Chair Liden called the Design Review Board meeting to order at 3:00 p.m. in Conference
Room No. 3, Ukiah Civic Center, 300 Seminary Avenue, Ukiah, California.
Chair Tom Liden presiding.

4. APPROVAL OF MINUTES
The Minutes from the July 20, 2017 and August 3, 2017 meetings are available for review
and approval.

submitted. Motion carried by the following roll call vote: AYES: Member Hise, Nicholson,

Note: The DRB is required by the City Code to review and make a recommendation on all Site
Development Permit applications.
6. NEW BUSINESS
a. Request for Review and Recommendation to the Planning Commission regarding an
application for Major Use Permit, Major Site Development Permit, and Variance to allow
the construction of a 35-unit multi-family residence at 215 Norton St. (APN 002-153-04)
and 345 N. Main Street (APN 002-153-30); File No. 3085-UP/SDP/VAR-PC.
Adele Phillips, Associate Planner provided an overview concerning the scope of the
proposed multi-family development, and noted:
• The proposed project involves a Major Use Permit, Major Site Development Permit,
and a Variance.

• Additional site plans concerning the dimensions and floor plans have been submitted
and referred to Sheet A0.1 for the Main Street Village project.
• The proposed project consists of two City-owned parcels that would be developed
with a 35-unit multi-family housing complex. The Norton Street parcel is zoned High
Density Residential (R3) and the Main Street parcel is zoned Community
Commercial (C1). Multi-family residences are a permitted use in the R3 zoning
district and a permitted use with approval of a use permit in the C1 zoning district. A
Variance is required for the reduction in parking. The C1 zoned parcel is located in
the Downtown Parking and Business Improvement District and the Variance is the
mechanism that allows for a reduction in parking for new development existing within
the district. The R3 zoned parcel built into the R3 zoning code is a means of
requesting a parking reduction through the discretionary permit process.

• Talked about the site plans and design.
• Recognizes Ukiah has a storage in housing stock for citizens and would like the
project to come to fruition for this reason. Also, there are people who lost their homes
in the recent wildfires that need housing accommodations.
• In term of walkability explained how the project interconnects with other pedestrian-
friendly pathways in the area.
• Is of the opinion for proposed project is a good fit for the neighborhood and
com m u n ity.
DRB questions:
• Asked about pole lighting for the parking lot and lighting on the building. Has concern
that lighting might be too bright and cited the City Rail Trail as an example of a
brightly lit facility. Proposed that the lighting for the project have a drop diffused lens.
• Related to the General Plan goal and policies, will the project provide for solar?
• Asked how the noise from the HVAC units will be mitigated. The site plans indicate
the units will have a visual shield. The noise could be intrusive to the neighborhood,
particularly to the adjoining two-story apartment complex next door. It may be
necessary to conduct a sound study.
• Will the heating units be electric or natural gas?
• Asked about the five-foot setback with regard to the southern side of the property as
it relates to fencing.
• Requested clarification that for residential zoned areas the setback is 10 feet.
Steve Honeycutt:
• The intent is to provide for future solar capability.
• The air-conditioning units will be mounted on the roof where the barriers around the
units would act as a sound shield as well as a screening mechanism.
• It is likely the HVAC system would be electric and with gas for operation of the stoves
and water heaters, for instance, but no final determination has been made in this
regard. Understands that Title 24 standards must be met concerning this aspect of
the proposed project.

