1 RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF UKIAH ESTABLISHING SPEED ZONES

3 WHEREAS, the Ukiah City Council , consistent with the California Vehicle
4 Code Sections 22357, 22358, and 40802, having reviewed the Engineering Survey
5 and Traffic Investigation Report, and having determined that the reasonable
6 and safe speed, under the conditions found to exist on the streets covered by
7 the report, has been established by an engineering and traffic investigation;
8 NOW, THEREFORE, BE IT RESOLVED that the speed limit on the streets
9 described in the Engineering Survey and Traffic Investigation Report is
10 hereby declared to be:

ENGINEERING SURVEY AND TRAFFIC
INVESTIGATION REPORT - 1983
Included in this report are Engineering Survey and Traffic Inves-
tigation Report on 53 streets, on portions thereof, within the City of
Ukiah. The survey has been prepared under the direction of the City of
Ukiah Department of Public Works. The purpose of this survey is to
establish criteria for creation or perpetuation of speed zones on the
subject city streets that are consistent with the requirements, Sec-
tions 22357, 22358, and 40802 of the California Vehicle Code.
The survey consists of a three page summary together with an Appendix
that contains site specific date.. that has been collected and analyzed.
The speed zone survey was prepared in accordance with guidelines
prescribed in the California Department of Transportation Traffic
Manual.
This speed zone study recommends only one speed zone to be changed from
its existing speed limit of 40 mph which is also the 85 percentile
speed indicated by this survey. This zone is on State Street between
Talmage Road and the southerly City limits at Beacon Lane. North of
Talmage Road the prima facia speed limit (City) is 30 mph. South of
Beacon Lane the prima facia speed limit (County) is 35 mph. Principles
of Traffic Engineering recommend a smooth transition in successive
increasing or decreasing speed zones. Therefore, it is concluded the
speed between Talmage Road and Beacon Lane be reduced from 40 mph to 35
mph.
The survey includes 14 streets, or portions thereof, that are not
presently speed zoned. Based on the data collected, we recommend
specific speed limits for each of the 14 streets.
