SCOPE OF ADDITIONAL WORK Work authorized by this amendment shall include that work described in the following Subject Letters: 1) Phases 1-3 Recycled Water Distribution System Project Budget dated January 26, 2018 2) Recycled Water System Additions/Revisions- Chlorine Contact Basin dated March 9, 2018 3) Recycled Water System Additions/Revisions- Engineering Services during Construction (ESDC) RW Project Design Changes dated March 12, 2018 All subject letters are also referred to as Attachment 1. A copy of said work is included in this fourth amendment. COMPENSATION Compensation for the performance of the additional work shall be made on a time and expense basis at Consultant's customary fees. We have exceeded the design budget by approximately $176,000. Carollo has absorbed $70,000 of the overage. We are requesting an amendment to cover the remaining $106,000. The $106,000 overage forwhich we are requesting reimbursement was expended for the following tasks that either required a higher than anticipated level of effort or were out of scope: • Alignment revision at East Gobbi Street ($4,000) • !Nitrogen Balance Study ($15,000) • RWQCB/DDW Draft Engineering Report and Notice Of Intent (NOI) ($10,000) • Inundation Plan for DSOD Permit Application ($18,000) • Additional Carollo abor required to manage and provide engineering input to assist LACO Associates with the recycled water storage pond design. ($54,000) This included: G Developing solutions to address potential water quality issues caused by long detention times going from the 3MG pond required for the Phase 1 & 2 pond to the 66 MG pond required for the Phase 1-3 pond. u Unanticipated design effort associated with recirculation pipeline configuration requ red for the three cell structure. n Extensive QA/QC of the LACO design to meet siting and water quality standards. o Design of inlet/outlet details and pond overflow (not in Carollo's scope) • A higher than expected number of questions to respond to during bidding ($5,000) To keep budgets for SRF and non -SRF funded components separate and to facilitate tracking of expenses for SRF purposes, we have divided the overal, budget into the following categoriesibudgets: • Phase 1-3 Recycled Water Distribut;on System Design and ESDC ($2,130,422) • Chlorine Contact Basin Design ($254,965) • Construction Management ($1,442,391) We are requesting that the addit onal $106,000 be added to the Phase 1-3 Recycled Water Distribution System Design and ESDC budget for a new budget of $2,236,422 and a total overall budget of $3,933,778. The chlorine contact basins (CCB) design is being revised currently with the City's approval based on emails and conversations. Due to time constraints with the project starting and the contractor beginning work, Carollo has already started these revisions at the request of Sean White. The revisions and L056 ar a explained Fut Li ier ueivvv. The main Chlorine Contact Basins revisions are outlined below. Costs for each are also identified by item. Subconsultant Fees o The subconsultant fees for the Topographical Survey and Mapping and the Geotechnical and Corrosion Investigation were greater than budgeted for in the original design contract. o SUMMARY -Added topographical survey fees, $5,257. Added geotechnical investigation fees, $4,175. Total additional sub fees = $9,432, including Carollo's sub mark-up. Walkway o Dur ng a site visit on 1/25/2018 Alan Hodges expressed need for an elevated walkway across the basins at mid length. The elevated wa' kway would allow the operations staff ample access to spray down the interior wall faces with utility hoses for cleaning and removal of algae. o During the project status phone conversation Sean White approved the addition of the elevated walkway. o SUMMARY - Added civil/mechanical/structural design effort for the elevated walkway, $9,614. Rerouting Existing Electrical o The original scope of the CCB did not include any electrical, instrumentation or controls as all chemical injection, analyzers and level sensors are outside of the CCB. o After starting design it became apparent that there was a significant amount of existing electrical and control runs that need to be temporarily removed and replace or rerouted permanently in order to perform the mass excavation required for the construction of the CCBs. o It was agreed to by Sean White during a project status meeting on 1/23/2018 that some electrical work is needed and that a second site visit would be made to identify the electrical handholes, conduits, and conductors that need to be removed and replaced or rerouted. o SUMMARY - Added electrical design effort for the rerouting of site electrical, $21,490. Project No I Eriksen 20180309 WAT E R OUR FOCUS OUR BUSINESS OUR PASSION Mr. Tim Enksen City Engineer/Director of Public Works City of Ukiah March 9, 2018 Page 2 • Drain Line o During a 'site visit on 8129/2017 Alan Hodges mentioned that the existing basins were slow to drain through the 4" drain line and did not completely empty the basins. It was agreed that a new larger drain line would be constructed to the west and tied into MH -21 which is located in the road in front of the sludge dewatering facility. This new drain line would also carry stormwater from the CCB site. o After the initial topographic survey, it was determined that the invert at MH -21 was not deep enough to drain the CCBs_ A new route needed to be established. We then decided to use the existing 4" drain route and upsize the drain line. During a second site visit on 112512018, we were unable to determine where the existing 4" drain terminated. A City maintenance crew attempted to trace the line, but was unable to probe the line due to a broken buried valve or other obstruction. o We then proposed a new drain route from the CCBs west to a new manhole and north to existing MH EXB2 located in between the AWT and Primary Clarifiers. The City surveyors located the route and established the invert elevations of MH-EXB2. The results were that the MH ;nvert elevations provided a minimal slope from the CCB to MH-EXB2 however, the new drain line would enter below the surcharge manhole water surface elevation. The potential could exist for raw sewage from the surcharged manhole to backup, through the drain line, and contaminate the CCB. This was not acceptable. During the project status meeting on 2/13/2018 with Sean White and Jared Thiele, it was decided to separate the CCB drain line from the gravity storm drain/sewer systems. 'It was agreed that the CCB under drain lines will flow into a new wet well, constructed next to the basins. A temporary or permanent pump could be used to drain the wet well into the nearby storm drain manhole with an air gap. o The storm drain line will follow the proposed alignment to existing MH-EXB2 and will be used to drain the CCB area. a SUMMARY - Added civillmechanical design effort for relocating drain line and wet well, $7,939. Drain Pump Station a Two type of pump stations were discussed for the CCB drain - temporary and permanent — as noted above. On 2/1412018 Alan Hodges and Sean Whi; a approved the design of a permanent pump station in the CCB wet well. o SUMMARY - Added mechanical and electrica: design effort for the CCB Drain Pump Station, $39,136. Design costs shown above total to $87,609(due to rounding, it appears to be $2 less than the above adds to). The construction budget impacts are estimated at approximately $149,404. We are requesting that the additional design cost be added to the above referenced contract.
