12 NOW THEREFORE BE IT RESOLVED :
113 1 . The City of Ukiah applies for annexation of the area known as
14 " Munson - Hastings" , and
15 2 . This proposal is made pursuant to Part 2 of Division 1 of Title
16 6 of the Government Code titled " District Reorganization Act of
17 1965" , and
18 3 . The proposed "Munson - I-Iastings " reorganization encompasses 94 acres
19 adjacent on the south and east to the City of Ukiah and bounded
20 on the north by existing City boundaries and Talmage Road , on the
21 east by U . S . 101 Freeway and Hastings Road , on the west by existing
22 City limits and on the south by existing City boundaries and
23 Hastings Road specifically , including ]Mendocino County Assessor

11 to the City of Ukiah , 2 ) a portion of the area has signed agreements
12 for annexation at such time as the City is adjacent to the area
13 and , 3 ) this application meets the condition of approval by LAFCO
14 of the Airport Industrial Park Reorganization that states " Within
15 90 days the City of Ukiah is to make application for annexation
16 of the Munson Subdivision and Hastings Road areas " ; and
17 6 . The subject properties are being prezoned ( City Council
18
Ordinance No . 758 ) from Mendocino County A - 1 ° - 1 R - 3 and
19 " C - L " , to City of Ukiah " R - 1 " and " C - 1 " , and
20 7 . The area is proposed to be detached from the Ukiah Valley Fire
21 Protection District as fire service will be provided by the City
22 of Ukiah upon annexation , and
23 8 . The area is inhabited as there are 134 registered voters within
24 the annexation boundaries , and
25 9 . Pursuant to CEQA ( Section 15119 ) the act of annexation is determined
26 not to have a significant impact on the environment , and
27 10 . The City of Ukiah requests that proceedings be initiated by the

PROVISIONS OF URBAN SERVICES WITHIN
THE MUNSON - HASTINGS REORGANIZATION
TERRITORY
Pursuant to Section 35102 of the State of California Government Code , a plan for the
provision of urban services to a newly annexed area must accompany an application for
annexation . This plan is prepared in conjunction with the annexation application to
the Mendocino County Local Agency Formation Commission for the acreage encompassed in
the Munson - Hastings Reorganization to the City of Ukiah .
The area to be annexed is adjacent to the City of Ukiah on the south and east and is
bounded on the north by existing City boundaries and Talmage Road , on the east by
U . S . 101 Freeway and Hastings Road , on the west by existing City limits and on the
south by existing City boundaries and Hastings Road . Existing land uses within the
area are commercial , residential and vacant . There are eleven commercial enterprises
including a motel , auto repair shops , a tire dealership , new car and tractor sales ,
offices and strcture sales . Residential uses include single family detached ,
duplexes and apartment complexes . There are only a few vacant properties . The total
area to be annexed is 93 acres , 49 of which is public right - of - way encompassing County
roads and freeway .
Existing services to the area are provided by the County of Mendocino in the functions
of General government , Administrative , Public Works and Sheriff . Electricity is pro -
vided by Pacific Gas & Electric Company and sewerage services by Ukiah Valley
Sanitation District ; water is provided by the City of Ukiah except for one parcel .
Fire prevention and protection is provided through the Ukiah Valley Fire Protection
District , ( a special district on contract with the City of Ukiah ) . Telephone , gas and
cable television are currently supplied and would continue to be provided by Pacific
Telephone and Telegraph , P . G . & E . and Teleprompter respectively . Solid waste is on an
individual property owner basis .
The proposal is annexation to the City of Ukiah which is a full service municipality .
In addition to general administrative activities , the City of Ukiah provides police and
fire services , its own water production and distribution system , its own electric
distribution system , a sewage treatment plant in conjunction with the Sanitation
District and Public Works services including street maintenance and capital improvements .
Solid waste disposal is through City franchise with private hauling companies .
In general , the proposed services to be provided to the annexation area would be
those currently existing in the City of Ukiah which are enumerated in detail below .
The level and range of these services would be the same as currently provided within
City boundaries . Increased demand would not cause a decrease in the levels of
service to either existing City residents or the new area . The services can
feasibly be extended to the affected territory immediately , as presently the City
abuts the properties and most City services are either provided ( water ) or involved
with backup assistance agreements ( police and fire ) .
No specific improvements to structures , roads , sewer or water facilities are proposed
without specific development taking place . Current City policies require developers
to participate in any improvements for urban uses , conditions imposed by the City
would be those of normal development considerations . The services to be provided
would be financed through the existing City revenue strcture which includes property
taxation , reimbursement from the State and Federal governments under various in - lieu
and per capita fees and revenue sharing programs . Also user fees for electric , water ,

sewer , and solid waste will be charged and thus provide revenues for these services .
Presented here is documentation related to the specific services which would be
provided to the annexed area .
SERVICES
PUBLIC SAFETY
FIRE
A . Service to be extended : Fire protection and prevention .
B . Level and range of service . The area is currently served by the Ukiah
Valley Fire Protection District whose services are provided under contract
by the City of Ukiah . The City Fire Department is staffed by 18 full time
firefighters with 24 volunteers . Minimum manning is four firefighters
operating out of two stations ; one located at Clay and School Streets in
downtown Ukiah and the other at Lovers Lane and North State Street ,
immediately north of the Freeway/ State Street interchange . The Fire Chief
states that no new personnel would be required for this annexation .
C . When available : Immediately
D . Improvements Required . None
E . Conditions to be imposed by City : Fire hydrants are located throughout
the area .
F . How financed : City General Fund revenues .
POLICE
A . Service to be extended : Police protection and assistance .
B . Level and range of service . The area is currently served by the Mendocino
County Sheriff with the City of Ukiah Police Department providing back -up
assistance as required . The City Department has 22 sworn personnel and 25
reserves . Minimum staffing is three sworn personnel operating out of the
police station at 14a. son and Standley . The Police Chief states, that no new
personnel would be required for this annexation .

