HomeMy WebLinkAbout82-29 1 2 4 5 6 ? 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 2~ 24 25 26 28 RESOLUTION NO. 82-29 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH APPROVING THE FINAL blip FOR PARK WEST CONDOMINIUMS WHERKAS, the Planning Commission has considered and recommended approval of the Final Map for Park West Condominiums as being consistent with the adopted Tentative Map, and ?d4EP~AS, the Director of Public Works reports that the City of Ukiah has sufficient wastewater treatment capacity to handle wastewater from this project without violation of the Water Quality Control Board Standards. NOW, THEREFORE, IT IS ~REBY RESOLVED that the Final Hap for the aforesaid project is approved subject to the conditions of Use Permit No. 79-114, the conditions noted in this Resolution and on the map, and the Mayor and City Clerk are authorized to sign said map at such time as Subdivider signs and fulfills all the requirements of the Agreement for Subdivision Improvements to be entered into between the Subdivider and the City of Ukiah. The Hayor and City Clerk are hereby authorized to sign said agreement. Conditions for development include: 1. Prior to issuance of any building permits, a request be submitted to the Traffic Advisory Committee for its determination whether channelization stripes be painted and a stop sign be installed on Park Blvd. roadway leading to the condominium site (Figure 3 in Traffic Impact Report, ,July 1979). Installation be the developer's obligation and to be completed concurrent with access drive construction. 2. A "Not a Through Street" sign be installed at some point, subject to approval of the Traffic Advisory Committee. (Park Blvd. extension access). 3. The center line on Standley Street east of Highland, be offset to the north to provide equal travel lanes moving both east and west, subject to approval of the Traffic Advisory Committee. 4. Site grading will be inspected and approved by a registered engineering geologist at the developer's expense. The geologist shall submit an "as - grade~' report to the Building Department upon completion. 6. Due to the close proximity of the active seismic fault to the site and strong possibility that the Maacama seismic fault will be included as a Alquist-Priolo study zone in the near future; all foundations should be designed and approved by a structural engineering and the site engineering geologist. 7. In order that the condominiumunits will be architecturally screened in such a manner to protect decks and dwelling areas from misdirected golf balls, the approva!~ of this final map places on the development the responsibility to develop and maintain adequate protection for the pre- existing golf course use and that the City is saved and held harmless from all claims arising from misdirected golf balls. 8. Ail existing trees be retained along the Park Blvd. extension (north property line) and additional trees be planted in the gaps on golf course side to further protect the units from misdirected golf balls. 9. Extension of Park Blvd. be landscaped to approval of the Director of Planning. 10. Adequate emergency access gates at entrance to development be provided to the approval of the Fire Marshal. 11. All electric utilities be undergrounded at developer's expense. 12. Interior private streets to be a minimum of 24' wide with no on-street parking to provide emergency vehicle access to approval of the Director of Planning and Fire Marshal. 13. Temporary control of access to public streets to be installed prior to commencement of construction as required by Traffic Committee. 15. All improvements and conditions of approval be completed prior to use and occupancy. 16. Three-way stop sign be installed at the intersection of Highland Drive and Standley Street at the developer's expense.
