RESOLUTION NO. 82-27
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF UKIAH SUPPORTING THE FINAL MARKETING
PLAN AND PROPOSED ALLOCATIONS BY THE
WESTERN AREA POWER ADMINISTRATION
WHEREAS, the City of Ukiah has owned and operated an electrical utility
for its citizens since 1899, and
WHEREAS; the City of Ukiah now purchases all of its electrical energy
requirements from Pacific Gas and Electric Company, the costs of which
continue to rise at an unprecedented rate, and
WHEREAS, the City of Ukiah has been active in the Marketing Plan
process from its inception pursuing an allocation of power from Federal
projects which have p~eviously been denied the City's utility by arbitrary
devices, and
WHEREAS, the City of Ukiah qualifies as a power preference customer under
Section 9C of the Reclamation Project Act of 1939 (43USC485HC) and has received
an allocation of 6 MW of firm power in the proposed Plan, and
WHEREAS, the Western Area Power Administration has published the final
Marketing Plan and Proposed Allocations in the Fereral Register of Friday,
October 16, 1981 and Public Comment Forum was held on October 27, 1981, and
WHEREAS, the City of Ukiah is now pursuing alternate energy sources and
the 2.5 MW allocated for the Lake Mencocino Hydro Project of low cost power
will provide a real stimulus to an early development of this and other
renewable resources, and
WHEREAS, the City of Ukiah believes that it has been entitled to its
full requirements of CVP power from the project's beginning and that Ukiah has
previously presented its justification for receipt of full requirements, and

WHEREAS, the City of Ukiah is cognizant of the limitations within which
the Western Area Power Administration may now make allocations and that Western
is to be commended for their sincere efforts to provide an equitable Marketing
Plan which will directly benefit the greatest number of customers.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Ukiah
does support the Plan and believes it presents a reasonable and equitable
distribution of Federal power benefits.
BE IT FURTHER FRESOLVED that the City Council of the City of Ukiah urges
