UKIAH CITY CODE THE UNIFORM TRAFFIC
ORDINANCE, 1960 EDITION, PUBLISHED BY
THE LEAGUE OF CALIFORNIA CITIES AS MODIFIED
HEREIN, PROVIDING FOR PENALTIES FOR THE
VIOLATION THEREOF, AND REPEALING ORDiP;ANCE
NO. 506 AND ALL CONFLICTING ORDINANCES.
SECTION 1 . ADOPTION BY REFERENCE OF UNIFORM TRAFFIC
ORDINANCE, 1960 EDITION
All of the provisions of the Uniform Traffic Ordinance,
1960 Edition, adopted and published by the League of California
Cities, are hereby adopted by reference as though fully set
forth herein, subject to the exclusions, deletions, changes,
renumbering, amendments and modifications provided in this
ordinance. Said Uniform Traffic Ordinance, as modified, shall
be included in the Ukiah City Code in Division 8 thereof
entitled "Traffic" as Chapter 1 of said d{vision entitled
"Regulation of Traffic and Streets".
Three copies of said Uniform Traffic Ordinance are on
file for use and examination by the public in the office of
the City Clerk.
SECTION 2. EXCLUSION OF CERTAIN SECTION OF THE
UNIFORM TRAFFIC ORDINANCE.
The following sections of the Uniform Traffic Ordinance
are hereby deleted and excluded from adoption;

Sections 2, 2. 1 , 2.2,/2.4, 2. 7, 2.8, 4.3, 11 . 1 , 13, 13 .2
and 15.
SECTION 3. RENUMBERNG OF UNIFORM TRAFFIC ORK MANCE
SECTIONS TO CONFORM TO CODE NUMBERING SYSTEM.
The following sections of the Uniform Traffic Ordinance are
hereby renumbered as follows to conform to the numbering system
} used in the Ukiah City Code:

SECTION 4. CHANGES AND ADDITIONS TO. THE UMFORM
TRAFFIC ORDINANCE
The following changes, amendments, modifications, deletions
and additions to sections of thc, Uniform Traffic Ordinance, as
renumbered, are hereby adopted:
1 . Section 7000 shall read:
The fol lorsing words and phrases contained in this article
when used in this chapter shall for the purpose of this
chapter have the meanings respectively ascribed to them
in this article.
2 . Section 7003 shall read:
"Central Traffic District" means all streets and portions
of streets within the area described as follows:
All that area bounded on the west by a line 600 feet
west of and parallel with State Street; on the north
by the northerly city limits of the City of Ukiah; on
the east by the easterly side of the Northwestern
Pacific Railroad Co. mainline tracks; on the south by the
southerly city limits of the City of Ukiah .
3 . Section 7005 shall read:
"Council " means the Council of the City of Ukiah .
4. Section 7030 shall read:
The office of city traffic engineer Is hereby established.
The office of city traffic engineer shall consist of a
eo..uni ttee who shall serve without additional compensation
consisting of the City ;Manager, the Chief of Police, the �
City Engineer, the City Attorney, the Supervisor of Public
Works, or their duly appointed representatives, together
with such other persons as may from time to time be
determined and appointed by the Counci 1 . The chairman
shall be chosen by vote of the coni-ni ttee. Any member
of such committee, whether appointed by this chapter or
by action of the Council , may be removed by the Council
at any time.
5. Section 7031 is added to read:
Whenever in this chapter the designation or term "city
traffic engineer'' Is used it shall mean the committee
comprising the office of city traffic engi neer acting
through a majority of the members thereof, or a duly
authorized representative of the office of city traffic
engineer. All references to the office of city traffic
engineer in the masculine gender shall Include the
feminine and neuter, and the singular shall include the
plural .
6. Section 7032 is added to read:
The city traffic engineer shall exercise the powers and
duties as provided in this chapter and in the traffic
laws in this city . Whenever the city traffic engineer
is required or authorized to place or maintain official
traffic control devices or signals, he may cause such
devices or signals to be placed or maintained.

