1. ROLL CALL
2. PLEDGE OF ALLEGIANCE
Ukiah City Council met at a Regular Meeting on August 15, 2018, having been legally noticed on
August 10, 2018. Mayor Doble called the meeting to order at 6:02 p.m. Roll was taken with the
following Councilmembers Present: Jim O. Brown, Stephen G. Scalmanini, Douglas F. Crane,
Maureen Mulheren, and Kevin Doble. Staff Present: Sage Sangiacomo. City Manager; David
Rapport, City Attorney; and Kristine Lawler, City Clerk.
MAYOR DOBLE PRESIDING.
The Pledge of Allegiance was led by City Manager Sangiacomo.
Mayor Doble led a moment of silence for fallen Battalion Chief Matt Burchett, expressing his sadness
for the loss.
3. PROCLAMATIONS/INTRODUCTIONS/PRESENTATIONS
a. Presentation by North Coast Opportunities (NCO) Regarding Traffic Calming
Demonstration Projects.
Presenters: Tim Eriksen, Public Works Director / City Engineer; Miles Gordon, Kitchen Table
Consulting; and Neil Davis, North Coast Opportunities and Walk & Bike Mendocino.
Public Comment: Mark Hilliker.
Presentation was received.
Motion/Second: Crane/Brown to authorize staff to coordinate with NCO for an initial implementation
project. Motion carried by the following roll call votes: AYES: Brown, Scalmanini, Crane, Mulheren,
and Doble. NOES: None. ABSENT: None. ABSTAIN: None.
b. Status Report, Discussion and Possible Action Regarding the Ukiah Valley Sanitation
District's Litigation Against the City of Ukiah Related to the Operation of the Sanitary
Sewer System.
Presenter: Sage Sangiacomo, City Manager and David Rapport, City Attorney.
Presentation was received.
City manager— nothing new is happening; city attorney: gearing up for a trial and also still trying to
negotiate a settlement.

Motion/Second: Crane/Brown to approve Minutes of August 1, 2018, a regular meeting, as
submitted. Motion carried by the following roll call votes: AYES: Brown, Scalmanini, Crane,
Mulheren, and Doble. NOES: None. ABSENT: None. ABSTAIN: None.

Specification No. 17-10— Public Works.
d. Approve the Letter of Commitment for the Multi-Jurisdictional Local Hazard Mitigation Plan
Update for Mendocino County and Authorize the City Manager to Execute —Administration.

carried by the following roll call votes: AYES: Brown, Scalmanini, Crane, Mulheren, and Doble.

a. Discussion and Possible Action to Determine the City's Position on the 2018 Resolutions
being Considered by the League of California Cities and Provide Corresponding Voting
Instructions to the City of Ukiah's Voting Delegate.

Council Consensus to support the 2018 Resolutions being considered by the League of California
cities at the 2018 annual conference taking into consideration the concerns that Council discussed.
b. Discussion and Possible Action Including Direction to the City's Commissioner for the
Mendocino County Inland Water and Power Commission ("IWPC") Pertaining to the Sale
of the Potter Valley Project ("Project") by Pacific Gas and Electric ("PG&E")

Public Comment: John McCowen, 211 District Supervisor.
Motion/Second: Crane/Brown to approve IWPC's investigation for the possible acquisition of the
Project including the necessary discovery and analysis needed for member agencies to evaluate the
feasibility of participating in a potential acquisition. Motion carried by the following roll call votes:
AYES: Brown, Scalmanini, Crane, Mulheren, and Doble. NOES: None. ABSENT: None, ABSTAIN:
None.
c. Receive Updates on City Council Committee and Ad Hoc Assignments.
