ROLL CALL AND PLEDGE OF ALLEGIANCE Ukiah City Council met at a Special Meeting on June 11, 2018, having been legally noticed on June 1, 2018. Mayor Doble called the meeting to order at 4:03 p.m. Roll was taken with the following Councilmembers Present: Jim O. Brown, Stephen G. Scalmanini, Douglas F. Crane, Maureen Mulheren, and Kevin Doble. Staff Present: Sage Sangiacomo, City Manager and Kristine Lawler, City Clerk. MAYOR DOBLE PRESIDING. The Pledge of Allegiance was led by Sage Sangiacomo, City Manager. 2. AUDIENCE COMMENTS ON NON-AGENDA ITEMS 3. NEW BUSINESS a. Review and Consideration of the FY 2018-19 Draft City of Ukiah Budget Note: this item was reviewed in full on June 7, 2018; No additional review was conducted. a. Receive Departmental Budget Overviews, and Discuss and Consider Operational Expenses, Services, and Revenues for Fiscal Year 2018-19. Presenters: Dan Buffalo, Finance Director; City Manager; Various Directors; and Staff. 1. City Council — Sage Sangiacomo, City Manager 2. City Manager— Sage Sangiacomo, City Manager and Kerry Randall, Facilities Supervisor. 3. Finance and IT — Dan Buffalo, Finance Director, Daphine Harris, Finance Management Analyst, Leigh Halvorsen, Accountant; Lori Martin, Billing and Customer Service Manager, Mary Horger, Procurement Manager, and Scott Shaver, Information Technology Manager. Council Consensus directs staff to add the following footnotes to Finance: • Under chart referencing the CIS System. • The year that Information Technology came over to the Finance Department. 4. City Attorney— Sage Sangiacomo, City Manager 5. City Treasurer— Sage Sangiacomo, City Manager 6. Human Resources/Risk Management — Sage Sangiacomo, City Manager Page 1 of 2 City Council Minutes for June 11, 2018, Continued: Council Consensus directs staff to add footnotes under charts disclosing that notes related to the graphs can be found at the end of the department units. 7. Police — Chris Dewey, Police Chief 8. Fire — Dan Grebil, Fire Authority Administrator Council Consensus directs staff to add the following footnotes to Fire: • Under graph and chart showing when the merger took place between the Ukiah Valley Fire District and City of Ukiah. • Regarding the differences in revenue sources between the District and City. RECESS: 5:54 — 6:25 P.M. 9. Community Services — Tami Bartolomei, Community Services Administrator,- Jarrod Meyers, Parks Superintendent; Jake Burgess, Recreation Supervisor, Kerry Randall, Facilities Supervisor; and David Burton, Museum Director. 10. Community Development — Craig Schlatter, Community Development Director, Michelle Irace, Planning Manager, and Matt Keizer, Building Official. Council Consensus directs staff to add a footnote under the graph in housing for the increase to grants, loans, and other assistance. 11. Public Works — Tim Eriksen, Public Works Director/City Engineer and Jarod Thiele, Public Works Management Analyst. 12. Airport— Greg Owen, Airport Manager. 13. Electric — Mel Grandi, Electric Utility Director. 14. Water Resources — Sean White, Water Resources Director. Council Consensus directs staff to cancel the June 12, 2018, meeting as there is no additional items to be heard. 4.