D . Improvements required : None
E . Conditions to be imposed by City : None
F . How Financed : City General Fund revenues

UTILITIES
ELECTRIC
A . Service to be extended : Electricity
B . Level and range of service . Currently the area is provided with electrical
energy through the acs sties of P . G . & . E . The City of Ukiah has its own
electric distribution system . Existing electric facilities would be
purchased by the City and then services furnished through its system .
Currently the City has the capacity to accommodate additional loads in
this area and revenues anticipated through user fees would pay for any
required maintenance and operation of this system on an annual basis .
The City provides the same levels and range of service as provvded by
P . G . & . E . , meeting demands ranging from minimum voltage and amperage in resi -
dential units to large loads in high density residential and heavy
commercial uses .
Regarding the capacity of the distribution system , development in the area
would require approximately 240 KW . The City presently has a capacity of
40 , 000 KW with a current demand of 27 , 000 We
C . When available : Immediately
D . Improvements required . Specific improvements would not be necessary
immediately other than City purchase of the P . G . & . E facilities within
the area .
E . Conditions to be imposed by the City . Specific conditions would be imposed
by the City at time of any development and include undergrounding and
construction/placement of capital improvements at that time . No other
conditions are necessary .
F . How financed : Initial purchase of P . G . & . E . facilities would be financed
through current electric revenues with ongoing operation and maintenance
covered by user fees . Electric service fees also generate income to the
City General Fund over and above expenses for that enterprise .
SEWERAGE
A . Service to be extended : Sewage collection and disposal .
B . Level and range of service : The area is currently within the Ukiah Valley
Sanitation District an property taxes have been paid to that district for
utilization of the existing treatment plant . There would be no change in
the status of the responsible agency upon annexation as the district would
retain their jurisdiction with current tax and user fee charges . No exten -
sion of service is necessary as facilities are in .

D , Improvements required . No immediate improvements are necessary
E . Conditions to be imposed by the City : None
F . How financed : Property tax levies and user fee charges on a monthly basis
would sustain operation at current levels .
WATER
A . Service to be extended : Water for domestic and fire prevention uses .
B . Level and range of service . The City of Ukiah provides all capital improve -
ments and water delivery within the annexation boundaries . A decrease in
the billing would result upon annexation due to City policies .
C . When available : Immediately
D . Improvements required : No improvements are necessary at the present .
E . Conditions to be imposed by the City : None
F . How financed : On - going maintenance and operation of the system would be paid
from the monthly user fees and service charges . These fees also generate
revenue to the City of Ukiah General Fund .
SOLID WASTE
A . Service to be extended : Solid waste collection and disposal .
B . Level and range of service . Current service in the County is based upon
individual property owner discretion . Within the City , solid waste service
is provided through contract with private companies . Five years after
annexation this franchise agreement would be extended to provide same level
as existing , i . e . , one weekly pickup of 30 gallon can , plus . Material is
deposited at the City of Ukiah Sanitary Disposal Site which has satisfactory
capacity for entire valley population through the year 2000 .
C . When available : Immediately
D . Improvements required : None
E . Conditions to be imposed by the City . Collection by franchised company is
required within City limits but state law requires five year amortization
period for current hauler .

F . How financed : User fees/ service charges . No cost to City because of
franchise with private agency ,
GENERAL GOVERNMENT
A . Service to be extended . General administrative and miscellaneous services .
B . Level and range of service . The area is currently served by the County of
Mendocino In the unctions of administration and public works . The City is a
full service municipality , which in addition to providing the specific
services discussed above , encompasses the functions of City Manager , City
Attorney , City Clerk , City Council , Treasurer , Personnel , Finance ( includ -
ing Purchasing and Warehousing ) , Community Development ( including Planning
Commission , Planning and Building ) , Parks and Recreation , and Public Works
operating street maintenance and engineering , weed abatement , municipal
garage and corporation yard . The annexation area can be serviced at
existing service levels with existing staff . Increased costs would result
in street maintenance , and elections .
C . When available : Irmnediately
D . Improvements required : None
E . Conditions to be imposed by the City : Applicable building codes .
F . How financed : City General Revenue funds .
FINANCING
As noted previously , other than user fees for water , electricity , sewerage and
solid waste disposal , urban services would be financed through the City of Ukiah
General Fund . Major annual revenues include property tax , per capita subventions
from the State , Federal revenue sharing and sales tax .
Noted here are approximate costs and revenues for the annexation . These calcula -
tions reflect existing development with 175 residents , 134 registered voters , 11
commercial activities , 96 dwelling units and 2000 feet of street .

As a full service municipality , the City of Ukiah would be providing all
governmental functions and urban services for this area . Level of service
would be as now exists , financing would be through user fees , service
charges and general governmental revenues as currently exist . The avail -
ability of services is immediate .
