The Traffic Engineering Committee meeting was called to order by Chairman Eriksen at 3:06
pm in Conference Room No. 3, Ukiah Civic Center, 300 Seminary Avenue, Ukiah, California.

SUBJECT: Discussion and Possible Action Regarding Request for Speed Control
Measures on Marshall Street
Agenda Item 4a.
REQUEST: This is a follow up report following the request from several Marshall Street
residents for speed humps along Marshall Street. At the June 13, 2017 Traffic Engineering
Committee(TEC), city engineers were requested to present new feasible options regarding
speeding traffic and to present additional information regarding items discussed at the
meeting.
BACKGROUND: Marshall Street, between Gobbi Street and Main Street, (see photomap,
Attachment "A") is approximately 32 feet wide with parking on both sides of the street.
There are sidewalks on both sides of Marshall Street extending the length of the street.
There are frequently several parked cars on the street which have the effect of making the
street appear narrow to drivers. Marshall Street meets the California Vehicle Code
definition of a residence district and therefore has a prima facie speed limit of 25 mph.
DISCUSSION: At the June 13, 2017 meeting, the TEC discussed the following: speed
humps, using the speed radar trailer, making the street a one-way street, blocking the
street for through traffic only, and officer enforcement by issuing speeding tickets.
Converting Marshall Street to one-way traffic may potentially have the side effect of
increasing vehicle speeds on the street. A one-way street would appear to be wider since
two travel lanes would be combined into one lane thus providing the driver with the
impression that he/she can drive faster. Blocking the street to through traffic would be
challenging. Certain vehicles (garbage/recycling trucks, meter reader vehicles, US Postal
Service, Police, Fire, Ambulance, etc.)would potentially be hindered by having to negotiate
a blocked entrance to the street.
Additional suggestions for Marshall Street include the following:
1) Even though Marshall Street (as are most streets in Ukiah) is a residence district
requiring drivers to observe a 25 mph speed limit, the posting of 25 mph signs with
the addition of 25 mph pavement markings might further encourage drivers to not
exceed the speed limit.

2) Traffic calming measures may be implemented using on-street parking. Staff has
observed vehicles on Marshall Street to park on top of the curb and/or sidewalk in
violation of the California Vehicle Code. In order to make the street appear
narrower, and provide traffic calming, those parking on Marshall Street should not
park their vehicles on top of the curb / sidewalk. In this case, drivers would likely
slow down when approaching a perceived narrow stretch of street.
3) Special solar powered speed display signs. Another option would be for the City to
purchase and install speed limit signs which are paired with a radar display sign
indicating the vehicle's speed. When a vehicle exceeds the posted speed limit, the
vehicle speed will flash in the display as an indicator to slow down.
RECOMMENDATION: Discuss and provide direction for possible changes regarding the
street and traffic flow.

SUBJECT: Discussion and Possible Action Regarding Request for Speed Bumps and 15
mph Speed Limit on North Pine Street and Gibson Street
Agenda Item 5a.
REQUEST: The Traffic Engineering Committee (TEC) received a request from Carol K. Gottfried
for speed bumps on the section of North Pine Street and Gibson Street between Low Gap Road
and North Bush Street. In addition, Ms. Gottfried has requested a 15 mph speed zone on these
same sections of streets. Please refer to Ms. Gottfried's request, Attachment "A". A photomap,
Attachment "B", has been provided for reference.
BACKGROUND: N. Pine St. between Low Gap Road and Gibson Street is approximately 540 feet
long and 31 feet wide with parking on both sides of the street. Gibson Street, between N. Bush St.
and N. Pine St. (see photomap, Attachment "B") is approximately 300 feet long and 31 feet wide
with parking on both sides of the street. There are sidewalks on both sides of both streets,
extending the full length of the streets. There are frequently several parked cars on the streets
which have the effect of making the streets appear narrow to drivers. Both North Pine Street and
Gibson Street meet the California Vehicle Code definition of a residence district and therefore have
a prima facie speed limit of 25 mph.
DISCUSSION: Speed bumps can be an additional obstacle to police,fire, and ambulance vehicles
providing service to the neighborhood. In addition, speed bumps are not conducive to bicycle traffic
on the street. Lastly, speed bumps can serve as a tripping obstacle to pedestrians. On these
streets, there are no conditions not readily apparent to the driver which would support lowering the
speed limit below 25 mph. The TEC may want to consider posting 25 mph speed limit signs as an
additional reminder to vehicle operators to drive the prima facie speed limit of 25 mph in the
residential neighborhood. Rather than installing bumps and 15 mph speed limit signs,the TEC may
want to consider these streets for the Police Department's "Directed Enforcement Program"which
will provide additional emphasis on driving the speed limit.This program involves posting the speed
radar trailer followed by additional speed zone enforcement. The speed radar trailer is an effective
tool to provide direct feedback to drivers of their speed compared to the speed limit.

