PLEDGE OF ALLEGIANCE Ukiah City Council met at a Regular Meeting on October 3, 2018, having been legally noticed on September 28, 2018. Mayor Doble called the meeting to order at 6:02 p.m. Roll was taken with the following Councilmembers Present: Jim O. Brown, Stephen G. Scalmanini, Douglas F. Crane, Maureen Mulheren, and Kevin Doble. Staff Present: Sage Sangiacomo, City Manager; David Rapport, City Attorney; and Kristine Lawler, City Clerk. MAYOR DOBLE PRESIDING. The Pledge of Allegiance was led by City Manager Sangiacomo. 3. PROCLAMATIONS/INTRODUCTIONS/PRESENTATIONS a. Proclamation Declaring the Month of October as National Disability Employment Awareness Month. Presenter: Mayor Doble. Public Comment: Pam Jensen, Ukiah Valley Association for Habilitation (UVAH). Proclamation was received by Pam Jensen, Ukiah Valley Association for Habilitation (UVAH). b. Status Report, Discussion and Possible Action Regarding the Ukiah Valley Sanitation District's Litigation Against the City of Ukiah Related to the Operation of the Sanitary Sewer System. Presenter: Sage Sangiacomo, City Manager. Presentation was received. Council Consensus directs staff to remove item from future meeting agendas, but to give periodic updates. 4. Approval of the September 19, 2018, Regular Meeting Minutes Motion/Second: Crane/Brown to approve Minutes of September 19, 2018, a regular meeting, as submitted. Approve the Amendment of the Microsoft Enterprise License Agreement (COU No. 1617-193- A2), to Include Microsoft365 Licenses in the Amount of$49,062.75 — Information Technology. e. Adopt a Resolution (2018-25) Approving the Delegation of Claims Administration and Authorize Redwood Empire Municipal Insurance Fund (REMIF) and the Third Party Administrator to Accept or Reject Claims Filed Against the City of Ukiah — Human Resources/Risk Management. f. Report of Purchase and Consideration and Possible Approval of Budget Amendment for Purchase and Installation of New Lighting at the Aquatics Facility in the Amount of$9,316 — Community Services. g. Adopt Resolution (2018-26) to Extend Local Preference Purchasing Policy — Finance. Motion/Second: Crane/Brown to approve Consent Calendar Items 7a-7g, as submitted. Discussion Regarding Possible Cancellation of the November 21, 2018, and January 2, 2019, Regular Council Meetings,with the Option for the Mayor and/or City Manager to Call for a Special Meeting on an Alternate Date if Time Sensitive Business Arises Presenter: Kristine Lawler, City Clerk. Page 2 of 4 City Council Minutes for October 3, 2018, Continued: Motion/Second: Crane/Brown to approve the cancellation of the November 21, 2018, and January 2, 2019, Regular City Council meeting(s), with the option for the Mayor and/or City Manager to call for a special meeting on an alternate date if time sensitive business arises, and direct the City Clerk to post the Notice of Cancellation(s) accordingly. Motion carried by the following roll call votes: AYES: Brown, Scalmanini, Crane, Mulheren, and Doble. NOES: None. ABSENT: None. ABSTAIN: None. b. Receive Updates on City Council Committee and Ad Hoc Assignments and, if necessary, Consider Modifications to Assignments and/or the Creation/Elimination of Ad Hoc(s). Presenter: Mayor Doble and Councilmember Brown. Reports were received. Council Consensus to appoint Councilmember Brown as liaison and Vice Mayor Mulheren as an Alternate to Juvenile Hall Services for the purpose of engaging with the County on the evaluation of Juvenile Hall services. Motion/Second: Crane/Brown to adopt a resolution (2018-27) approving the successor Memoranda of Understanding between the City of Ukiah and employee bargaining units (COU No. 1819-125 — Local 1245 of International Brotherhood of Electrical Workers; COU No. 1819-126 — Department Head; COU No. 1819-127 — Management; COU No. 1819-128— Water Utilities/Mechanics Units.)
