The City has adopted Section 1094.6 of the California Code of Civil Procedure,which generaIlyIimits to ninety days (90)
the time within which the decision of the City Boards and Agencies may be judicially challenged.
The following items listed are considered routine and will be enacted bya single motion and roll call vote bythe City
Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event
the item will be considered atthe completion of all other items on the agenda.The motion bythe City Council on the
Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission
recommendations.

7.a. Designation of Voting Delegates and Alternates for the League of California Cities Annual
Conference ® September 12® 14, 2018.
Recommended Action: Designate Councilmember Mulheren as the Voting Delegate, and Sage
Sangiacomo, City Manager and Shannon Riley, Deputy City Manager as the Alternate(s)to
represent the City of Ukiah for the 2018 League Annual Conference; and authorize the City
Clerk to submit the Voting Delegate/Alternate Form on their behalf.

Examination Reports for the Ukiah Landfill.
Recommended Action: Receive and file report of acquisition of professional services from
Alpha Analytical Laboratories, Inc. in the amount of$19,040.85 for quarterly water sampling
and completion of chemical examination reports for the Ukiah Landfill. Report is submitted
pursuant to City Code.

7.e. Approve Award of a Professional Services Agreement to Melton Design Group Landscape
Architects & Planners for Development of Plans and Designs for the Vinewood Park
Renovation Project, Funded by Department of Housing Community Development, California,
Housing-Related Parks Program, and Approve Corresponding Budget Amendment.
Recommended Action: Award professional services agreement to Melton Design Group
Landscape Architects and Planners in the amount of$56,958 for the development of plans and
designs for the Vinewood Park renovation project, and approve corresponding budget
amendment.

11.a. Appeal of Planning Commission Decision to Approve a Major Site Development Permit for
the Construction of a 7500± Square Foot Metal Building to House Support Services for
Garton Tractor at 285 Talmage Road.
Recommended Action: Staff recommends the City Council uphold the Planning Commission's
approval of a Major Site Development Permit for the construction of a 7,500±Square Foot
Metal Building to House Support Services for Garton Tractor at 285 Talmage Road, as
amended by the applicant to be reduced in size such that the entire building is located outside
the Runway Protection Zone of the Ukiah Municipal Airport.
Alternate actions are included for review in the Discussion Section of the Agenda Summary
Report.

13.a. Discussion of Interest in Drafting a Letter to the Mendocino County Airport Land Use
Commission Seeking Collaboration for Updating the Mendocino County Airport
Comprehensive Land Use Plan and Consideration of Other Process Related Direction.
Recommended Action: Direct staff to develop a draft letter to the Mendocino County Airport
Land Use Commission seeking collaboration for updating the Mendocino County Airport
Comprehensive Land Use Plan with a referral to the Ukiah Airport Commission prior to
returning to the City Council for final consideration. In addition, Council may wish to provide
additional direction to Staff related to this item and/or the process.

Department Including Recreation Programs, Sports Fields, Parks, Municipal Pools, Ukiah

13-C. Adoption of Resolution Calling for the Holding of a General Municipal Election to be Held on
November 6, 2018, and to Consolidate and Request the County Clerk to Conduct Said
Election with the Statewide General Election.
Recommended Action: Adopt the resolution calling for the holding of a General Election
November 6, 2018; to consolidate said Election with the Statewide General Election pursuant
to Election Code §10403; and request the Board of Supervisors of the County of Mendocino to
request the County Clerk to Conduct the Municipal Election of the City of Ukiah on Tuesday,
November 6, 2018, pursuant to Election Code §10002.