• Acknowledged the fences are somewhat erratic but the project provides for a five-
foot setback to comply with the zoning districts.
Adele Phillips, Associate Planner:
• The project involves the C1 and R3 zoning districts, and as such, R3 setbacks
requirements apply for the project. The setbacks for the front and side yard are five
feet and 10 feet for the rear setback for the two-story structure.
• Referred to site plan A0.1 and talked about the footprint of the buildings and
corresponding setbacks.
Steve Honeycutt:
• The old building to the north encroaches into the setback area according ���
setback standards.
There was DRB discussion concerning the distance between the buildings and
requirements thereof, building square footage, setbacks, bicycle and vehicle parking and
design type, and providing for sufficient sidewalk widths.
Adele Phillips, Associate Planner:
• One of the criteria of the zoning code is that when there is two-story, multi-family
structures near one another, assurances of privacy must be provided and asked
how this matter will be addressed.
Steve Honeycutt:
• Related to privacy assurance for the residents is open to discussion how this can
most effectively be accomplished.
There was further DRB discussion whether or not a proposed housing development with
35 units is too dense in terms of having quality living space and privacy.
Member Hise does not support approval of the proposed project, as designed. The site
design resembles that of a hotel, particularly with the parking spaces essentially right up
against and/or within four feet of the bedroom windows allowing anyone to walk right past
these windows such that there would be no privacy and the shades likely always drawn as
a result. Is of the opinion this is no way to live. Would like to see the project better designed.
DRB comments regarding the proposed project:
• Install diffuser lens on all down lighting;
• Recommend solar PV installation or provide for future capability; Provide for a
project description how solar can be accommodated based on California Green
Building Code standards and Title 24; Reasonable acoustic buffer for HVAC system
on roof;
• ADA compliance for the parking spaces required and also sidewalk widths adjacent
to the parking spaces as it pertains to safe path of travel.
• Mailbox roof appears to be too close to the curb and needs to be pulled back.
• Make certain the project complies with the City Zoning Code pertinent to privacy
assurance with regard to placement of bedroom windows when there are two-story
buildings adjacent to one another or on adjacent properties.

• Review site plans to address any potential issue with full sun exposure on south
elevation;
• Look at drafting site plan discrepancies pertinent to the property line, roof overhang,

other connected issues associated with privacy, parking, etc., and possibly provide
for some type of screening in this regard.
• Make certain the parking for the project is consistent with the UMC City parking
requirements regarding parking space sizes for standard/full size and compact
spaces as well as meet the back up space requirements for approval by the public
works department.
• Would like to know the square footage per unit and total square footage for the
project.
• Project should meet California Green Building Code standards.
• Project meet City code regarding daylight plane related to shading structures outside
the property line.
DRB Optional Considerations:
• Consider anticipated electrical costs versus gas that does require compliance with
the California Building Code Title 24.
• Determine the proposed color scheme for buildings is a good fit for the
neighborhood.
Motion/Second Nicholson/Hawkes to recommend Planning Commission approval to
allow the construction of a 35-unit multi-family residence at 215 Norton Street and 345 N
Main Street to incorporate the above-referenced comments into the project design. Motion
carried by the following roll call vote: AYES: Member Hawkes, Nicholson and Chair Liden
NOES: Member Hise. ABSENT: Member Morrow. ABSTAIN: None.

DRB discussion regarding DRB packets and the need to see full size landscape and site
plans should City staff elect to have paperless packets.

SUBJECT: Request for Review and Recommendation on a Site Development Permit and
Use Permit to allow for the construction of a Wireless Communication Facility
including a 60+ foot tall monopole at 923 Mazzoni Street. APN 002-040-48

BACKGROUND
The subject property is currently the site of B&B Inc. Industrial Hardware & Metals. The
property is used for the production and distribution of steel, aluminum and steel industrial
hardware needs. The 3.37-acre parcel is zoned Manufacturing (M), and contains a large metal
building and an outdoor storage yard. The site is paved with asphalt-concrete surfacing.
The project is surrounded by the following uses and zoning districts:
North: Manufacturing (M) — Eagle Distributors
South: Brush Street, Heavy Commercial (C2)
West: Residential (one SFR), Mazzoni Street, Heavy Commercial (C2)
East: Railroad (NCRA), mini storage warehouses (outside of City limits)
The building height limit in the M zoning district is 50 feet. The Project site is not located within
the boundaries of the Ukiah Municipal Airport Master Plan.
PROJECT
An application was received from Allen Potter and Dan MacKinney on behalf of Wireless Site
Technology LLC for approval of a Site Development Permit and Use Permit for the
development, construction and operation of a new Wireless Communication Facility (WCF).
The project would include a new 60-foot tall painted monopole tower structure with antennas,
steel equipment platform, two equipment cabinets, related electrical and telco equipment and
room for additional cabinets as well as room for additional collocators/users in the future. A
lightning rod at the top of the tower would result in an overall height of approximately 65 feet.
The WCF will be developed within a 48' x 53' (2544 sf) fenced compound within a 50' x 55'
leased area. A 10' x 14' concrete slab foundation will support an 8' x 12' platform housing the
tower and WCF equipment. Two building envelopes are designated as future user areas. A 6-
foot high chain link fence topped with 3-strand barbed wire will surround the WCF site for
security and public safety.
The WCF site will be located in the northeast corner of the property. The tower will be visible
from all directions by commercial businesses and from the Redwood Empire Fairgrounds to
the north. The plans state that the tower and appurtenance will be painted to match the
surrounding area; colors are not provided. The project does not include camouflaging of the
tower. The tower will be lit only if required by the FCC or FAA.
The applicant's stated objectives of the WCF are to offload traffic from neighboring cell sites
and better coverage in the north part of town, including improved coverage inside buildings
and continuous coverage along the Hwy 101 corridor, minimizing dropped calls, latency and
slow connections. The 60-foot tower height is stated as necessary to achieve these goals.
No parking, landscaping, signage or exterior lighting is proposed as part of the project.
STAFF REQUEST
Staff is requesting the DRB review the project for design and make a recommendation to the
Planning Commission.

