CALL TO ORDER: 2. APPROVAL OF MINUTES: December 13, 2016 3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS: The Traffic Engineering Committee welcomes input from the audience. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than 10 minutes per subject. The Brown Act regulations do not allow action to be taken on non-agenda items. 4. OLD BUSINESS: None 5. NEW BUSINESS: a. Discussion and possible action regarding removal of parking on the north side of Gobbi Street between S. Oak Street and S. Dora Street in order to paint and install Class 2 bicycle lanes and signage (Neil Davis verbal report). b. Discussion and possible action regarding decreasing the length of the loading zone on the north side of W. Standley Street just west of N. State Street to allow construction of bicycle parking at Saucy, 108 W. Standley Street (Neil Davis verbal report). c. Discussion and possible action regarding Walk & Bike Mendocino's Directional Bike Route Plan (Neil Davis verbal report). 6. COMMITTEE MEMBER REPORTS: 7. MISCELLANEOUS ITEMS: 8. CALL TO ORDER The Traffic Engineering Committee meeting was called to order by Vice Chairperson Lampi at 3:07 pm in Conference Room No. 3, Ukiah Civic Center, 300 Seminary Avenue, Ukiah, California. 2. APPROVAL OF MINUTES — November 8, 2016 Motion/Second: Thompson/Kageyama to approve November 8, 2016 minutes as written. Motion carried as follows: AYES: Lampi, Kageyama, Kaeser, Thompson, Malugani. NOES: none. ABSENT: Eriksen, Meyer, Hewett. ABSTAINED: Thiele. 3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS Citizen Susan Knopf stated that Chief Dewey had commented that only one citizen had spoke against tow trucks parking in residential areas. Susan Knopf stated that this is not true. She herself spoke against tow trucks parking in residential areas at a city council meeting and many other citizens also spoke against this item at the same meeting. 4. OLD BUSINESS a. Discussion and Possible Action regarding Crosswalk on East Gobbi Street at Leslie Street. Presenter: Ben Kageyama representing the City Manager. Public Comment: Lloyd Francis, Maureen Mulheren, Susan Knopf Member Neil Davis entered the meeting at 3:25 pm. Member Neil Davis submitted photos with crosswalk improvement suggestions for MINUTES of the Traffic Engineering Committee December 13, 2016 Page 1 discussion purposes. Motion/Second: Thompson/Thiele to paint a median island with cross hatching on Gobbi Street. An in-pavement pedestrian crossing sign will be installed in the middle of the island and set back from the crosswalk if needed to avoid truck turning movements. Motion carried by an all AYE voice vote of the members present. 5. NEW BUSINESS a. Discussion and Possible Action regarding Crosswalks on South Dora Street at Luce Avenue. Presenter: Ben Kageyama representing the City Manager. A letter was received from Ms. Pam Jensen from UVAH requesting flashing lights be installed at the two crosswalks on S. Dora Street at Luce Avenue. Ms. Jensen reported some near misses with cars when employees were crossing the street. S. Dora Street has two lanes for traffic with bicycle lanes and curbside parking provided on both sides of the street. On S. Dora Street at the southernmost intersection with Luce Avenue there is a diagonally hatched yellow crosswalk. School Crossing Assembly signs are posted on both approaches to this crosswalk. In addition, a flexible pedestrian crossing sign is posted at this crosswalk. ADA curb ramps are located at both ends of the crosswalk. At the northernmost intersection of S. Dora street and Luce Avenue (adjacent to St. Mary's School), there is also a yellow school crosswalk with School Crossing Assembly signs posted on both approaches to this crosswalk. Member Neil Davis submitted photos with crosswalk improvement suggestions for discussion purposes. Public Comment: Pam Jensen, Maureen Mulheren, Susan Knopf Pam Jensen from UVAH suggested an inexpensive solution to the problem would be to install reflective buttons along both crosswalks. Councilwoman Mulheren suggested that an overall pedestrian awareness campaign is needed. It was decided that both of these crosswalks are very visible and no action is needed. No motion was made. 6.
