ROLL CALL Ukiah City Council met at a Regular Meeting on April 19, 2017, having been legally noticed on April 14, 2017. Mayor Brown called the meeting to order at 6:05 p.m. Roll was taken with the following Councilmembers Present: Stephen G. Scalmanini, Douglas F. Crane, Maureen Mulheren, Kevin Doble, and Jim O. Brown. Staff Present: Sage Sangiacomo, City Manager; David Rapport, City Attorney; and Kristine Lawler, City Clerk. MAYOR BROWN PRESIDING. 2. PLEDGE OF ALLEGIANCE Councilmember Mulheren led the Pledge of Allegiance. 3. PROCLAMATIONS/INTRODUCTIONS/PRESENTATIONS a. Proclamation of the Ukiah City Council in Recognition of National Volunteer Week in the City of Ukiah—Community Services. Presenters: Mayor Brown, Tami Bartolomei, Community Services Administrator and Julie Webb, Recreation Supervisor. Receiving Proclamation: Rebecca Enberg, North Coast Opportunities Volunteer Network Program Director. b. Proclamation of the Ukiah City Council in Recognition of Arbor Day — Community Services. Presenters: Mayor Brown and Tami Bartolomei, Community Services Administrator. Receiving Proclamation: Pinky Kushner, Tree Advisory Group. c. Introduction of New Employee—Andrew Stricklin—Public Works. Presenter: Tim Eriksen, Public Works Director. Staff Comment: Andrew Stricklin, Engineering Analyst. d. Proclamation of the Ukiah City Council Recognizing April 28, 2017, as Worker's Memorial Day—Administration. Presenter: Councilmember Scalmanini. Receiving Proclamation: Terry Poplawski, Mendocino County Coalition of Union Members Organizer. City Council Minutes for April 19, 2017, Continued: e. Status Report, Discussion and Possible Action Regarding the Ukiah Valley Sanitation District's Litigation Against the City of Ukiah Related to the Operation of the Sanitary Sewer System—Administration. Presenters: Sage Sangiacomo, City Manager and Dan Buffalo, Finance District. Public Comment: Don Crawford, Pinky Kushner, and Dale (surname inaudible). Report was received. f. Presentation of Certificates of Recognition to Lions Team and the Jr. Cubs Team Cheerleaders—Administration. Presenter: Councilmember Mulheren. Certificates were presented. RECESS: 6:44- 6:51 P.M. 4. Adoption of an Ordinance Adding a New Article 22 to Chapter 1 in Division 9 of the Ukiah City Code, Entitled "Modifications to Final or Parcel Map" Relating to Subdivisions — Planning and Community Development. ORDINANCE NO. 1177 ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH ADDING A NEW ARTICLE 22 TO CHAPTER 1 IN DIVISION 9 OF THE UKIAH CITY CODE, ENTITLED "MODIFICATIONS TO FINAL OR PARCEL MAP." c. Authorize the City Manager to Execute an Agreement (COU No. 1617-193) with PCMG, Inc. for a Three-Year Microsoft Enterprise Renewal Agreement in the Amount of$69,802.23 per Year, Plus Annual True-up of Installed Licensed Products—Information Technology. d. CityCouncil to Consider Adopting a Resolution (Reso 2017-20) Approving the CityManager to g. P 9 PP 9 g Submit an Application for California Climate Investments Urban Greening Grant—Public Works and Community Services. h. Award Contract (COU No. 1617-194) to Gregg Simpson Trucking in the Amount of $77,010.50 for the Airport Avgas Tank Pad and Fueling System Installation, Specification No. 17-04 - Airport. Motion/Second: Crane/Scalmanini to approve Consent Calendar Items 7a-h. Motion carried by the following roll call votes: AYES: Crane, Scalmanini, Mulheren, Doble, and Brown. NOES: None. ABSENT: None. CITY MANAGER/CITY CLERK REPORTS Presenters: Sage Sangiacomo, City Manager and Shannon Riley, Senior Management Analyst. 11. PUBLIC HEARINGS (6:15 PM) 12. UNFINISHED BUSINESS a. Authorize the Mayor and City Manager to Execute a Joint Powers Agreement Forming the Ukiah Valley Basin Groundwater Sustainability Agency (GSA) and Adopt the Proposed Resolution Appointing Representatives to the GSA Board of Directors—Public Safety. Presenter: Sean White, Water and Sewer Director. Motion/Second: Crane/Scalmanini to authorize the Mayor and City Manager to execute a Joint Powers Agreement (COU No. 1617-195), forming the Ukiah Valley Basin Groundwater Sustainability Agency (GSA). Motion carried by the following roll call votes: AYES: Crane, Scalmanini, Mulheren, Doble, and Brown. NOES: None. ABSENT: None. ABSTAIN: None. Motion/Second: Brown/Doble adopt the proposed Resolution (Reso 2017-21) appointing Councilmember Crane as Director and Vice Mayor Doble as Alternative Director to the GSA Board of Directors. Motion carried by the following roll call votes: AYES: Crane, Scalmanini, Mulheren, Doble, and Brown. NOES: None. ABSENT: None. ABSTAIN: None. b. Discuss the Continued Reorganization of the City Manager's Office Including Consideration of the Reclassification of the Senior Management Analyst to Deputy City ( Manager as Included in the Fiscal Year 16/17 Budget—Administration. Approve and Adopt a Budget Amendment to the Fiscal Year 2016-2017 City Operating and Capital Budget—Administration. Presenter: Dan Buffalo, Finance Director and Daphine Harris, Management Analyst. Motion/Second: Scalmanini/Doble to approve and adopt the budget amendment to the Fiscal Year 2016-17 City budget as recommended by staff. Motion carried by the following roll call votes: AYES: Crane, Scalmanini, Mulheren, Doble, and Brown. NOES: None. ABSENT: None. ABSTAIN: None. RECESS: 7:54—8:00 P.M.