Current Problem:
• The existing network of sites is not providing consistent, robust service to the areas
surroundin� the site and into north Ukiah.
• The existing cell site closest to the proposed cell site is 45ft and the other nearby cell
sites are at considerabty lower heights. The high network utitization rate at th�
current sites is tri�gerin� a need for a capacity solution d�e to hi�h usa�e.
• The current network has been optimized and existing sites cannot be modified any
further as we have reached the threshold of design maximization to inc�ease the
servin� speeds and coverage to provide improved quality of service.
Objettive:
• The objective of the proposed site is to offload traffic from nei�hborin� cell sites and
�mprove coverage in the north part of town
• Placing the cell site will provide better coverage inside buildings and also continuous
covera�e alon� the Hwy 101 minimizin� dropped calls, latency, and slow connections.
Design Justification:
• Th� proposed hei�ht af 60ft is essential to meet the objective of the site.
• There is a terrain increase as one travels towards the Pear Tree Center, Ukiah
Municipal Airport and Daw�tawn Ukiai�.
• Heights lower than bQ#t will not have a proper line of sight and will not �ive adequate
capacity offload �'or existing sites, thereby defeating the purpose of building a site.

California Rural Senrice Area#1,inc.,US Celluiar is proposing ta develop, construct and operate a
new Wireless Comm�nication Facility (WCF) on private property lacatecf at 923 Mazzoni Street, in the
City of Ukiah,California.
7he proposal will include a new 60 ft. tall painted mo�opole tower structure with antennas,
steel equipment platform,two equipment cabinets, rela#ed electrical and tekco equiprnent and raom for
additional cabinets as well as room for additional callocators/user in the future. The site area will be

5ite Location Approprfateness:
The lacation selected for this new WCF is zor�ed M Manufac#uring. �he City of Ukiah Planning
staff in the past has er�couraged siting of WCFs in the M and C2 Zone (Conversation with Charley Stump,
Director, Planning and Community De�elopment, September 24, 2015 and other dates in the past�. The
subject property at 923 Mazzoni Street is used for production and distribution of steel, aluminum and
steel industrial hardware neec#s. The proposed WCF and its related ground basec! equipment can be
found ta be compatible with the current uses on the subject parcel and wili not interfere with the
ongoing aperations on that parcel.
Justificatian for New Wireless Communication Facility
US Cellular engineering staff had determined the following:
Current Probler�:
-The existing network of sites is not pro�iding consistent, robust service to the areas
surrounc#ing the site and ir�to north Ukiah.
-T�e existing cell site clasest to the proposed cell site is a5ft and the other nearby celE
sites are a#considerably lower heights. The high network utilization rate at the current si#es
is triggering a need for a capacity solu#ion..
-1'he current r�etwork has been optimized and existing sites cannot he modi�ed any
further as we have reached the threshold of desig� maximization to increase the serving
speeds and co�erage to provide im�roved quality of service.
Objecti�e:
-The objective of the proposed site is ta offload traffic from neighboring cell sites and
impro�e coverage in the north part of town
-Placing the cell site wifl provide better co�erage inside buildings anc3 also continuous
coverage along the Hwy 101 minimizing dropped calls, latency,and slow connections.
Design Justiflcatton:
-The proposed height of fi0ft is essential to meet the objecti�e af the site.
-There is a terrain increase as one travels towards the Pear Tree Center. Ukiah Municipal
Airport and Downtown Ukiah.
-Heights lower than 60ft will not ha�e a praper line of sight and wiN not give adequate
capaci#y offload for exi5ting sites,#hereby defeating the purpose of building a site.

