BE IT RESOLVED: 1. The City of Ukiah applies for annexation of the area known as the "North Fire Station", and 2. This proposal is made pursuant to Part 2 of Division i of Title 6 of the Government Code titled "District Reorganization Act of 1965", and 3. The proposed "North Fire Station' reorganization encompasses six acres to the north of the City of Ukiah, including North State Street and the existing Fire Station, more particularly, Mendocino County Assessor Parcel Number: 170-050-13 and as illustrated by Exhibit A (map) and Exhibit B (legal description), and 4. The City of Ukiah proposes to provide the appropriate urban services to the subject area as specified in Exhibit C (plan for services) which has been prepared pursuant to Government Code Section 35102, and 5. The subject properties will be prezoned from Mendocino County C-3:S'P to City of Ukiah "PD", Planned Development, and 7. The entire area is proposed to be detached from the Ukiah Valley Fire Protection District as fire service will be provided by the City of Ukiahupon annexation, and 8. The area qualifies for annexation pursuant to Government Code Section 35105.5 since the roadway used is less than one half-mile long, and 9. The area is uninhabited as there are 0 registered voters within the annexation boundaries, and 10. Pursuant to CEQA the act of reorganization is determined categorically exempt, Class 19, Annexation or-Existing Facilities and Lots for Exempt Facilities, and 11. The City of Ukiah requests that proceedings be initiated by the ~endocino County Local Agency Formation Commission pursuant to Government Code Section 56000 et seq. for reorganization of the area including annexation to the City of Ukiah and detachment from the Ukiah Valley Fire Protection District, and 12. Pursuant to Section 56261 it is requested that this matter be approvedwithout notice and hearing and the City be authorized to annexwithout further notice and hearing since the City of Ukiah is the sole owner of property included in this annexation, and 13. thence N 00o55'34'' W 71.03 feet to the point of beginning and containing 6 acres of land, more~or less. ---- CITY OF UKIAH EXHIBIT C PLAN FOR PROVISION OF URBAN SERVICES; NORTH FIP~STATIONP~0GANIZATION Pursuant to Section 35102 of the State of California Government Code, a plan for the provision of urban services to a newly annexed area must accompany an application for annexation. This plan is prepared in con- junction with the annexation application to the Mendocino County Local Agency Formation Commission for the acreage encompassed in the North Fire Station Reorganization to the City of Ukiah. The area to be annexed is north of the City of Ukiah and includes North State Street and City owned property. Existing land use in the area are recreation, roadway and vacant. The total area to be annexed is approximately six acres, four of which is public right-of- way and the remainder is owned by the City of Ukiah. Existing services to the area are provided by the County of Mendocino'in the General government functions, Administration, Planning, .Building Inspection, Public Health, Public Works.and Sheriff. Electricity is pro-. vided by Pacific Gas & Electric Company; isewerage services by Ukiah Vally · Sanitation District; water is provided by MillviewCbuntyWaterDistrict. Firepre- vention and protection is provided through the Ukiah valley Fire Protection District, (a special district on contract with the City of Ukiah). Tele- phone, gas and cable television are currently supplied and would continue to be provided by Pacific Telephone and Telegraph, P.G.&.E. and Teleprompter' respectively. Solid waste disposal is on an individual property owner basis. The proposal is annexation to the City 0f. Ukiah which is a full service municipality. In addition to general administrative activities, the City of Ukiah provides police and fire services, its own water production and distribution system, its ©wn electric distribution system, a sewage treat- ment plant in conjunction with the Sanitation District and Public Works services including street maintenance and capital improvements. Solid waste disposal is through City franchise with a private hauling company. In general, the proposed services to be provided to the annexation area would be those currently existing in the City of Ukiah which are enumerated in detail below. The level and ranqe of these services would be the same as currently ~rovided within City b~undaries. Increased demand would not cause a decrease in the levels of service to either existing City residents or the new area. The serv].ces can feasibly be extended to the affected territory immediately, as presently the City is close to the properties and some City services are involved with backup assistance agreements (police. and fire) or are provided to a portion of the area. Water and electricty would continue to be provided by Millview County Water and P.G.&.E.respectiVely. An agreement for future services is being pursued. ~ specific improvements to structures, roads, sewer or water facilities ~'e proposed without specific development taking place. Current City ~licies require developers to participate in any improvements for urban ~es; conditions imposed by the City would be those normally placed on ~w developments. The services to be provided would be financed through ~e existing City revenue structure which includes property taxation, ~imbursement from the State and Federal governments under various in-lieu id per capita subventions and revenue sharing programs. User fees for ~.ectric, water, sewer, and solid waste will be charged for these respective ~rvices. Expenditures will be minimal as no active services are required. ~esented here is documentation related to the specific services which would provided to the annexed are&. SERVICES ~BLIC SAFETY FIRE A. Service to be extended: Fire protection and prevention. B. Level and range of service: The area is currently served by the Ukiah Valley Fire Protection District whose services are provided under contract by the City of Ukiah. The City Fire Department is staffed by 18 full time firefighters with 24 volunteers. Minimum manning is four firefighters operating out of two stations; one located at Clay and School Streets in downtown Ukiah and the other at Lovers Lane and North State Street, immediately north of the Freeway/State Street interchange. The Fire Chief states that no new personnel would be required to provide service to this area, though annexation will result in less reimbursement from the Fire District. C. When available: Immediately D. Improvements Required: None E. Conditions to be imposed by City: Fire hydrants are currently located throughout the area. . F. }tow financed: City General Fund r.evenues. POLICE A. Service to be extended: Police protection and assistance. B. Level and range of service: The area is currently served by the ~.