2. PLEDGE OF ALLEGIANCE
Ukiah City Council met at a Regular Meeting on May 2, 2018, having been legally noticed on April
27, 2018. Mayor Doble called the meeting to order at 6:02 p.m. Roll was taken with the following
Councilmembers Present: Jim O. Brown, Stephen G. Scalmanini, Douglas F. Crane, Maureen
Mulheren, and Kevin Doble. Staff Present: Sage Sangiacomo, City Manager; David Rapport, City
Attorney; and Kristine Lawler, City Clerk.
MAYOR DOBLE PRESIDING.
The Pledge of Allegiance was led by Sage Sangiacomo, City Manager.
3. PROCLAMATIONS/INTRODUCTIONS/PRESENTATIONS
a. Proclamation Recognizing the Human Race in Mendocino County on May 5, 2018.
Presenter: Mayor Doble and Vice Mayor Mulheren.
Public Comment: Kasie Gray.
Proclamation was received by Kasie Gray and Carolyn Welch.
b. Presentation of the City of Ukiah's Ongoing Community Housing Satisfaction Survey.
Presenter: Craig Schlatter, Community Development Director.
Public Comment: Doug Guillon.

c. Presentation Regarding the New MyGov Business License Software
Presenters: Lori Martin, Billing and Customer Service Manager; Liz Frausto, Business License
Customer Service Representative; and Mary Horger, Procurement Manager.

d. Status Report, Discussion and Possible Action Regarding the Ukiah Valley Sanitation
District's Litigation Against the City of Ukiah Related to the Operation of the Sanitary
Sewer System.

ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING CHAPTER 8 IN
DIVISION 6, SECTION 9176 IN ARTICLE 16, CHAPTER 2 IN DIVISION 9, TABLE 3 IN
SECTION 9223.1 OF ARTICLE 18, CHAPTER 2 IN DIVISION 9; AND SECTION 9261 IN
ARTICLE 20, CHAPTER 2 IN DIVISION 9 OF THE UKIAH CITY CODE
b. Report of Acquisition of Services (COU No. 1718-205)from PG&E for Surveying of PG&E Power
Lines at the Ukiah Landfill as Required for Landfill Closure Project, in the Amount of $11,110 —
Public Works.
Motion/Second: Crane/Brown to approve Consent Calendar Items 7a-7b, as submitted. Motion
carried by the following roll call votes: AYES: Brown, Scalmanini, Crane, Mulheren, and Doble.

Sections of Chapter 2, Division 9 of the Ukiah City Code to Set Forth in Greater Detail the
Procedure for Calculating Residential Density.

Motion/Second: Crane/Mulheren to adopt Residential Density Calculation Ordinance amending
various sections of Chapter 2, Division 9 of the Ukiah City Code to set forth in greater detail the
procedure for calculating residential density. Motion carried by the following roll call votes: AYES:
Brown, Crane, Mulheren, and Doble. NOES: Scalmanini. ABSENT: None. ABSTAIN: None.
ORDINANCE NO. 1189
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING VARIOUS SECTIONS
OF CHAPTER 2, DIVISION 9 OF THE UKIAH CITY CODE TO SET FORTH IN GREATER DETAIL
THE PROCEDURE FOR CALCULATING RESIDENTIAL DENSITY.
13. NEW BUSINESS
a. Adoption of Resolution Supporting Proposition 69 and Opposing the Repeal of SB 1: The
Road Repair and Accountability Act of 2017.
Presenter: Tim Eriksen, Public Works Director/City Engineer.
Motion/Second: Crane/Brown to adopt resolution (2018-11) supporting Proposition 69 and
opposing the repeal of SB 1: The Road Repair and Accountability Act of 2017, and direction to staff
to bring back to Council a letter of support for signature. Motion carried by the following roll call
votes: AYES: Brown, Scalmanini, Crane, Mulheren, and Doble. NOES: None. ABSENT: None.
ABSTAIN: None.
b. Consider a Memorandum of Understanding (MOU) with the County of Mendocino
Regarding the Request for Proposal Process to Establish an Exclusive Operating Area
(EOA) for Emergency Ambulance Services for Inland Mendocino County.
Presenter: Sage Sangiacomo, City Manager.
Public Comment: John McCowen, 2nd District Supervisor.
Council Consensus to continue this item to the May 16, 2018, City Council meeting.
c. Receive Updates on City Council Committee and Ad Hoc Assignments.