The foflowirtg uses are allawed in Manufacturing(M)Oistricts:
A.Wholesale and storage estahlishments; light and heavy industrial and manufaduring use which,in cnnnectian with,has no
appreciable offensive or ohJectiona6le�oise,odvr,dust or nuisance factor;such as servica statians,auto wrecking,blacksmith
shops, building materials yards,feed and fuel yards,junk yards, fumber yards, machine shops,planing mills,storage of goods
and materials,and other uses which in the opinion of the Planning Commission are of a similar nat�re.
RESPONSE:
The proposal, a WCF, is reot spetifitatly listed as an allowed use in the M zone nor does the
City of Ukiah ha�e a standalane wireless communicatian #acility ordinante that would address this
request. The WCF is, howe�er,welf suited to be sited with tlte abo�e allowed uses as the pra�osai is a
passi�� use of the property and does not detract from, nor interfere wi#h, the current uses on the
subject property, namely a manufatturing and tlistribu#ion fatility far hardware needs, or adjacent
uses. Furthermore, the proposed use will not conflict or preclude allowed uses on parcels in the
vicinity. Therefore,the Planning Commission can�nd that the proposed WCF is a use that is similar in
nature to the allowed uses enumerated in this section and will not interfere,detract or sub�ert those
uses allowed in this zone or uses currently in plate o�the subjeci property.
It should be noted that many simtlar cities/counties encourage siting of WCFs in
Manufactur�ng and industrial zones and often e�en allow WCFs as a"permitted use" in those types of
zones.
B.Accessory uses to any allowed or permitted uses.(Ord.793,§2,adopted 1982)
FtESPONSE:
§9278 Definitians, defines ACCESS�RY USES as: Uses which are typically associated wi#h anc!
subordinate to the permitted or conditional permitted principak use. Accessory uses and strurtures
are subject to the same regulations as apply ta printipal uses in each zoning dis#rict, �xcept as may be
otherwise pro�ided.The proposal,a WCF,would not be considered an a�cessory use.

The following uses may be permitted in Manufacturing(MJ districis subject to first securing a use permit,as provided in this
Chapter,in each case:

The proposal,a WCF, is not listed as a use permttted subject to a use permit, howe�er §9113
BUILDING HEIGHT LIMIT, and§9�17 ADDITIONAL R�QUiREMENTS do address the proposed WCF (see

RESPONSE:
The pro�osal, a WCF consisting of a monopole support tower strutture, is not de�ned by the
City of Ukiah as a building. §9278 DEF�NITIONS, defines a BUfI.INDG as: A structure having a roof

` Purpose & Intent
On May 20, I 992,the Ukiah Redevelopment Agency adopted Design Guidelines for the
Downtown Deslgn District. Three years later,in 1995,[he City adopted a new General
= Plan,which called for the adoption of Design Guidellnes for all commercial development
within the City limits. After considerable discussion, it was decided that the most
appropriate way to proceed was to simply augment the existing Downtown Design
Guidelines for application to commercial development projeCts outside the existing

Downtown Deslgn District.
The existing Design Guidelines for the downtown area remain unchanged and are
included in this document as they were adopted in 1992. They will continue to be
applied within the Downtown Design Districras they have since their formal adoption.
New guidelines more applicable to the outlying commercial areas and commercial
gateways have been prepared and are included as a separate chapter in this document.

The Planning Commission on June 27, 2007 adopted the following Checklist which is intended
to assist developers, staff, policy boards and the public in determining project consistency with
the Commercia/ Deve/opment Design Guidelines for the Downtown Design District. Please
refer to the Guidelines for the full text and illustrations, as the Checklist does not supersede or
substitute for the Guidelines. The information in parentheses provides examples of ways to
achieve the desired effects, recognizing that it is impossible to reduce the art and practice of
design into a checklist of individual elements.

COMMERCIAL PROJECTS OUTSIDE DOWNTOWN DESIGN DISTRICT
The Planning Commission on June 27, 2007 adopted the following Checklist which is intended
to assist developers, staff, policy boards and the public in determining project consistency with
the Commercial Development Design Guidelines. Please refer to the Guidelines for the full text
and illustrations, as the Checklist does not supersede or substitute for the Guidelines. The
information in parentheses provides examples of ways to achieve the desired effects,
recognizing that it is impossible to reduce the art and practice of design into a checklist of
individual elements.
"Architects, project designers and applicants are expected to make a strong and sincere effort to
comply with the Guide►ines and contribute to the improvement of the City's physical image.
Project applicants, with the assistance of their architect and building designees, are expected to
put forth a convincing and creative effort when planning development and designing buildings."
(Guidelines, page 1).
