1. ROLL CALL 6:02pm
Ukiah City Council met at a Special Budget Hearing Meeting on June 19, 2012, the notice for
which being legally noticed on June 14, 2012. Mayor Landis called the meeting to order at 6:02
pm. Roll was taken with the following Councilmembers present: Thomas, Rodin, Baldwin, Vice
Mayor Crane, and Mayor Landis. Councilmembers absent: None. Staff Present: City Manager
Chambers, Finance Director Elton, Finance Controller Newell, City Clerk Brown, Planning and
Community Director Stump, Public Works Director Eriksen, Deputy Director Public Works —
Streets Seanor, Airport Manager Owen, and Electric Utility Director Grandi.

There were none.
4. PUBLIC HEARING — CONSIDERATION AND ADOPTION OF FISCAL YEAR 2012/2013
BUDGET
a. Electric Department Presentation was given by Director Grandi.
b. Public Works Presentation was given by Director Eriksen, and Deputy Director
Seanor.
c. Airport Presentation was given by Airport Manager Owen.
d. Community Development Presentation was given by Director Stump.
5. PUBLIC COMMENT
Linda Sanders, Susan Knopf, Don Moiser, Diane Zucker, Ernie Wipf, Michelle Aguilar Brown,
Pinky Kushner, and Mike Minton.

which being legally noticed on June 14, 2012. Mayor Landis called the meeting to order at 1:00
pm. Roll
was taken with the following Councilmembers present: Thomas, Rodin, Baldwin (arriving at 1:22
pm), Vice Mayor Crane, and Mayor Landis. Councilmembers absent: None. Staff Present: City
Manager Chambers, Finance Director Elton, Finance Controller Newell, Assistant City Manager
Sangiacomo, Public Safety Director Dewey, Human Resources Director Harris, and City Clerk
Brown.

a. Community Services / Information Technology / Grants Presentation was given by
Assistant City Manager Sangiacomo.
b. Public Safety Presentation was given by Chief Dewey.

which being legally noticed on June 14, 2012. Mayor Landis called the meeting to order at 4:10
pm. Roll was taken with the following Councilmembers present: Thomas, Rodin, Vice Mayor
Crane (arrived at 4:32 pm), and Mayor Landis. Councilmembers absent: Baldwin. Staff Present:
City Manager Chambers, Finance Director Elton, Finance Controller Newell, Human Resources
Director Harris, Assistant City Manager Sangiacomo, and City Clerk Brown.

It was noted that Councilmember Baldwin will plan to participate by teleconference at the next
meeting.

which being legally noticed on June 14, 2012. Mayor Landis called the meeting to order at 1:08
pm. Roll was taken with the following Councilmembers present: Thomas, Rodin, Vice Mayor
Crane, and Mayor Landis. Councilmembers absent: Baldwin. Staff Present: City Manager
Chambers, City Attorney Rapport, Finance Director Elton, Finance Controller Newell, Assistant
City Manager Sangiacomo, and City Clerk Brown.
It was noted that Councilmember Baldwin was unable to participate in the meeting by
teleconference due to the remote location he was visiting.

4. CONSIDERATION AND POSSIBLE ADOPTION OF RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF UKIAH AUTHORIZING ADOPTION OF FISCAL YEAR 2012-2013 BUDGET
City Manager Chambers and Finance Director Elton presented the item.
M/S Rodin/Thomas to adopt the Fiscal Year 2012/2013 Budget with the changes as
proposed in the top box of the Budget Revisions handout "Impacts on Net Income
(Deficit) from Proposed Changes" as presented, i.e. the entire City Budget with the
specified modifications (see exhibit to these minutes). Motion carried by the following roll
call votes: AYES: Thomas, Rodin, and Landis. NOES: Crane. ABSENT: Baldwin. ABSTAIN:
None
5. ADJOURNMENT