Last week I read in the UDJ that the people who live on Marshall Street are requesting speed bumps.
They even have a sign that says"Drive like your children live here."
I have been wanting to ask for speed bumps for our little 2-block L-shaped street,Gibson from Bush,
which turns to Pine going to Low Gap,since school started in August 2016 and the traffic at the Bush-
Low Gap intersection became really horrible.Our little area has become really dangerous as drivers who
are in a hurry,FRUSTRATED AND ANGRY, have turned it into an Indy racetrack and we take our lives in
our hands when we need to back out of our driveways.
Also,since we are near the intersection that accesses 3 schools,there are often children walking and
bicycling and skateboarding in the street! We have lived in this house for 30 years,and it has never been
anything like this. Even later in the day,and now summer vacation,it is a racetrack for those who have
gotten in the habit of using this shortcut.
Last year you very nicely had the corner painted red so that vehicles are not blocking our view as we
come around the corner.That has been greatly appreciated.We also asked for a double yellow line with
yellow nerds to come around the bend. Instead,you put a single yellow line only on the Pine Street side,
and cars come barreling round the corner straddling the line-no exaggeration!
Seeing what we have, I don't believe the street is wide enough for 2-way traffic with all the vehicles that
are parked on both sides,so the double yellow line with nerds could not be obeyed because there is not
enough room.
That is why I am asking for speed bumps on both blocks,and they need to be very noticeably indicated
with signs,along with a 15-mile an hour speed limit, like the street that goes to Talmadge(Lorraine St?)
in the Airport Park area.
We are living with the planning that placed 3 schools and the County Center where they are accessed by
one intersection.That is not going to be changed, but those of us who live in the area need to be safe
where we live.

REQUEST: Neil Davis, Walk and Bike Mendocino, met with Department of Public Works
staff regarding a plan for installation of bicycle racks in the City. From that meeting, Mr.
Davis and City staff determined that it was appropriate to develop a procedure for bike
parking in the City.
BACKGROUND: Mr. Davis has prepared the attached Procedure for Approval and
Installation of Bike Parking for the Traffic Engineering Committee's consideration.

For the purposes of pursuing adequate Bicycle Parking for the City of Ukiah, the Traffic and
Engineering Committee will establish an ad hoc subcommittee to oversee the approval and
installation of bicycle parking on City Property and the Public right-of-way.
The ad hoc committee will use the San Francisco Municipal Transportation Agency's (SFMTA)
Bicycle Parking:Standards, Guidelines, Recommendations document as a primary reference.
The ad hoc will approve the placement of sidewalk bicycle racks primarily by request in areas
with demonstrated and expected demand. Typically, evidence of demand of racks is easy to
identify: bicycles are locked to meters, signs,trees, railings and other street furniture.
The vast majority of Ukiah's bicycle parking will be in the public right-of-way, generally in line
with existing street furniture near the curb and outside the path of pedestrian travel to ensure
an unobstructed through zone for pedestrian circulation.

ON-STREET BICYCLE PARKING CORRALS
On-street bicycle parking corrals are bicycle racks placed in the roadway parking lane
where demand for bicycle parking is greater than can be accommodated by sidewalk
racks. Bicycle corrals consist of a row of racks surrounded by a white box painted on
the street, flexible delineators and a wheel stop at the end of the corral where vehicles
are likely to back-in while parking. Bicycle corrals will only be considered where 1) there
is a demonstrated need for more bicycle parking than can be accommodated by typical
means, and 2) the fronting business completes an Outdoor Dining Permit Process
application and agrees to sweep and maintain the area in and around the corral,
keeping it free from debris.
