PLEDGE OF ALLEGIANCE Ukiah City Council met at a Regular Meeting on April 18, 2018, having been legally noticed on April 13, 2018. Mayor Doble called the meeting to order at 6:01 p.m. Roll was taken with the following Councilmembers Present: Jim O. Brown, Stephen G. Scalmanini, Douglas F. Crane, Maureen Mulheren, and Kevin Doble. Staff Present: Sage Sangiacomo, City Manager; David Rapport, City Attorney; and Kristine Lawler, City Clerk. MAYOR DOBLE PRESIDING. The Pledge of Allegiance was led by Sage Sangiacomo, City Manager. 3. PROCLAMATIONS/INTRODUCTIONS/PRESENTATIONS a. Introduction of New Employee — Michelle Irace, Planning Manager — Community Development. Presenter: Craig Schlatter, Community Development Director. Public Comment: Michelle Irace, Planning Manager. Motion/Second: Crane/Mulheren to approve Minutes of April 4, 2018, a regular meeting, as submitted. Adoption of Resolution (2018-10) Identifying the 2018-19 Project Funded by SB 1: The Road Repair and Accountability Act; North State Street from 240 Feet North of Low Gap Road to the Northern City Limits — Public Works. i. City Council to consider approving one Landmark Tree nomination, a Giant Sequoia located at Observatory Park for Landmark Tree Status— Community Services. Discussion and Possible Adoption of an Initial Environmental Study and Negative Declaration; and Consideration of Introduction of a Residential Density Calculation Ordinance by Title Only Amending Various Sections of Chapter 2, Division 9 of the Ukiah City Code to Set Forth in Greater Detail the Procedure for Calculating Residential Density. City Clerk, Kristine Lawler, read the following title into the record: ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING VARIOUS SECTIONS OF CHAPTER 2, DIVISION 9 OF THE UKIAH CITY CODE TO SET FORTH IN GREATER DETAIL THE PROCEDURE FOR CALCULATING RESIDENTIAL DENSITY Motion/Second: Brown/Crane to introduce a residential density calculation ordinance by title only amending various sections of Chapter 2, Division 9 of the Ukiah City Code to set forth in greater detail the procedure for calculating residential density. Discussion and Possible Introduction by Title Only of the Proposed Adult Use Cannabis Retail Ordinance. City Clerk, Kristine Lawler, read the following title into the record: ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING CHAPTER 8 IN DIVISION 6; SECTION 9176 IN ARTICLE 16, CHAPTER 2 IN DIVISION 9; TABLE 3 IN SECTION 9223.1 OF ARTICLE 18, CHAPTER 2 IN DIVISION 9; AND SECTION 9261 IN ARTICLE 20, CHAPTER 2 IN DIVISION 9 OF THE UKIAH CITY CODE. Council Consensus directs staff to modify the definition in Section 5702(B) to read "Adult-use" means a person age 21 or over...," and all incorrect references to the age of eligibility for adult use of cannabis as "over the age of 21," to be "the age of 21 or over"; and to remove the extraneous period, comma, and space after the "CN zoning district' from Section 5707(A). Motion/Second: Mulheren/Brown to amend Chapter 8 in Division 6, Section 9176 in Article 16; Chapter 2 in Division 9, Table 3 in Section 9223.1 of Article 18; and Section 9261 in Article 20, Chapter 2 in Division 9 of The Ukiah City Code Motion carried by the following roll call votes: AYES: Brown, Scalmanini, Crane, Mulheren, and Doble. Award Professional Services Agreement in the Amount of$54,930 to Omni-Means, Ltd., a GHD Company to Complete a Traffic Analysis of Ukiah Schools and Surrounding Area and Approve Corresponding Budget Amendment. Presenter: Tim Eriksen, Public Works Director. Public Comment: Mark Hilliker. Motion/Second: Crane/Scalmanini to approve the recommended action to award a professional services agreement (COU No. 1718-214) in the amount of $54,930 (MCOG to pay $20,000; UUSD to pay $10,000; and City to pay $24,930) to Omni-Means, Ltd., a GHD Company to complete a Traffic Analysis of Ukiah Schools and Surrounding Area and approve corresponding budget amendment. Motion carried by the following roll call votes: AYES: Brown, Scalmanini, Crane, Mulheren, and Doble. NOES: None. ABSENT: None. ABSTAIN: None. Council Direction to staff to clarify the dollar amount in the staff report and budget request. b. Receive Updates on City Council Committee and Ad Hoc Assignments.