~endocino County Sheriff with the City of Ukiah Police Department providing back-up assistance as required. The City Department 22 sworn personnel and 25 reserves. Minimum staffing is three sworn personnel operating out of the police station at Mason and Standley. The Police Chief states that no new personnel would be required for this annexation. - 2 - C. When available: Immediately D. Improvements required: None E. Conditions to be im_,qsosed bC~__q~i~: None F. How Financed: City General Fund revenues UTILITIES ELECTRIC A. Service to be extended: Electricity B. Level and rance of service: Currently the area is provided with electrical energy through the facilities of P.G.&E. The City of Ukiah has its own electric distribution system. Existing electric facilities would be purchased by the City and then services furnished through its system. Currently, the City has the capacity to accommodate additional loads in this area and revenues anticipated through user fees would pay for any required maintenance and operation of this system on an annual basis. The City provides the same levels andI range of service as provided by P.G.&E., meeting demands ranging from minimm~ voltage and amperage in residential units to large loads in high density residential and heavy commercial uses. The anticipated demand is minimal. The City presently has a capacity of 40,000 KW with a current demand of 27,000 KW. At this time the City would not take over P.G.&.E. facilities. C. When available: Immediately D. ~mprovements required: Specific improvements would not be necessary immediately other than City purchase of the P.G.&E. facilities within the area. This would occur through negotiations between the two entities. E. Conditions to be imposed by the City: Specific conditions would be imDose~ by ni~e City at time of ~-~ny new development and include undergrounding and construction/placement of capital improvements at that time. ~,~o other conditions are necessary. F. I~ow financed- Initial purchase of P.G.&E. facilities in future would be financed nnrouqh current electric revenues with ongoing operation and maintenance covered by user fees. Electric service fees also generate income to the City General Fund over and above expenses for that enterprise accouot. S E WE P. AGE A. Service to be extended: Sewage collection and disposal. - 3 - B. Level and range of. service: The entire area is currently served by the Ukiah Valle}, Sanitation District. There will be no change in the status of the responsible agency upon annexation as the district would retain its jurisdiction with current tax and user fee charges. No extension of service to current users is necessary as facilities are in. New development would require normal new installations. C. When available: Immediately D. Improvements required: No immediate improvements are necessary E. Conditions to be imposed by the City: None _ F. How financed: Property tax levies and user fee charges on a monthly basis would sustain operation at current levels. WATER A. Service to be extended: Water for domestic and fire prevention Uses. B. Level and range of service: The City of Ukiah provides some capital improvements and water delivery within the annexation boundaries. No take over of Millview County Water District facilities is Proposed since they have existing services to property. C. When available: Immediately D. Improvements required: No improvements are necessary at the present. E. Conditions to be imposed by the City: None F. }]ow financed: On-going maintenance and operation of the system would be paid from the monthly user fees and service charges' Provision of water to new development is to be determined through negotiations between the City and District during project planning phase. SOLID WASTE A. Service to t~e extended: Solid waste collection and disposal B. Level and ranqe of service: Current service in the County based upon individual property owner discretion. Within the City, solid waste sea-vice is provided througt] contract with ?rivate companies. Service to be extended: General administrative and miscellaneous services. B. Level and range of service: The area is currently served by the County of Mendocino i~ the functions of administration (including Personnel, Planning, Building, etc.) and Public Works. The-City is a full service municipality, encompassing the functions of City Manager, City'Attorney, City Clerk, City Council, Treasurer, Personnel, Finance (including Purchasing and ~';arehousing), Community Development (including Planning Commission, Planning and Building), Parks and Recreation, and Public Works; operating street maintenance and engineering, . weed abatement, municipal garage and corporation yard...The annexation area can be serviced at existing service levels with existing staff. Increased costs would result in street and signal maintenance. County-wide programs, such as public health, social services, etc., would continue as the responsibility of the County. C. When available: Immediately D. Improvements reuuired: None E. Conditions to be imoosed bv the City: Applicable building codes F. How financed: City General Revenue funds. FINANCING As noted previous!v, other than user fees for water, electricity, sewerage and solid'waste disposal, urban services would be financed through the City of U'~ ' ~.iah General Fund. Major annual revenues incl.ude property tax, sales tax, per capita subventions from the State and Feder~! revenue sharing. Presented here are approximate costs and revenues for the annexation.
