School Street Ukiah, CA 95482 January 31, 2017 5:00 p.m. WORKSHOP 1. ROLL CALL AND PLEDGE OF ALLEGIANCE Ukiah City Council met at a Special Meeting on January 31, 2018, having been legally noticed on January 26, 2018, Mayor Doble called the meeting to order at 5:06 p.m. Roll was taken with the following Councilmembers Present: Jim O. Brown, Stephen G. Scalmanini (departing at 7:59 p.m. by prearrangement), Douglas F. Crane, Maureen Mulheren, and Kevin Doble. Staff Present: Sage Sangiacomo, City Manager; Shannon Riley, Deputy City Manager; David Rapport, City Attorney (departing at 6:25 p.m.); Tim Eriksen, Public Works Director; Rick Seanor, Deputy Public Works Director; Jarod Thiele, Public Works Management Analyst; and Kristine Lawler, City Clerk. MAYOR DOBLE PRESIDING. The Pledge of Allegiance was led by City Manager Sangiacomo. 2. PUBLIC COMMENT No public comment was received. 3. MEASURE Y (SALES TAX FUNDING FOR STREETS) AND STREET REHABILITATION PROGRAM (5:00 p.m.) Presentation and discussion of a city street repair program including other associated public infrastructure(i.e, sidewalks, drainage, utilities, and ADA ramps) Presenter: Tim Eriksen, Public Works Director. Public Comment: Justine Fredrickson, Phil Baldwin, Cynthia Coale, Niel Davis, Mark Hilliker, Linda Bailey, Kasie Taglio, Carol Rosenberg, (unidentified man), Phil Baldwin, Nancy Rudig, Jenna Shepherd, and Roy Krausen. Council Consensus directs staff to bring back: • A list of the major projects outside of the CPI projects. • Top three thoroughfares with consideration of components such as volume, safety, economic development, and condition. • Complete overlay of states program for complete streets and how it relates to Measure Y. RECESS: 6:25— 6:36 P.M. 4. DOWNTOWN PARKING DISCUSSION 6:30 .m Presentation and discussion of proposed downtown parking program and infrastructure. Presenter: Shannon Riley, Deputy City Manager. Public Comment: Jenna Shepherd, Karina Andrade, Nancy Rudig, Ann Kilkenny, Phil Baldwin, Niel Page 1 of 2 City Council Minutes for the Special Meeting of January 31, 2018, Continued: Davis, Kasie Taglio, (unidentified man), Jenna Shepherd, Carol Rosenberg, Mark Hilliker, and (unidentified woman). Council Consensus directs staff to take this discussion back to the ad hoc to build a time-frame, explore the possibility of implementing a test area, and then bring the item back to Council. RECESS: 7:51 — 8:01 P.M. 5. DOWNTOWN STREETSCAPE PROJECT DISCUSSION Update on scope and timing of the Downtown Streetscape Project. Presenter: Tim Eriksen, Public Works Director. Public Comment: Mark Hilliker, Carol Rosenberg, Kasie Taglio, Ken Steely, Andrea Davis, Lisa Alexander, Niel Davis, Phil Baldwin, and Jenna Shepherd. Council Consensus directs staff to revisit the cost estimate for the project and how it ties into other utilities. 6.
