HomeMy WebLinkAbout82-121 2 3 RESOLUTION NO. 82-1L RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH AUTHORIZING THE CITY MANAGER TO MAKE APPLICATION FOR POWER ALLOCATION FROM WESTERN AREA POWER ADMINISTRATION WHEREAS, the City of Ukiah owns and operates a Municipal Electric Distribution System for its residents, and WHEREAS, the City now purchases all its electric energy requirements from Pacific Gas and Electric Company, the costs of which continue to rise at an unprecedented rate, and WHEREAS, the Western Area Power Administration has available for marketing low-cost energy from public funded power projects, and WHEREAS, the City of Ukiah qualifies as a Power Preference Customer under Section 9(c) of the Reclamation Project Act of 1939 (43 U.S.C. 485h(c), ~2' and WHEREAS, the City is now pursuing alternative energy sources and an allo- cation of low cost power will assist the City to fund development of these available resources, and WHEREAS, the City of Ukiah meets all the criteria as established for purchase of the power now available. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Ukiah does hereby authorize the City Manager, D. Kent Payne, to file an application for the maximum power available to the City and as set forth in the Federal Register~Vol. 46, No. 158~Monday, August 17, 1981~Notices. By authority of Title 4, Chapter 14, Division 3 of the California Government Code of the State of . California, the City of Ukiah owns and has successfully operated a municipal electric distribution system since 1899. It is a preference customer under Section 9(c) of the Relcamation Project Act of 1939 (43 U.S.C. 485h(c). · Organi za tion The City of Ukiah is a "municipality" as defined by Section 3(7) of the General Power Act, 16 U.S.C. 796(7). It is a general law city of the State of California organized under the general law of said state. Its incorporation'was effective as of March 8, 1876. · Loads a. Are presently a member of the Northern California Power Agency (NCPA),. We are presently working jointly with other NCPA cities for geo- thermal power at the Geysers 'and Calaveras which is a hydro power project. 5~ Transmi ssi on The City would take delivery of the allocated power initially at 12KV and would need the power wheeled over P.G.& E. lines to the City's Gobbi Sub-Station, Orchard and Gobbi Street, Ukiah, CA. City of Ukiah Application for Power Allocation Page 3 e The City is planning the construction of a ll5KV Sub-Station at the Gobbi Street site. It is expected this station will be completed in the spring of 1983. At that time, we would expect to receive power at ll5KV. Renewable Resources a. (I) Lake Mendocino Hydro-Electric Project. 3.5MW at an existing U.S. Army Corps of Engineers Dam. Scheduled operation date is May, 1985. Ref. Tudor Report, Feasibility Study, Dectember 1978 and Application for License for Lake Mendocino Power Project No. 2841 April 1981. (II) Warm Springs, Lake Sonoma, Sonoma County, 3MW at a U.S. Army Corps Dam presently under construction. Have applied for Preliminary Permit. Scheduled operation date June 1986. Ref. Application for Preliminary License, May 1980. (III) Scott Dam, Lake Pillsbury, Lake County, CA, 5MW at an existing P.G.& E. Dam. Ref. Application for Preliminary Permit, Lake Pillsbury Project December 1980. ~ (IV) Geysers Shell Project. This project is being developed through NCPA and is llOMW project. The City's portion is 5.5MW. Ref. Preliminary Official Statement, dated June 19, 1981, City of Ukiah Application for Power Allocation Page 4 (v) Northern California Power Agency by Merrill Lynch White Wild Capital Markets group. Estimated .on line date for this'project is September 1982 for the first 55MW, October 1982 for second 55MW. Ca3averas Hydroelectric Project. City of Ukiah is a participant in this project through NCPA. NCPA-Calaveras Project is an extensive proposed development located in the Stanislaus National Forest on the North Fork of the Stanislaus River. The City's share is 6.2MW. Estimated on line date first quarter 1986. (VI) Geysers (RFL) Project. This is a joint project through NCPA. The City's share of this project is 3.3MW. This project is located in Lake County. Projected on line date is first quarter of 1986. (VII) Deep Hole Creek Project. The City has filed a preliminary application for a hydroelectric project located in Mendocino County. Estimated capacity is 4.5MW. Ref. FERC Preliminary Application Project #4942. (VIII) Cold Creek Hydroelectric Project. This project consists of five separate generating facilities totaling 21.8MW. This project is located in Mendocino County. Ref. FERC Preliminary Application Project #4946. City of Ukiah Application for Power Allocation Page 5 (IX) (x) Beaver Creek Hydroelectric Project. This project is located in Mendocino County. Estimated capacity is 4.4MW. Ref. FERC Preliminary Application Project #4943. The City of Ukiah has a successful energy conservation program. We have performed many audits. We are presently expanding to perform RCS Audits for our customers. b. Estimated KW and Busbar Costs for Each Project. City of Ukiah Application for Power Allocation Page 6 8. The City is presently paying approximately 50 mills for power from Pacific Gas and Electric Company. Pacific Gas and Electric Company has now applied to FERC for a 58.7 percent increase to be effective October 13. It is vital, therefore, that we obtain power at a lower cost if the City Municipal System is to survive.