7 . Section 7042 i s added to read:
The term "person authorized by law" as used in Section
7041 of this code shall be construed to include, but shall
not necessarily be confined to, members of a duly author-
ized and appointed school safety patrol establ i shed pur-
suant to the provisions of Article 3, Chapter 5, Division
9 of the Education Code of California and amendments there-
to, while acting In the course and scope of their appoint-
ment.
8. Subsection (a) of Section 7048 shall read:
The provisions of this chapter regulating the operation,
parking and standing of vehicles shall not apply to vehicles
operated by the Police Department or Fire Department or
to other authorized emergency vehicles, when any vehicle
mentioned herein is operated in the manner specified by
the Vehicle Code for exemptions to authorized emergency
vehicles.
9. Subsection (c) of Section 7048 shall read:
the provisions of this chapter regulating the parking or
standing of vehicles shall not appy to any vehicle of a
city department or public utility while necessarily In
use for construction or repair work, or to any vehicle
used in response to fire calls belonging to an official
member of the Ukiah Volunteer Fire Department if the
vehicle bears plates or tabs identifying such vehicle as
belonging to a member of such volunteer fire department,
or to any garbage or refuse truck belonging to an operator
authorized by the City of Ukiah to engage in such business
or operation while actually collecting garbage or refuse,
or to any vehicle owned or operated by the United States
Post Office Department while in use for the collection,
transportation or delivery of United States mail .
10. Subsection (b) of Section 7050 shall read:
Any vehicle which is parked or left standing in violation
of law when the City Council by resolution or ordinance
has prohibited such parking and has by ordinance authorized
removal of any such vehicle, and where signs are posted
giving notice of remova 1 .
11 . Section 7061 Is added to read:
The authority herein granted to the city traffic engineer
to locate, place and maintain official traffic control
devices includes, but is not necessarily confined to, the
authority to locate, place and maintain warning signs to
caution drivers of the need for added alertness or re-
duction in speed, regulatory signs, including speed signs,
stop signs, traffic signals, yield signs and alternating
signals to inform motorists of regulations governing
movemtint, guide signs, for guidance and directions, in-
formation and construction signs, which xray include
warning, regulatory and guide signs.
12. Section 7091 is added to read:
When signs are erected on any one-way street giving notice

thereof, no person shall drive any vehicle in a direction
contrary thereto.
13 . Section 7112 is added to read:
No person riding upon any bicycle, motorcycle, coaster,
roller skates, or any toy vehicle shall attach the same in
any way to a moving vehicle upon any roadway .

14. Section 7114 is amended by adding to the end thereof the
following words:
Except where specifically permitted by the city traffic
engineer and in accordance with the limitations and condi -
tions fixed by him.
15 . Section 7115 Is amended by adding at the end thereof a
new paragraph to read:
For the purposes of this section the words "street or
any port i on thereof" shall include that area of new
roadway which is under construction, whether or not such
roadway has been for;-;ally accepted or opened for use
as a street.
16. Section 7116 shall read:
No person, except apublic utility or department of this
city , shall erect, place or maintain any barrier or sign
on any street in this city unless authorized by the city
traffic engineer or otherwise authorized by law. Any
such barrier or sign shall be of a type approved by the
city traffic engineer. No person shall disobey such
barrier or sign or the instructions contained thereon,
and no person shall , without authority , remove, tamper
with or destroy any barrier or sign lawfully placed on
any street in this city .
17 . Section 7118 is added to read:
No railway train or vehicle shall be driven on, over or
across any unprotected hose of a fire department when
laid down on any street, private driveway or railroad
track to be used at any f re or alarm of f re, wi thout
the consent of the 'fire department official in command.
18. Section 7119 is added to read:
Upon the sounding of the cityfire alarm as an alarm of
fire and for such period of time thereafter as the fire
alarms at street intersections in the City of Ukiah con-
tinue to ring or sound, it shall be unlawful for any
person to drive any vehicle, upon any street in the City
of Ukiah further than to the nearest ri ghti and curb.
This section shall not apply to members of the Fire
Department :or to members of the Volunteer Fire Depart-
ment when proceeding in response to such alarm.
19 . Section 7122 is added to reads
It shall be unlawful for the operator of any vehicle or
the rider of any bicycle or animal to cause such vehicle,
bicycle or animal to be driven, ridden, parked, stopped
or stood upon any portion of the rai 1 road tracks of any
railroad except at recognized crossiggs provided for
vehicular or pedestrian travel , unless authorized by the
railroad owning such tracks.
20. Section 7160 is added to read:
The City Council may b y resolution designate any streets
or portions of streets so as to prohibit standing, parking
or stopping or as being restricted as to the length of
time standing or parking shall be permitted in such area . t {
The resolution may also designate that such prohibition
or restriction applies between certain hours of the day
or night and may provide that certain days shall be
excepted from the prohibition or restriction.

