2 RESOLUTION OF THE CITY COUNCIL, CITY OF UKIAH
PLEDGING FUTURE SALES TAX REVENUES TO OFF SET
1` LAND USE TAX FOR PROPOSED AFSS FACILITY I
l.� WHEREAS, the Ukiah City Council has unanimously approved a proposal to the
Federal Aviation Administration (FAA) to design and construct a facility at
Flight Service Station (AFSS)
the Ukiah Airport to house a new Automated Fli

WHEREAS, said AFSS facility is to be constructed from revenues under a Land
10 I Use Tax Initiative measure designated Proposition C on the June, 1984

11 ballot, and;

12 WHEREAS, by mutual agreement between the City of Ukiah and the FAA, the
13 newly constructed facility will be leased to the FAA for a consideration of
I
14 one dollar ($1 .00) per annum, and;

15 WHEREAS, it is the intent of the Initiative to create a favorable economic
16 incentive to draw new revenues into the area, and;
17 WHEREAS, if successful, the establishment of the AFSS will attract new
is residents, new businesses, and increased sales tax revenues to the City of
19 Ukiah;
20 NOW, THEREFORE, BE IT RESOLVED, That the Land Use Initiative Tax Revenues

(property tax) be offset by Sales Tax Revenues if and when the following j

22 conditions prevail:

23 1) Sales tax revenues within the City of Ukiah exceed a predetermined
2A minimum level. The minimum level will be the actual prior fiscal year
25 receipts increased by a percent based on the average increase of the
26 past ten years.

27 Z) An amount not to exceed $60,000 annually be drawn from sales tax
28 revenues as these revenues exceed the established minimum level.

3) Revenues beyond the maximum $60,000 would continue to the City for

general use.
