PLEDGE OF ALLEGIANCE Ukiah City Council met at a Regular Meeting on April 4, 2018, having been legally noticed on March 30, 2018. Vice Mayor Mulheren called the meeting to order at 6:00 p.m. Roll was taken with the following Councilmembers Present: Jim O. Brown, Stephen G. Scalmanini, Douglas F. Crane, and Maureen Mulheren. Mayor Absent by Prearrangement: Kevin Doble. Staff Present: Sage Sangiacomo, City Manager; David Rapport, City Attorney; and Kristine Lawler, City Clerk. VICE MAYOR MULHEREN PRESIDING. The Pledge of Allegiance was led by Mel Grandi, Electric Utility Director. 3. PROCLAMATIONS/INTRODUCTIONS/PRESENTATIONS a. Proclamation of the Ukiah City Council Recognizing April 2018 as National Donate Life Month. Presenter: Maureen Mulheren, Vice Mayor. Public Comment: Felicia Eriksen. Proclamation was presented and received. b. Proclamation of the Ukiah City Council Recognizing April 18, 2018 as National Lineman Appreciation Day. Presenter: Maureen Mulheren, Vice Mayor. Public Comment: Mel Grandi, Electric Utility Director and Grady Hurn, Lineman. Proclamation was presented and received. c. Third Quarter Financial Presentation and 2018-19 Budget Schedule Update. Presenter: Dan Buffalo, Finance Director. Public Comment: Edward Hanes. Status Report, Discussion and Possible Action Regarding the Ukiah Valley Sanitation District's Litigation Against the City of Ukiah Related to the Operation of the Sanitary Sewer System. Presenter: Sage Sangiacomo, City Manager. Presentation was received. 4. PETITIONS AND COMMUNICATIONS 5. APPROVAL OF MINUTES a. Approval of the March 21, 2018, Regular Meeting Minutes. Motion/Second: Crane/Scalmanini to approve Minutes of March 21, 2018, a regular meeting, with noted administrative correction. Motion carried by the following roll call votes: AYES: Brown, Scalmanini, Crane, and Mulheren. NOES: None. ABSENT: Doble. ABSTAIN: None. 6. RIGHT TO APPEAL DECISION 7. CONSENT CALENDAR a. Approval of Purchase of Forty Axon Body Worn Evidence Cameras, Associated Hardware, Software and Storage in the Amount of $112,110, Over a Five-year Contract Period, Plus Applicable Sales Tax and Shipping Charges — Police b. Approval of Purchase-of Thirty-Five Axon Tasers, Holsters and Body Camera Signal, Associated Download Hardware, and Training and Regular Use Cartridges in the Amount of $71,121.08, Over a Five-year Contract Period, Plus Applicable Sales Tax and Shipping Charges — Police. c. Notification of Memorandum of Understanding (COU No. 1718-206) between the City of Ukiah Police Department and the Ukiah Rifle and Pistol Club — Police. d. Adoption of an Ordinance Adding Various Sections to the Ukiah City Code to Regulate Shopping Cart Containment and Retrieval —Administration. ORDINANCE NO. 1187 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH ADDING ARTICLE 8 TO CHAPTER 2, DIVISION 2 AND ARTICLE 11 TO CHAPTER 1, DIVISION 7 OF THE UKIAH CITY CODE TO REGULATE SHOPPING CART CONTAINMENT AND RETRIEVAL e. Award Contract (COU No. 1718-207) to Gregg Simpson Trucking in the Amount of $56,294.70 for Trenching and Concrete Work to Install Electrical Infrastructure at Empire Drive and Bush Street, Specification No. E32813 (EUD) — Electric Utility Department. Motion/Second: Crane/Scalmanini to approve Consent Calendar Items 7a-7e, as submitted. Motion carried by the following roll call votes: AYES: Brown, Scalmanini, Crane, and Mulheren. NOES: None.
