likely to rally around negative externalities such as
noise to whip up support for redevelopment.
11. The City should always support any genuine flight-dependent airport uses while
discouraging other uses of the land which may conflict with the airport's primary reason for
existence: serving aircraft and related uses. The City should also be actively soliciting adjacent
land owners with offers to purchase land, thereby increasing the buffer around the runway
environment. The City may also wish to educate the public regarding the benefits of a thriving
airport through press releases, public participation programs, and information sessions.
12. The City should discourage any future housing development near the airport and should look
very closely at other types of development near the airport before approving.
13. I envision a prosperous community in Ukiah which has limited congestion and plenty of
services to support its residents, including our airport. I envision a place where three
transportation modes will continue to co-exist: roads, railroad, and air. A one dimensional access
to our area would soon show problems of congestion and depressed economics.

Why are you applying to serve on the City of Ukiah's Airport Commission?
Community service is a priority to me. The airport is a major asset to the
community, and should continue to be developed as such. I live near the airport
and can help the Commission balance development with the interests of City and
County homeowners whose quality of life and property values are affected by
increased airport traffic and noise. If the City Council wishes to expand the roster
of capable citizens who serve our community, then I would be an excellent
appointment to this Commission.

What is your understanding of the purpose, role and responsibility of the
Airport Commission?
The Commission's purpose, role and responsibility is to manage the airport as a
business--much as a board of directors manages a business. A good commission
will encourage the involvement of all interested parties, keep the customer
uppermost in mind, and develop long-term plans based upon facts.

How do you believe your own skills, experience, expertise and perspective
will be beneficial to the work of the Commission?
Key skills that recommend me to the Commission are fact gathering and analysis;
superb communication skills, both written and spoken; public relations and
business skills. I have developed two successful small businesses and served the
City and County of Boulder, Colorado, on various task forces and commissions,
most notably the Solid Waste Commission. That commission was charged with
developing a large-scale recycling processing plant in a highly charged political
climate pulled by special interests. I have won awards in public speaking and
community relations and served on the boards of Business and Professional
Women and Win/Win. As a relative newcomer to Ukiah (1.5 years), I offer a
fresh perspective seasoned with experience.

What do you believe is the single most important Airport related issue facing
our community? Why?
The single most important Airport issue is this: How can the Airport become a
streamlined, multi-purpose facility offering superior service, safety and aesthetics
in a location soon to be engulfed by a growing City of Ukiah? Ukiah's airport
serves government and business to an increasing degree, and in that regard is a

major asset to the community. The commission has and must continue to seek
public and private funding to develop this asset in line with the public interest.
In your opinion, what type of airport programs or development should the
City encourage?
Most importantly, the City should encourage airport programs and development
that attract clean business to Ukiah. We should plan for a commuter air service,
as eventually it will become feasible. We must upgrade service, safety and
aesthetics so that the airport remains an asset. Last but not least, we must include
the community in long-range planning that addresses noise and traffic concerns.
In your opinion, what type of Airport programming or Airport development
should the City discourage?
Because of its location adjacent to large tracts of retail businesses and residential
housing, the Airport should discourage aircraft which present excessive noise, air
pollution and flight safety concerns in a heavily populated, heavily used area.
What kind of community do you envision for Ukiah?
Having been active in Boulder, Colorado, government, my vision is a long shot
from where we are now. Like Boulder, Ukiah is blessed with natural beauty and
opportunities for a wide variety of outdoor activity. We are fortunate to have the
opportunity to direct our growth now to preserve and enhance those qualities,
which in turn will help us to attract clean businesses and a larger professional
working class. I want to be actively involved in that. Here's my long-term
vision: The valley bordering the Russian River will remain agricultural as
planned, while School Street will become an even more attractive outdoor
shopping/walking mall featuring more upscale shops and restaurants than
currently are offered. I envision a "blue line" limit to residential development in
the hills behind the City so that our backdrop remains beautiful and mudslides are
minimized. I envision strong business growth in agriculture, recreation and
technology, supported by an airport and commuter airline. I envision a network
of recreational and commuter bike/walking trails along the railroad and Russian
River north from Lake Mendocino to Hopland and west from Cow Mountain to
downtown. I envision a hiking trail along the ridge west of town. I envision the
City and County purchasing land for preservation through a small, taxpayer-
supported retail tax.

UKIAH, CA. - The City of Ukiah announces an opening on the City of Ukiah Airport
Commission. Any qualified individual who would like to make a difference in their
community and is interested in serving as a volunteer, may apply for this vacancy.
Individuals interested in serving on the Airport Commission must be a City of Ukiah
resident. The unexpired term of office of the current vacancy is June 30, 2001.
Applications may be obtained at the reception counter in the administration wing of the
Ukiah Civic Center, 300 Seminary Avenue, or by calling 463-6200 or 463-6217 and an
application will be mailed to you. The submittal deadline is 5:00 p.m. on December 27,
1999. The appointment will be made at the regular City Council meeting of January 5,
2000.

SUBJECT: CONSIDERATION OF FUNDING REQUEST FROM MARTIN LUTHER KING JR.
OBSERVANCE COMMITTEE
At the December 15, 1999 meeting, after receiving the Martin Luther King Jr. Day
proclamation, the Observance Committee requested $500 funding assistance from the City
Council. In response to specific questions from the Council, Lacretia Peoples, representing the
Committee, stated the celebration's budget is $3,000 and the function is not to be religious. A
copy of the most recent budget is attached.
The Committee had submitted an application for Community Based Organization funding in
September but it was not among those which received allocation. Therefore, the group is
returning to Council presenting a special request for funding. A general fund account sheet is
attached for Council's information.
RECOMMENDED ACTION:
Determine whether funds are available for allocation to the
Martin Luther King Jr. Day Observance.

AGENDA SUMMARY REPORT
SUBJECT: DISCUSSION OF UKIAH REGIONAL AIRPORT WORKSHOP ITEMS
In response to a request by the Airport Commission and at the direction of the City Council, the
several workshop topics have been placed on the agenda of the special joint meeting with the Ukiah
Airport Commission. With the purpose of facilitating further City Council and Airport Commission
discussion and direction, the discussion items are as follows:
1)
Discussion of Ukiah Airport Budget. Staff will present an overview of the current Fiscal Year
1999/2000 Airport budget and the history of revenues and expenditures at the airport over the
previous ten years.
2)
Discussion of Airport Development. During the past year several proposed development
projects, ranging from additional aircraft storage hangers to new fixed based operations, have
been presented and approved by the City Council and Airport Commission. Staff will present
an overview of the already approved developments, proposed developments and long term
planning for future development.
3)
Discussion of Noise Abatement Procedures. Staff and the Airport Commission have
developed several mitigation measures for the noise impacts of the airport. Staff will present
an overview of the proposed noise abatement plan.
4)
Discussion of Self Fueling. As part of the Fiscal Year 1999/2000 goals and objectives, staff
has begun preliminary research on alternative methods of fueling aircraft at the airport. Of
particular interest is the potential for providing self fueling. Staff will present the basic pro's
and cons of providing this method of service delivery.
At the joint meeting, the City Council, Airport Commission and staff will have the opportunity to obtain
additional information, discuss the issues, and develop a consensus for future staff direction while
gaining a deeper appreciation for each person's perspective concerning the airport.
RECOMMENDED ACTION: Discuss the workshop topics and direct staff accordingly.

remand to staff with direction