21 . Section 7161 shall read:
Green curb marking shall mean no standing or parking for
a period of time longer than twenty-four (24) minutes at
any time specified by ordinance or resolution of this city.
On those streets or portions of streets designated by
ordinance or resolution of this city, when authorized signs,
parking meters or curb markings hEve been determined by
the city traffic engineer to be necessary and are in place
�— giving notice of parking restricted to not longer than
twenty-four (24) ,minutes, no operator of any vehicle shall
stop, stand or park said vehicle adjacent to any such legible
curb marking or sign or parking meter im violation thereof.
22. Section 7162 shall read:
The Council may, by resolution, designate certain streets
or portions of streets as being restricted to standing or
parking for a period of time longer than one hour at any
time specified by such resolution.
On those streets or portions of streets designated by
resolution of this city, when authorized signs, parking
meters or curb markings have been determined by the City
traffic engineer to be necessary and are inplace giving
notice of parking restricted to not longer than one hou ,
no operator of any vehicle shall stop, stand or park said
vehicle in such restricted area in violation thereof.
Section 7163 shall read:
The Council may, by resolution, designate certain streets
orportions of streets as being restricted to standing or
parking for a period of time longer than two hours at any
time specified by such resolution.
On those streets or portions of streets designated by
resolution of this city, when authorized signs, parking
meters or curb markings have been determined by the city
traffic engineer to be necessary and are inplace giving
notice of parking restricted to not longer than two hours,
no operator of any vehicle shall stop., stand or park said
vehicle in such restricted area in violation thereof.
24. Section 7164 is added to read:
The Council may, by resolution, designate certain streets
or portions of streets as being no parking, standing or
stopping zones and prohibiting parking, standing or stopping
at any time specified by such resolution.
On those streets or portions of streets designated by
resolution of this city c:s no parking, standing or stopping
zones, when authorized signs, parking meters or curb markings
have been determined by the city traffic engineer to be
necessary and are in place giving notice of such prohibition,
no operator of any vehicle shall park, stand or stop such
vehicle in any such prohibited area in violation thereof.
25. Section 7105 shall read:
The Council may, by resolution, designate certain streets
or portions of streets as being prohibited to ail night
parking or to parking between certain hours of the night,
or may restrict parking to certain periods of time between
certain hours.
On those streets or portions of streets designated by
resolution of this city, when authorized signs, parking
meters or curb markings have been determined by the city
traffic engineer to be necessary and are in place giving
notice of such parking prohibitions or restrictions, no
operator of any vehicle shall park, stand or stop such
vehicle in any such prohibited or restricted area in
violation thereof. '
26. Section 7167 is amended by the deletion of the word
"resolution" appearing in the second line thereof, and
the substitution therefor of the word '�ordinancet .
27. Section 7188 is added to read:
Whenever any street or portion of a street has been lawfully
designated as a taxicab street stand, the city traffic
engineer shall cause the same to be marked with white paint
or other white material with the words ''Taxi Zone' imprinted
In black letters thereon. No operator of any vehicle other
than a taxicab or auto for hire shall park such vehicle in
such taxicab stand.
28. Section 7201 (b) is amended by adding at the end thereof
the following words:
or for any public work.
29. Section 7201 (c) is amended by adding at the end thereof the
following words:
or to any vehicle owned by the City of Ukiah.
30. Section 7202(x) is amended by the deletion of the word
