21 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAH ADOPTING GENERAL PLAN AMENDMENT 1984-A,

WHEREAS, the Planning Commission conducted public hearings on March 14
6
7 and 28, 1984 at which time documentation changes throughout the General Plan,
the Housing Element and 19 land use change areas, comprising General Plan
8
9 Amendment 1984-A, were considered and recommended for action to the City
10 Council, and
11 WHEREAS, the City Council has held public hearings on April 25 and May
12 2, 1984 and found the proposed Land Use Changes consistent with the Plan, and
WHEREAS, the City Council found the Negative Declaration for this
13
portion of the General Plan Amendment adequate and complete.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
15
16 Ukiah adopts the Land Use Change portion of General Plan Amendment 1984-A
17 modifying the General Plan as follows:
18 1. The land use classification for the "Golf Course West" area is
19 not changed from "Hillside" and "Low Density Residential".
20 2. The land use classification for the "Fish Hatchery" area is not
21 changed from "Hillside".
22 3. The land use classification for the "Low Gap Road Substation" area
23 is changed from "Medium Low Residential" to "Public".
24 4• The land use classification for the "Oak St./Orr Creek" area is
25 changed from "Medium Low Residential" to "Public".
26 5. The land use classification for the "No. School Parking Lot" area
27 is changed from "Commercial" to "Public".
28 6. The land use classification for the "Post Office" area is changed
from "Office-Commercial and Commercial" to "Public".

7. The land use classification for the City Parking Lots" area is
211 changed from "Office-Commercial and Commercial" to "Public".
3 8 The land use classification for the "Courthouse" area is changed
4 from "Commercial" to "Public".
5 9. The land use classification for the "Police Department" area is
6 changed from "Commercial" to "Public".
7 10. The land use classification for the "Library" area is changed from
8 "Commercial" to "Public".
9 11. The land use classification for the "County Annex" area is changed
10 from "Commercial" to "Public".
11 12. The land use classification for the "City Hall" area is changed
12 from "Commercial" to "Public".
13 13. The land use classification for the "Fire Stations" area is changed
14 from "Commercial" to "Public".
15 14. The land use classification for the "Veterans Building" area is
16 changed from "Commercial" to "Public".
17 15. The land use classification for the "Gobbi Street Substation" area
18 is changed from "Commercial" to "Public".
19 16. The land use classification for the "Observatory" area is changed
20 from "Medium Low Residential" to "Public".
21 17. The land use classification for the "Lorraine Street Pumps" area is
22 changed from "Medium Low Residential" to "Public".
23 18. The land use classification for the "Social Services" area is
24 changed from "Commercial" to "Public".
25 19. The land use classification for the "Wabash South" area is changed
26 from "High density Residential" to "Commercial".

NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT

PROJECT AND GENERAL PLAN AMENDMENT 1984-A - LAND USE CHANGES
LOCATION:
In accordance with the California Environmental Quality Act, an analysis
has been made of possible environmental impacts of the land use change
portion of General Plan Amendment 1984-A by the City of Ukiah Planning
Department staff.
DESCRIPTION OF PROPOSAL
This portion of General Plan Amendment 1984-A includes one requested
area of land use change, "Wabash South" and 18 City initiated changes.
"Wabash South" Land Use Change
The change of this 1.37 acre property classification from "High Density
Residential" to "Commercial" reflects existing and past uses on the
property and is the same designation as that of properties immediately
to the east. Because of the existing structures on the property and the
ability to design any new development on adjacent parcels for com-
patibility, the classification change will not have a significant impact
on the environment. It will decrease, though minimally, the amount of
land available for high density residential development.
"Open Space" Land Use Changes
There shall be no change in the land use designation for "Golf Course
West" and "Fish Hatchery".
"Public" Land Use Changes
The 16 subject properties are each owned by the City, County, State or
Federal governments. The designation change is to clarify their public
ownership, no different uses are proposed. These changes will not have
a significant impact on the environment.
EVALUATION OF PROJECT
The 18 "Open Space" and "Public" land use changes provide greater
specificity regarding the ownership of the subject properties. There is
no change to the intent of the goals, objectives, and action programs of

the Plan or existing land use on the properties. The change for "Wabash
South" is consistent with past use and adjacent zoning.
These land use changes for General Plan Amendment 1984-A will not
degrade the quality of the environment, substantially reduce the habitat
of a fish or wildlife species, cause a fish or wildlife population to
drop below self-sustaining levels, threaten to eliminate a plant or
animal community, reduce the number or restrict the range of a rare or
endangered plant or animal, or eliminate important examples of the major
periods of California history or prehistory.
The project will not achieve short-term environmental goals to the
disadvantage of long-term environmental goals and does not have cumula-
tively considerable impacts.
Land Use changes for General Plan Amendment 1984-A will not cause
substantial adverse effects on human beings, either directly or indi-
rectly.
