HomeMy WebLinkAbout84-48 1 RESOLUTION NO. 84-48 4 2 3 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ESTABLISHING AN HISTORICAL/ARCHITECTURAL 4 PRESERVATION AD HOC SURVEY COMMITTEE 5 WHEREAS, the City of Ukiah is considering an Historical and Architectural 6 Preservation Program, and 7 WHEREAS, the basis for such program is a survey of the historical and 8 architectural resources within our community, and 9 WHEREAS, the City of Ukiah Planning Commission has recommended that a 10 committee with appropriate expertise complete the survey, and 11 WHEREAS, the Council has requested volunteers from the community with 12 expertise or interest in architecture, history, or previous experience in 13 historical surveys. 14 NOW, THEREFORE, BE IT RESOLVED that: 15 1. The City Council establishes the Historical and Architectural Preservation 16 Ad Hoc Survey (HAPAHS) Committee to complete, by June 1985, a survey of 17 historic and architectural resources within the community as prescribed by 18 the goal, objectives, tasks, and schedule set forth in Exhibit A. 19 2. Nanette Guzzi, Granville Pool, Maurine Pool, Judy Pruden, Alice Clare 20 Swan and Kathleen Teach are appointed to the HAPAHS Committee. 21 3. The Committee is charged with completing the tasks documented in 22 Exhibit A and after final report acceptance by the City Council shall 23 have no further requirements or responsibilities. 24 4. The Community Development Department is to provide staff assistance 25 to the Committee. 26 5. If the City of Ukiah is successful in receiving an Historic Preservation 27 Grant from the State of California, any professional consultants 28 1 f r F. 1 secured through that Grant shall assist this Committee in their 2 endeavors to complete the survey. 3 PASSED AND ADOPTED THIS lith day of February 1984 by the following 4 roll call vote: 5 AYES: Feibusch, Dickens , Hickey, Myers, Mayor Kelley 6 NOES: None 7 ABSENT: None 8 9 MAYOR 10 11 ATTEST: 12 �- ' 13 TY CLERK 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 2 EXHIBIT A HISTORICAL AND ARCHITECTURAL PRESERVATION AD HOC SURVEY COMMITTEE FEBRUARY 1984 - JUNE 1985 GOAL To provide a basis for an historical and architectural preservation program within the City of Ukiah. OBJECTIVES 1. Complete a survey of the residential and commercial historical and architectural resources within the City limits of Ukiah. 2. Inventory and catalog all data regarding these resources in a manner meeting the State of California Historic Preservation Guidelines. 3. Prepare appropriate documents for presentation of the survey report and additional information for public use (walking tours, pamphlets, slide presentations, etc). 4. Complete the project by June 1985. TASKS 1. Identification of all properties (including structures, streetscapes, signs, districts) to be researched. 2. Complete State "Historic Resources Inventory" form for each property identified. 3. Photograph each property including significant detail features. 4. Map all locations on standard City maps and applicable State maps. 5. Tabulate and analyze completed research and forms for all properties. 6. Compile forms and inventory into useable format for document preparation. 7. Determine other uses for data (walking tours, slide shows, etc.) and prepare such material. COMPOSITION AND STAFF The Committee will be comprised of volunteers from the community appointed by the City Council. At the first meeting the Committee shall elect a chairperson to conduct the meetings and provide general leadership for the committee activities. Staff to the committee will be the City of Ukiah Community Development Department. COMPENSATION The members shall not be remunerated for their participation on this committee. Out of pocket expenses used exclusively for the survey project with prior approval by the City Manager will be reimbursed. MEETINGS Members of the City Council, Planning Commission, Parks, Recreation and Cultural Arts Commission will be included in all mailings for notices of committee activities. The committee meetings shall be open to the public and anyone interested in attending is welcome. The Committee will meet at least once a month in the City of Ukiah City Council Chambers, at a day and time determined by the Committee at their first meeting. The Committee will be disolved in June 1985 with the completion of the survey. SURVEY SCHEDULE February 1984 Organizational meeting, election of Chairperson, discussion of committee responsibilities, expectations, and general survey framework. March - April Consideration of types of items (buildings, trees, signs, streetscapes, locations, districts, etc.) to be surveyed and researched. Preliminary list prepared. Training of members in survey techniques. May Specific identification of properties be researched in detail. Assignment of properties to members. Initial consultant work. June, July Field research, properties photographed, and August, September mapped, research on individual properties October completed. November - December Review of research and determination as to whether additional information is necessary or program is complete. Fill in research where necessary. January - Tabulation, analysis and finalization of February 1985 forms for completed survey. March - April Compilation of survey forms into appropriate document. Report printing. Preparation of additional pamphlets, tour maps, slides, etc. May Preliminary presentation of final report to City Council. June Final report received by City Council; Committee recognized for completed project and dissolved.
