The City has adopted Section 1094.6 of the California Code of Civil Procedure,which generaIlyIimits to ninety days (90)
the time within which the decision of the City Boards and Agencies may be judicially challenged.
The following items listed are considered routine and will be enacted bya single motion and roll call vote bythe City
Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event
the item will be considered atthe completion of all other items on the agenda.The motion bythe City Council on the
Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission

Recommended Action: Approve a budget amendment to complete the balance of
expenditures necessary to close out the National Oceanic and Atmospheric Administration

12.a. Discussion of Whether the City Should Authorize and Regulate Cannabis Special Events
within the City Limits.
Recommended Action: Provide direction to Staff as to whether cannabis special events should
be authorized in the City of Ukiah and, if so, where such events shall be located, and whether
sales and consumption of cannabis should be allowed at such events.

12-b- Consideration of a Financial Contribution and Corresponding Budget Amendment in the
Amount of$50000 to the Inland Water and Power Commission for a Feasibility Study of a
Potential Licensing Proposal and Other Related Costs for the Potter Valley Project.
Recommended Action: Approve budget amendment and Deposit$50,000 with Inland Water
and Power Commission for a feasibility study of a potential licensing proposal for the Potter
Valley Project and other related costs.