"ordinance" appearing in the final line thereof, and the
substitution therefor of the word "resolution" .
31. Section 7202(b) is amended by adding at the end thereof
the following words:
or to any vehicle owned by a public utility while necessarily
In use in the construction, installation or repair of any
public utility or to any vehicle engaged in delivering
materials to be used in the actual and bona fide repair,
alteration, remodeling or construction of an building or
structure upon such restricted streets for which a building
permit has previously been obtained therefor, or for any
public work.
32. Section 7210 is ascended by the deletion of the word
"resolution" appearing in the second line thereof, and the
substitution therefor of the word "ordinance" .
33. Section 7231 is added to read:
Whenever this chapter delegates authority to a city officer
or authorizes action by the City Council to regulate traffic
upon a state highway in any way, for which by state law
prior approval of the Department of Public Works of the i
State of California is required, no such authority or action
shall be effective with respect to any state highway without
the prior approval in writing of the Department of Public
Works when and to the extent required by the Vehicle Code.
34. Section 7232 is added to read:
Any person violating any of the provisions of this
chapter shall be deemed guilty of a misdereaner and
upon conviction thereof shall be punishable by a fine
not exceeding Five Hundred ($500) Dollars, or by
imprisonment for not exceeding six (6) months, or by
both such fine and imprisonment.
SECTION 5. PENALTIES
Any person violating any of the provisions of this
ordinance shall be guilty of a misdemeanor. Any person who
shall be convicted of a violation of this Qrdinance shall be
deemed guilty of a misdemeanor and shall be punished by a
fine not exceeding $500 or by imprisonment for not exceeding
sjx months, or by both such fine and imprisonment .
SECTIn, 6. CONSTITUTIONALITY
If any Section, subsection, sentence, clause or phrase
of this ordinance is for any reason held to be unconstitutional ,
such decision shall not affect the vclidity of the remaining
portions of this ordinance. The Council hereby deplares that
It would have passed this ordinance and each section, sub-
section, sentence, clause and phrase thereof, irrespective
of the fa6t that any one or more sections, subsections,
sentences, clauses or phrases by declared unconstitutional .
SECTION 7. REPVAL
Ordinance No. 506 of this city is hereby repealed, and
all ordinances or parts of ordinances in conflict with or
inconsistent with the provisions of this ordinance are hereby
repealed, except that this repeal shall not affect or pre-
vent the prosecution or punishment of any person for any act
done or committed In violation of any ordinance hereby repealed

prior to the effective date of this ordinance.
SECTION 8. APPROVAL OF DEPARTMENT OF PUBLIC
WORKS; WITHDRAWAL.

Any provision of this ordinance which regulates traffic or
delegates the regulation of traffic upon state highways in any
way for which the approval of the Department of Public Works Is
required by state law, shall cease to be operative six months
after receipt by the City Council of written notice of with-
drawal of approval of the Department of Public Works.
Whenever this ordinance delegates authority to a city officer
or authorizes action by the City Council to regulate traffic
upon a state highway in any way which by state law requires the
prior approval of the Department of Public Works, no such
officer shall exercise such authority nor shall such action by
the City Council be effective with respect to any state highway
without the prior approval in writing of the Department of Public }
Works when and to the extent required by the Vehicle Code.
SECTION 9. EFFECTIVE DATE.
This ordinance shall be in force and effect on and after
the 1st day of June 19 63 .
SECTION 10. PUBLICATION OF ORDINANCE.
The city clerk shall certify to the passage of this ordinance
and cause the same to be published in the Ukiah Daily Journal ,
a newspaper of general circulation published in the City of Ukiah.
