The following items listed are considered routine and will be enacted bya single motion and roll call vote bythe City
Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event
the item will be considered atthe completion of all other items on the agenda.The motion bythe City Council on the
Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission
recommendations.

12-b- Consider a Memorandum of Understanding (MOU) with the County of Mendocino Regarding
the Request for Proposal Process to Establish an Exclusive Operating Area ( OA) for
Emergency Ambulance Services for Inland Mendocino County.
Recommended Action: Approve the memorandum of understanding with the County of
Mendocino regarding the request for proposal process toestablish an exclusive operation
area for emergency ambulance service for inland Mendocino County.

13.a. Discussion and Possible Action Regarding Adopting in Concept, Mendocino County's
Homeless Needs Assessment and Action Steps by Marbut Consulting and Creation of
Corresponding Ad Hoc Committee.
Recommended Action: Staff recommends that the City Council adopt in concept the
Mendocino County Homeless Needs Assessment and Action Steps, direct staff to continue to
pursue collaborative implementation with the County of Mendocino and community partners,
and create a corresponding ad hoc committee.
