HomeMy WebLinkAbout81-24 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION I',i0. $1-24 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH TO DETERMINE FEASIBILITY OF DUMP SITE FOR ENERGY CONVERSION FROM WASTE PRODUCTS AT CITY DUMP WHEREAS, the City of Ukiah owns and operates a dump site located at the terminal of Vichy Hills Road and, WHEREAS, in light of developments in the waste disposal field, the City is always interested in more efficient handling of the community's waste products and, WHEREAS, Edward Titlow, of Ukiah, California, doing business as TESCO is a waste engineer and is interested in developing a private enterprise project to convert waste products to electrical energy for marketing and WHEREAS, said TESCO has asked the City to make available to it a portion of the dump site for energy production and WHEREAS, in order to present a proposal to the City it will be necessary for TESCO to make a study of the waste flow and other aspects of the existing dump operations, NOW, THEREFORE, BE IT RESOLVED: 1. That TESCO shall be granted the privilege to go upon the dump property and place scales thereon to determine the waste flow, all at his own expense; 2. That the City of Ukiah will cooperate with TESCO and permit it to review the records, to the extent such records exist; 3. That upon TESCO's presentation of a viable project to the City, the City will negotiate with it in good faith in an attempt to reach an agreement for a site and disposition of waste consistent with the project requirements and the City's needs; 4. It is understood that this resolution is not an undertaking to enter into a contract but rather a statement of the City's position and , willingness to negotiate in good faith upon presentation of a viable project.
