RESOLUTION OF THE CITY COUNCIL
3 I OF THE CITY OF UKIAH
ADOPTING GENERAL PLAN AMENDMENT 1983-B

5 WHEREAS, the Planning Commission conducted public hearings on July 13
6 � and August 10, 1983 at which time the Land Use issue "Orchard Avenue

1 Extension South" and documentation changes to the Community Facilities f

3 ` Element, comprising General Plan Amendment 1983-B, were considered and
i
y recommended for action to the City Council, and i
i

WHEREAS, the City Council has held public hearings on August 17 and
11 September 79 1983 and found the documentation changes to be consistent
12 with the goals, policies and objectives of the General Plan, and
13 WHEREAS, the City Council found the Negative Declaration claration for the
14 Documentation Changes of the General Plan Amendment adequate and complete,
15 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
16 Ukiah adopts General Plan Amendment 1983-B adding the following statements
17 to:

20 ( "Prohibit residential, commercial, recreation or industrial
21 development within one mile of the exterior boundaries,
22 within straight-line view, or within or adjacent to the
L3 access corridor of an existing landfill unless appropriate-
24 ly mitigated to insure continued operation of the facility
25 at current levels."

31 I "This facility represents a substantial public financial

4 and service commitment in both initial land purchase and

on-going operation and maintenance. Disposal of waste in

an economic manner requires the sanitary landfill to remain
in close proximity to urban areas and maintain
81 compatibility with adjacent land uses. Increasing
i
encroachment by residential, commercial or industrial

development must be mitigated to insure the full life of
the facility and the continued opportunities for solid
12
i
waste disposal for not only the City of Ukiah but the
13 I'
I
entire Ukiah Valley and surrounding communities currently
14
utilizing this resource. The City landfill site is a major
15 �
element in the Mendocino County Solid Waste Management Plan
16
and is a basis for a required urban service to residents
17
from Boonville to Potter Valley."

(under Action Program) -

"13. Develop a program to insure the compatibility of
21
development within/adjacent to the access corridor or near
22
an existing sanitary landfill. Said program to include
23
wall/fence and landscaping requirements on perimeters of
24
new development and mitigation measures associated with the
25
new development to insure that noise, traffic, litter,
26
drainage and visual compatibility are the responsibility of
2
new development.

1 14. Include in the recordation of all subdivision and property
2 sales within one mile of the sanitary landfill the fact that a

solid waste facility is located in close proximity to the
4 ``1 property and is currently being operated in a manner meeting all

State and local requirements."
